Dear Mr. Veljic:
I am writing to advise you of a change in condition regarding remediation activities for diesel
contaminated soil at the Federal Aviation Administration's (FAA) Mica Peak Facility.
During the period of October 26, 1992 through November 2, 1992, and in accordance with
modification 0017 of FAA contract DTFA11-88-C-V0245, Advanced Sciences, Inc. (ASI)
commenced remediation of an estimated 1,650 cubic yards of diesel contaminated soil at Mica
Peak. Remediation activitie~ were to consist of excavating and stockpiling diesel contaminated
soils, followed by on-site thermal desorption and backfill and compaction of the treated soil. For
a more complete description of the scope of work please reference FAA's disposal site permit
application and ASI's August 26, 1992 supplement to the permit application.
After arriving at the Mica Peak facility, it was determined that insufficient water was available
on-site to support the mobile thermal desorption unit. It was also determined that only one
location was needed for stockpiling soil as opposed to the seven soil stockpile locations proposed
in the permit application.
The scoPe of the remediation project was modified to reflect the field conditions described above
and the work actually performed is summarized below:
• An estimated 1,034 cubic yards of soil was excavated and stockpiled in a single
location on top of a concrete pad thereby minimizing the potential for direct
contact between contaminated soil and clean soil;
~ Nine hundred and fifteen tons of contaminated soil were loaded from the stockpile
into dump trucks and transported off-site for treatment at the Remtech thermal
desorption facility located in Spokane, Washington; and
• An estimated 1,034 cubic yards of clean soil were trucked on-site and used as
backfilL

Beginning on October 30, 1992, snowy weather created hazardous driving conditions. By
October 31, 1992 trucking operations had to be stopped. As a result, the entire remediation
project was temporarily shut down on November 2, 1992.
lfiose portions of the site that had been remediated to the extent possible were backfilled with
clean soil and graded. An estimated 300 cubic yards of diesel contaminated soil that could not
be safely trucked off-site was pushed to the center of the concrete pad and completely covered
with a seamless piece of six mil plastic. The plastic cover was weighted down and bermed with
clean native soil.
As part of the routine maintenance operations for the site, the condition of the soil berm and
plastic cover be checked and documented. The cover will checked routinely until remediation
activities can begin again in late spring of 1993.

on-site thermal treatment has not yet begun, I assume the six month clock for project compledon
