As per our phone conversation on 1-19-93, and your request I am sending
you a letter for your files regarding the correction notice on. Mr.& Mrs.
Glen Hill residence, permit #92-8443.
You performed a final inspection on the Hill's remodel/addition on 12-
9-92. At that time you rejected the stairway leading to the basement due
to the fact that the rise on the stairs exceeded the code of 8". I
explainedto you at that time that the reason the stairs where built the
way they where was because that's the way the homeowner had requested
them to be built after reviewing limited options. I went on to explain
that Mr. Hill and I had alot of discussion about the lack of room for a
legal and a comfortable stairway. We discussed the situation at bidding
time and during the course of construction but waited on a finale
decision on the exact out come and placement of the stairs until the
time of actual installation.
On 11-6-92 I demoed the old stairway and laid out the new set of
stairs. In that process it was determined that there was a lack of
landing space at the end of the stairway if I was to use a rise of 7-
7/8"inches which would have been leagal. The stairway would end apprx.
16"s from a center bearing wall. Also there was not enough head room to
accomodate a landing and then turn the last few steps, so I proceeded to
look for other options. I felt the best option would be to header up the
bearing wall and then put a opening thru the wall into the room that was
on the other side of said wall. I also laid out two other stairways. The
first being a 8-1"inch rise and the other at a 9-Vinch rise. The first
left apprx. 27"inches to the bearing wall and the second left apprx.
38"inches to the bearing wall. I then discussed the options with Mr.
Hill and gave my recommendations to him. He did not want to penetrate
the bearing wall. That was riot a option he would accept.
He determined the 9-einch rise would put the stairs in the area he
wanted them to be. I explained they would not be comfortable to use
because they where to steep and they would not pass inspection, but I
could build him any thing he wanted. At that time he instructed me to
proceed with the 9-einch rise.
There where other corrections to be made along with the stairway but
those corrections where not part of my contracted work. Mr. Hill would
be responsible to make sure the corrections would be taken care of. On
12-9-92 I went over the correction notice with the Hill's and again on
12-12-92. Mr. Hill and I agreed at that time that my original contracted
work had been performed to his accecptance. The stairway correction
would then be handeled as a seperate contract because I had built the
stairway according to his specifications. He then agreed to pay me in
full and I recieved a final payment on 12- 21-92.
On 12-12-92, I also explained to Mr. Hill that he could get other
contractors to bid on the stairway rebuild or that I would certainly be
glad to perform the work for him. He agreed with me but whatever he did,
he did not want to do any corrections until after the holiday season. I
agreed with him on waiting but told him I might be returning to work
with my former employer and my time would be limited.
On 1-12-93 I contacted Mr. Hill about the stairway rebuild and he
informed me at that time, that he was getting other bids from other
contractors and he would let me know. I again explained that my time was
limited to schedule work, due to the fact that I would be returning to
work with my former employer. This was going to take place the first
part of Feburary'93, and I would be leaving the area from time to time.
He said he understood and would let me know.
That brings us to our consversation on 1-19-93. I did not want to leave
the area with this matter unresolved.
I will be contacting the Hill's again and sending them a copy of this
correspondance also. I wish I could have made the correction myself but
due to circumstances beyond my control I will not be able to and feel I
have made a responsible effort to rectify the matter.

Dear Glenn,
The enclosed letter is a copy of a letter I sent to Spokane County
Building Dept. and Building Inspector Mr. David Silva.
I felt it necessary to record the following correspondance with the
building dept. due to the fact that I will be returning to work with my
former employer and will no longer be in this area on a permanent basis.
It is also upon the request of the building inspector, that since I
would be leaving the area and will not be able to perform the correction
to the stairway, that I send him something explaining the who, why, when
and where in this matter.
I hope that you are able to deal with the corrections concerning the
remodel/addition in a timely matter. I hoped it would have worked out so
that I could have helped make those needed corrections to the stairway.
But, time was not on my side.
