The Spokane County Division of Planning has completed a review of the above
referenced project. The use is not allowed in the UR -7 zone unless the adults are full-
time residents of the facility and that means that they must live there 24 hours a
day. A caregiver may live off the premises. The following information must be
submitted in order for this office to proceed with our review once the use of the project is
in compliance with all applicable Division of Planning standards and conditions. Please
submit all revised information to the Department of Building & Code Enforcement for
circulation of the information to all implementing departments.
A Off-street parking requirements will be based on the following ratios:
a. Day Care: One (1) space per staff person, plus one (1) pick-up and drop-off
space, plus one (1) space per ten (10) adults.
Provide location of three (3) parking stalls and one (1) pick-up and drop-off space.
B. A detailed landscape plan shall be submitted indicating the existing landscaping:
C. Illustrate fencing (existing and proposed). Note the height and type of fencing.
Fences over six (6) feet in height require a building permit and/or zoning variance.
D. Signage is addressed through a separate permit and review.
E. If parking lot lighting is proposed, the lights shall be constructed, shielded and used
so as not to illuminate directly or create glare visible from adjacent properties or public
rights-of-way.
Locate the exterior lighting fixtures and illustrate the direction and extent of illumination.

F. All storage (including storage of recyclable materials) shall be wholly within a
building and shall be accessory to the permitted use on site.
G. All outdoor trash, garbage and refuse storage areas shall be screened on all sides
from public view and at a minimum be enclosed on three sides by a five and one half (5
''/Z) foot high concrete block or masonry wall, or sight -obscuring fence with a sight -
obscuring gate for access.
If outdoor trash, garbage or refuse storage areas are being proposed, please indicate these
areas on the revised site plan. Note the height and type of screening.
H. No required parking or allowed signs should be located within the future acquisition
area for road right-of-way and utilities. If either of the above improvements are made
within this area, they shall be relocated at the applicant's expense when roadway
improvements are made.
I. The future acquisition area, until acquired, shall be private property any may be used
as allowed in the zone, except that any improvements (such as parking, signs or others)
shall be considered interim uses.
Only after all the information and requirements listed above have been supplied and
completed and the necessary review has been accomplished will your building permit be
released.
The above listed requirements are to provide the applicant with primary agency
comments to assist the applicant and aid in the process of receiving building permit
approval. The above listed information provides a review of the proposal as shown on the
submitted site plan. Alterations to that site plan may affect Division of Planning
requirements.

The Development Services Department has completed a preliminary review of the
above -referenced project. The following items must be received and accepted prior
to release of the building permit: [ ITEMS OF SPECIAL IMPORTANCE ARE IN BOLD PRINT ]
1. There is no drainage plan review or additional drainage facilities required for this
project due to the lack of site alteration.
2. This project is exempt from the transportation concurrency review normally
required by the Comprehensive Plan per Section IV.B.2.c.
3. As an alternative to improving Pierce to the standard half -road section the
County will accept an RID/CRP Agreement on the property. Please submit a
copy of the recorded property deed from the Auditors office. Upon receipt of
the deed County staff will prepare the agreement for signature.
4. Additional Road Information:
The County Arterial Road Plan identifies this segment of Valleywa\L as a Collector
Arterial and this segment of Pierce as a local street. The existing right-of-way
widths of 60 feet are adequate for existing and expected road needs.
In summary, the following items must be received and approved prior to the County
Engineers making their department release of the Building Permit:

A review of your proposed plans revealed the following questions and concerns:
Please revise/prepare your final plans accordingly. This information is provided to you
for the purpose of expediting your permit process. If used, this information is a
valuable resource; it can shorten the permit processing time, and will eliminate
delays caused by lack of information provided to this department.
1. Prior to release, letter(s) from the Fire District No. 1 shall be submitted verifying the
location(s) and number of hydrant(s) and condition(s) of release.
2. Portable fire extinguishers shall be installed according to UFC Standard No.10-1.
3. Accessible parking space shall be provided and shall comply with the requirements
of WAC 51-40-1107. Please show on Site Plan and provide details for review and
approval i.e. parking space and aisle width, detectable warning, sign, etc.
4. Existing toilet shall be upgraded to meet the accessibility requirements of WAC 51-
40-1106.11. Please provide floor plans and details for review and approval. (Note: A
sufficient maneuvering space not less than 30 inches by 48 inches shall be provided.

Doors shall not encroach on the required maneuvering space. The clear floor space
for bathtubs maybe reduced to not less than 30 inches in width by 48 inches in
length. See attached sheet for water closet and lavatory requirements.)
5. All accessible doors shall be capable of being opened so that the clear width of
opening is not less than 32 inches.
6. At least two means of egress shall be required when the number of occupants is 10
or more.
7. All accessible doors shall have a minimum clear opening of 32 inches and shall be
provided with lever -type hardware or equivalent.
8. Group LC Occupancies licensed for more than 16 clients shall be provided with an
automatic sprinkler system and automatic fire alarm system.
