FINDINGS OF FACT AND CONCLUSIONS 1. The individual signing below has further been properly delegated the responsibility for rendering the decision by the Spokane County Duector of Planning. 2. The proposal is to allow a self-service storage facility within an existing structure for a period not to exceed six months. 3. The proposal is generally located at the northeast corner of Pines Road and 12th Avenue in the SW 1/4 of Section 22, Township 25 North, Range 44 EWM, Spokane County, Washington. 4. The current zoning of the property is Neighborhood Business (B-1) (ZE-38-83C). The proposed use does not create significant impacts to the general area 5. The required public notice was provided for this proposal and agencies having a potential interest in the project were notified and recommendations solicited. 7. On March 5, 1993, a proposal to rezone the subject property from Neighborhood Business (B-1) to Regional Business (B-3) (File ZE-20-93) was received by the Planning Departinent. The proposed rezone is currently scheduled for review by the Spokane County Hearing Examiner Committee on July 23, 1993. 8. Recognizing the recommended conditions and Spokane County temporary use standards, the proposed use makes appropriate provisions for the public health, safety and general welfare. 9. The project is not exempt from environmental review under the State Environmental Policy Act pursuant to WAC 197-11-800. An Environmental Checklist was provided by the applicant and reviewed by the Planning Department. A Determination of Nonsignificance (DNS) was issued on May 19, 1993 for review and comments by other ager,cies. The Planning Department has not received any additional comments.
