MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English Language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 12th day of February, 2016, and ending on the 12th day of February, 2016, all dates

BY SPOKANE VALLEY CIT' COUNCIL
The following is the title and summary of
Ordinance No. 16-003 passed by the Spo-
kane Valley City Council on the 9th day of
February, 2016:
AN ORDINANCE OF THE CITY OF
SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, ADOPTING ASIX MONTH
RENEWAL OF THE MORATORIUM ON
MINING AND MINERAL PRODUCT MANU=
FACTORING ORIGINALLY ESTABLISHED
PURSUANT TO ORDINANCE NO. 15-013
WITH MODIFICATIONS, AND OTHER
MATTERS RELATING THERETO.
Section 1 states that a public hearing
was held and findings of fact adopted as
required pursuant to state statute. Section
2 renews the moratorium for a six-month
period, however there is stipulation that
this renewed moratorium shall not affect
any mining or mining site operations that
were in existence and in continuous and
lawful operation as of the effective date
of Ordinance No. 15-013, and that this re-
newed moratorium shall also not affect any
proposed mine or mining site operation that
had, prior to the effective date of Ordinance
No. 15-013, received a Washington State
Department of Natural Resource County
or Munidpality Approval for Surface Mining
Form (commonly. referred to as a "SM -6
Form") for the site of the proposed mine
or mining site operation. Section 3 states
that the work plan established pursuant to
Ordinance No. 15-013 shall be continued
as part of the renewal of the moratorium.
Section 4 declares -that the renewal shall -
continue until 11:59 p.m. August 21, 2016,
unless repealed, extended, or modified by
the City Council after subsequent public
hearing(s) and entry of appropriate find-
ings o1 fact, pursuant to state statute.
Section 5 speaks to ratification; Section.6
to severability; and Section 7 provides for
an etfectiee date.
