use of on-site sewer disposal systems is hereby authorized. This authoriza-
tion is conditioned on compliance with all rules and regulations of the
Spokane County Nealth District and is further conditioned and subject to
specific application approval and issuance of permits by the Hea-lth District.
~ 2O The Owner(s) or Successo r(s) in interest agree to authorize the County to
place their name(s) on a petition for the formation of a ULID by petition
method pursuant to RCW 36.94 which the petition includes the Owner(s)
property and further not to object by the signing of a protest petition
against the fo rmation of a ULID by resolution method pursuant to RCIJ 36.94
which includes the Owner(s) property. PROVIDED, this condition shall not
prohibit the Owner(s) or Successor(s) from objection to any assessment's)
on the property as a result of improvements called for in conjunction with
the formation of a ULID by either petition or resolution under RCW Chapter
36.94.
3Q Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane Coun ty, as amended.
(4) There are no recomnendations concerning the method of sewaQe disposal as
the project is outside of the 201 sewer study area.

MANUFACTURED HOME PARK ) CONDITIONS
THIS MATTER, Being the conside ration by the Zoning Adjusto r of Spokane
County, in hearing the application (VE-50-84), for the purpose of allowing a
mobi 1 e home park to be establ i shed on 1 ess than 5 acres, he rei nafter referred
to as the "Proposal", and the Zoning Adjustor of Spokane County having held a
public hearing on June 25, 1984 and having fully considered all testimony pre-
sented thereat, and further having visited the site and vicinity in question,
and having rendered a deci sion on the 26th day of June, 1984, APPROVING sai d
proposal, does hereby make the following:
FINDINGS OF FACT
l. That the proposal is generally located south and adjacent to Rich
Avenue, east of Blake Road and west of Avalon Road in Section 3-25-44. Parcel
#03541-2502.
2. That the p roposal consists of establishing a mobile home pa rk on 1.86
acres wi thout a si te-bui l t singl e fami ly resi dence l ocated thereon.
3. That the adopted Spokane County Gene ralized Comprehensive Land Use
Pl an i ndi cates Urban usage of the area encompassed by the proposal.
4. That the site is zoned Residential Manufactured Home.
5. That the existing land uses in the area of proposal include generally
commercial uses to the south of the property, urban lot residential uses to
the north, east and west of the property.
6. That the applicant indicated all mobile home stalls would meet minimum
county zoning requi rements.
7. That no one appeared to oppose the proposal nor were any written comments
adve rse to the p ropos al recei ved.
8. That the proposal does not appear to be detrimental to adjacent properties
nor have an adverse impact upon the property and improvements in the area.
9. The Zoning Adjustor found no basis to require this pmposal to have the
on-site dwelling structure which is othe rwise required by the Spokane County Zoning
Ordinance for this use on this lot size.
10. That the proper 1 egal requi rements fo r adverti si ng of the heari ng before
the Zoning Adjustor of Spokane County have been met.
CONCLUSION
Following review of the Planning Department File, consideration of the public
testimony, and ci rcumstances in the area of proposal , the Zoning Adjustor con-
cl udes that the proposal i s not detrimental and is compati bl e to the publ i c heal th ,
safety and welfare.
DECISION
From the foregoing Findings, a review of the Planning Department File No.
VE-50-84, testimony at the public hearing, and a site visit, the Zoning Adjustor
he reby in APPROVING the proposal establishes the following conditions:
A. CONDITIONS OF APPROVAL
1) The applicant wi11 comply with al1 provisions of ZE-57-82 in the develop-
ment of the site.
2) The appl icant shall 1 andscape the north end of the property by provi ding
a minimum of 10 foot landscaping strip along Rich Avenue as generally
in dicated on the plot plan.

3) The applicant will provide sight obscuring 6 foot high cyclone fencing
along the southern border of the mobile home park proposal.
4) All mobile homes require permits as pe r Section 3.09.010 of Title 3,
Spokane County Co de.
5) Each dwelling unit shall be double plumbed for connection to future area-
wide collection systems.
6) Pl ans an d speci fi cati ons for the doubl e pl umbi ng are to be revi ewed and
approved by the Utilities Department prior to application of septic tank
permits. I
7) Pursuant to the Board of County Conmissioners Resolution No. 80-0418,
the use of on-si te sewer di sposal systems i s hereby authori zed. Thi s
authori zati on i s condi ti oned on compl i ance wi th al 1 rul es and regul ati ons
of the Spokane County Health District and is further conditioned and
subject to speci fi c appl i cation approval and issuance of permits by the
Health District.
8) The Owner(s) or Successor(s) in interest agree to authori ze the County
to place thei r name(s) on a petition for the formation of a ULID by
petition method pursuant to r CW 36.94 which the petition in cludes the
Owner(s) property and further not to object by the signing of a protest
petition against the formation of a ULID by resolution method pursuant to
RCW 36.94 which includes the Owner(s) property. PROUIDED, this condition
shall not prohibit the Owner(s) or Successor(s) from objection to any
assessment(s) on the prope rty as a resul t of i mprovements cal 1 ed for i n
conjunction with the formation of a ULID by eithe r petition or resolution
un de r RCW Chapte r 36.94.
