Dear Mr. Pederson,
The AT&T Wireless "Sullivan" facility located at 15120 E. Euclid Ave.,
Spokane, WA 99216, complies with and will continue to comply with the public
maximum permissible exposure (MPE) levels set by the Federal Communication
Commission (FCC) in all publicly accessible areas. These FCC rules constitute a
national RF exposure standard that reflects the consensus agreement of the federal
agencies charged with protecting the public health and the environment, including the
Federal Drug Administration (FDA), Environmental Protection Agency (EPA), National
Institute on Occupational Safety and Health (NIOSH) and Occupational Safety and
Health Administration (OSHA).
Generally, cellular antenna arrays that are located 10 meters (roughly 30 ft) above
ground level are categorically excluded from FCC Review. However, to further
demonstrate compliance with the FCC radio frequency (RF) exposure limits, the power
density contributed by the AT&T `1Vireless anterula facility has been predicted based on
calculations provided by the FCC's Office of Engineering Technology in OET Bulletin
65, Edition 97-01, released August 1997. This determination is based on site-specific
engineering data used to predict the RF power density in the vicinity of the antennas and
compares those levels with the public MPE limits. The result of the predictive analysis
(at the transmit power we plan on using) depicted in the chart in Attachment A
demonstrates that the highest power density in a publicly accessible area is 1.68
microwatts per square ceiitimeter or 0.17% of the public MPE limit (or 596.26 times

The purpose of these antenna changes is so that we can continue to add radios to
t}lis site without having to lower power, due to the power limitations of our equipment. If
we were to lower power, tllis would open up gaps in our coverage area and it would
