Dear Mr. Anderson:
On August 8, 2006, I examined the Amstader property at 2708 N. Park Avenue, Spokane
Valley, WA. You were present during my investigation.
PURPOSE
The purpose of the investigation was to examine reported floor joist fire damage concerns
at the property. Of particular interest was the nature and scope of the reported floor joist
fire damage concerns. Repair recommendations (if any) are presented for comprehension
and scope purposes only; and are not intended for permitting purposes or construction
use, without full plans and specifications (which is beyond the scope of this report).
Investigation of other aspects of the property was not conducted, unless specifically
noted below.
PREMISES
The subject structure is a single story frame building, constructed over a partial
basement, extending approximately four to six feet below grade. The building is of mixed
age (unknown original age, with substantial reconstruction approximately three years
ago), and is maintained in average condition.
INVESTIGATION OBSERVATIONS
For the purposes of this inspection and report, the front of the house is presumed to face
south. All references to direction or orientation are made relative to this presumed
structure orientation, and are not intended to establish true compass direction.
A fire occurred at the structure. Severe smoke dispersal was observed over most of the
main level of the structure. Several areas displayed significant heat activity and
moderate char.
The basement displayed significant char, particularly in the southwest utility and
mechanical area.
The main floor is framed with Boise Cascade I joist ("BCI") floor framing, sheathed with
OSB panel decking. Three to five BCIs above the utility closet displayed significant to
severe fire char. The three easterly BCIs (double header and single joist) display
significant flange and web char. The next two joists are partially obscured by HVAC
ducts. Visible portions of the joists display moderate flange char.

Main level floor sheathing ("OSB" panels) displayed significant localized char above the
utility area.
Also noted was as single BCI in the north crawlspace, which displayed moderate lower
flange char.
Also noted were singed rafter tails (truss over hangs) on the south exterior of the
structure. No char or deformation was observed.
CONCLUSION
Based upon the above stated observations; it is my opinion that three to five BCIs in the
utility area should be replaced. Once HVAC ducts are removed, evaluation of the two
questionable BCIs can be made.
The one moderately charred crawlspace area BCI should be left in place, and a new BCI
installed adjacent to the charred BCI.
The utility area BCIs are full length, extending across the center bearing wall. The
replacement BCIs should be installed over the center bearing wall, and lapped against
adjacent crawlspace BCI segments. Alternately, the two sets of BCIs (existing north side
and replaced south side) can be installed in joists hangers, attached to a 4" nominal
ledger board, properly secured to the center bearing wall.
The rafter tails are not impaired, and may be used without structural repair. Other fire
repair work should be completed as necessary.
