This matter, being the consideration by the Board of Spokane County Commtssioners of a
Substantial Development Permit in conjunction with a footbridge in Plante's Ferry County
Park, and pursuant to the Spokane County Shoreline Program's granting the Board the authority
and responsibitity to hear and decide such matters and after oonducting a public hearing on
August 16, 1988 to receive public testimony, revlewing the public record and examining all
availabie information, mcluding a report from the Shorelines Administrator, the Board hereby
makes the foilowing
FINDINGS OF FACT
I
The Spokane County Engmeer (for the Spokane County Parics and Recreation Department),
hereinafter referred to as the "applicant," filed an application on June 22, 1988 at the Spokane
County Planning Department for a Substantial Development Permit to authorize a footbridge to
replace an existing bridge at Plante's Ferry Park on property described as follows and as
generally located as on attached map, Exhibit "A"

The applicant issued a Determination of Nonsignificance on August 1. 1988
III
The following is true with regard to the provistons of the Shoretine Management Act, Chapter
90 58, and the Spokane County Shoreline Program
A. The application has been duly advertised pursuant to WAC 173-14-070. Notice of
Public Hearing being advertised on June 28, 1988 and July 6, 1988 in the Spokane
Valley Hera/d and posted on or in the vicinity of the proposed project location on
July 6, 1988
B The project site is located within the Conservancy designation and is tocated withtn a
Shoreline of Statewide Significance
G. Pursuant to Section S 06 of the Spokane County Shoreline Program, technical revlew
comments relatmg to the advisability of issuing a permit have been solicited and are
as reported in the Pianning Analysis, Section IX, as herewith attached.
D The Spokane County Shoreline Program sets forth vartous applicable goals,, policies,
general regulations and use regulations for activities. In review of these, the Board
flnds, takes note of and adopts by reference the following:

The proposed project will neither have probable signiflcant adverse impacts upon the physical
environment nor be detrimental to the public health, safety, and welfare
V.
Any Conclusion of Law hereinafter which is deemed a Finding of Fact is adopted as the same.
From these Findings, the Board comes to these.
CONCUJSIONS OF LAW
I
The Board of Spokane County Commissioners has jurisdiction over the issuance of the
Substantial Development Permit pursuant to the provisions of Chapter 90 58 RCW and the
Spokane County Shoreline Program
II.
Proper legal notice has been established, a required public hearing has been held
III
Pursuant to the above cited provisions of law, Flndings of Fact hereinabove substantiate
approval of the application and the Issuance of a Substanual Development Permit
IV.
Any Flnding of Fact stated hereinabove whtch is deemed to be a Conclusion of Law is adopted as
the same
From the Fmdings of Fact and Conclusions of Law, the Board of Spokane County Commissioner$
hereby enters this
DECISION
APPROVE, with the conditions and in compliance with the Shoreline Management Act and rules
and regulations promulgated therefrom, the appiicant's request for a Substanttal Development
Permit which wouid allow a footbridge in substantial conformance with the approved plans,
consistent with the conditions listed hereinafter. The Shorelines Administrator is directed to
issue a Substantial Development Permit
Conditions of Approvai•
I .
The applicant shall obtam any necessary Hydraulics Project Permtt from the Washington State
Department of Wildlife
II.
The applicant shali obtain any necessary Water Quality Standards Modfflcation Permit from the
Washfngton State Department of Eoology

In the event that any artifacts are discovered during any excavatton, the Washington State Office
of ArchaeoloBY and Hlstoric Presenration shail be notifled immediately.
IV.
Construction of the bridge shall proceed in substantial conformance wlth the site plan and
drawings on flle
