The site includes two existing tax parcels; 45204.1435 and 45204.1436, with existing buildings located in the Spokane Valley at the southeast corner of 1Ot11 Avenue and Raymond Street in the SW 1/4 of Section 20, Township 25 N., Rancre 44 E.W. M. Spokane, Washington. The applicant indicates an urgency and real need for placement of children that are in the Washington State Department of Social and Health Services - Division of Children and F.unily Sei-vices Pi-ogram; therefore, the applicant has requested a six (6) munth "Teillporai-y Use Pei-mit" for seventeen (17) additional children, ages 6 to 17, for a maximum of twenty-five (25) residents in the existing fzcility. This will allow the necessaty time to complete the zone chan;e from Urban Residential-3.5 (UR-3.5) to Urban Residential-7 (UR-7) necessitated by the restriction of a maximum of eight (8) children in the existing Urban Residential-3.5 (UR-3.5) zone. The eiaht (8) to twenty-five (25) children would live in the existing building, which in the past has had 46 residents when it was a nursing liome. Each child would be a resident at the facility for sixty (60) to one hundred eighty (180) days, depending on that child's program. The children are not allowed to be unsupervised while in or around the building or neicrhborhood.
