For this setting, and due to it's proximity to Shelley Lake, a planned unit development (PUD) type of development has been chosen. In this PUD setting, the pedestrian trail and activities which center on the lake will serve as the focus of the oPen eommon areas. Currently, anaerobic conditions due to upstream peat farming and the use o; agricultural products which have high level of nitrogen and phosphorus are present in Shelle~ Lake which create seasonal odor problems, algae blooms and fish kills. With this proposeci activity, it is expected that these problems can be contained or mitigated. The water quality problems caused by the upstream peat farming can be mitigated by providing a silt trap upstream of the lake. On-site additions of impervious areas will decrease the amount of run-off into Shelley Lake. The Department of Ecology has been made aware of the water quality problems and potential sources of them and will be assisting in source identitication. Respect for the Shelley Lake environment will he a part of the covenants of this development. These covenants will most likely lead to improving the aquatic resources and improving the natural environment by providing habitat for wildlife by usi.ng natural vegetation around the lake frontage and improve aquatic life hy raising dissolved oxygen levels. .
