line of Sullivan Road.
The lowest level of any excavated area on the site shall be four (4) feet

'.7. No production of sand and gravel shall be permitted from an open pit
which creates a slope steeper than one (1) foot horizontal to one (1)
foot vertical.
8. Property to be used for production shall be enclosed along the exterior
boundaries thereof by a fence. Such fence shall be maintained in good
condition at all times.
9. Whenever production on any property shall have been completed, then all
plants, buildings, structures (except fenceB) and equipment shall be
entirely removed from such property and all stock piles shall be removed
or backfilled into the pit within one (1) yeas after such completion.
Provided, however, that the provisions of this sub-paragraph shall not
apply to a.ny plants, buildings, 6tructures, equipment or stock piles
whenever and so long as any rock and gravel shall be available from other
properties for processing by or throurh sucr pl.ants, buildings, strurtures
or equipment.

SUBJECT: CUE-58-68, Cement I3atch Plant - Guthrie.
An inspection and door-to-door survey was conducted by this office on
July 29, 1968, of the existing concrete batch plant (Picture No. 1) located on
the south side of East Fairview Avenue between Magnolia and Pittsburg Streets
inside the City Limits. We were advised by residents bordering the site that '
the plant was in operation for a one to two year period, and that it had been
inoperative for approximately three years.
Occupants of the residence at North 2907 Pittsburg (Picture No. 2) said
they have lived in the neighborhood approximately forty (40) years and that the
existing plant had not bothered them because of their upwind location from the
cement plant. Residents at North 2903 Pittsburg had lived in the neighborhood
for only one year.
Qccupants of the residence at East 1803 Fairview (northeast corner of
Fa.irview and Magnolia (Picture No. 3) said they had lived at this location for
approximately thirty (30) years and that the cement batch plant across the street
from them (approximately 200 feet) was very noisy and dusty when in operation
because of their downwind location. Also, that the plant was in use seven days
a week and operative early in the morning to late at night.
Occupants of the residence at East 1803 Euclid (one block north of the
plant - Picture No. 4) said that they were bothered by both dust and noise from
the batch plant because of their close downwind location to the plant. Dust was
a problem and would even collect on the home. Dust from trucks was also a
problem, and the occupant said complaints were filed with City Hall against the
batch plant operation.
The City of Spokane Building Codes Office advised the Zoning Administrator
that they had inspected the batch plant when it was in operatjon and that steps
were taken to get some type of screening between the batch plant and the
residences to the north across Fairview. However, for one reason or another the
batch plant owner did not establish the required screening. The City Inspector
said that the dust problem was not very severe except when the wind was blowing.
He also said that the site was zoned light industrial (M-1) which restricted the
scope of the industrial use of the subject property.

After the hearing in Spokane last Monday, ! promised to send
you some information on dust contro] for this kind of an operation. I
have enclosed some material copied from the "Air Pollution Engineering
Manual" for control of concrete batch plants and rock crushing plants.
In general, the control consists of using water wherever possible and
fiitering all entrained and displaced air.
If the batch plant is a wet plant as stated at the hearing then
the sand and aggregate should be wet and the major dust problem is
caused by cement transfer--first to the siio and then to weighing
hopper and to the truck. ihis must be a tight syszem with cloth
fiiters on the top of the si:o.

The Spokane depot occupies approximately 259,700 squire feet of warehovae
•poce. It is used to provide back-up etock of inedical equipment aad
eupplie• for uae during a disaeter in the States of WQahington, Oregon,
Nontana, Idaho, and Alaelca and ie responsible for the maintenance and aer-
vicing of the medical equipment and suppliea coaCained in 111 pre-positioned
200 bed packaged Disaater flospital• and Hospital Reserve Diaaater Inventory
unit• located in hospitalo totaling 2150 beda.
Thia depot in addition to being ueed aa astorage facility operatea a main-
tenance aad repair centar for nedical equipment. Yeriodic inapections are
perfocmed on all medical. equipmen[ contained in the otockpilt prograin. Thia
entails the disaasembly of the equipment and itupection for ruat, broken
parto, and the repair of any other defect Mhich has occurred which vould
prevent the equipment from operating properly vhen it ie uQed. The inapection
ia performed on iteme of equipment such as X-ray, anesthesia, aurgical
inetrument•, microacopea and auction and ptessure apparatus to men[ion a fev.
In addition eupplies such as rubber goods and pha rmaceuticals are tested
and inspected daily. It is essential that the area uaed for the testing,
disassembly and asaembly of these and similar itemi of equipment aad aupplias
duting thia itupection be clean with a■iaimal aaount of duot in tbt atmospbete.
