review of the land use apphcation and the entire record, and finding good cause therefore,
hereby makes the followulg findings of fact, conclusions of law and decision
L FINDINGS OF FACT
1 The vanance apphcation requests a vanance from the maximum height restnctions of the
County Zonuig Code for a non-sight obstructing, residential fence m the front yard, flanlong
street yard and side yard, for a school playground in the Urban Residenrial-3 5(UR 3 5) zone
2 The srte is located east of and adjacent to Havana Street, south of and adjacent to 6m
Avenue, and north of and adjacent to 7" Avenue, in the SW '/a of the NW '/a, Section 23,
Township 25 North, Range 43 EWM, Spokane County, Washington
3 The site is currently referenced as County Assessor's tax parcel nos 35232 4102,

Enganeer, wrthin the area desigaated m such section as the "clear view tnangle " In cases where

the clear view tnangle will not provide adequate sight distance, County Planning and the County
Engineer may deternune the required area needed to reduce hazards to the travelulg pubhc
17 Effective January 15, 2002, the County unplemented a new comprehensive plan ("GMA
Comprehensive Plan"), Caprtal Facilrties Plan, County Urban Growth Area (UGA)
boundanes, and Phase I Development Regulations, all pursuant to the State Growth
Management Act (GMA) The County also repealed the intenm development regulations
previously adopted by the County under the State Growth Management Act See County
Resolutaon No 2-0037 Mnor revisions were made to the Phase I Development Regulahons
on May 7, 2002 See County Resolution No 2-0470
18 The land lyuig west of the srte is located in the City of Spokane The Phase I Development
Regulation,s designate the site and neighboring land, except to the west, ui the Low Densrty
category of the GMA Comprehensive Plan, and uside the County UGA. Such regulations
preserved the UR-3 5 zomng of the site and neighboruig properties to the north, south a.nd east
The site is also located uiside the Aquifer Sensinve Overlay zone
19 Surrounduig land uses consist of smgle-famdy homes on urban-sized lots The
apphcant is cuirently leasing the subject property from the owner, and plans to build a
permanent school on the srte wrthm 4-5 years
20 The purpose of the vanance is to improve the safety and secunty of the pla.yground
This uicludes the prevennon of ba11s from entenng the street or sidewalks, which would have
to be retneved by children along the busy artenal of Havana Street, and to provide safety m
an area frequented by transients Constiuction of the fence outside the requued yards would
make the playground, which is open to neighborhood children and Oaks School, too small to
be useable
21 The apphcant submitted a sight dista.nce analysis prepared by a qualified eng~neeruig
consultant The analysis recommended tha.t the proposed fence be located further from
Havana Street at rts mtersections wrth 6hand 7~` Avenues County Engineeruig concuired
wrth the analysis, and required comphance with the recommendations contamed m the
analysis as a condition of approval The City Engineer indicaxed that the proposed vanance
was acceptable as long as the clear view zone was not obstructed The srte plan of record
was revised to conform to the srte distance aaalysis
22 The Sta,ff Report properly analyzes the consistency of the proposed vanance with the
GMA Comprehensive Plan and the vanance cntena specified in the County Zonuig Code
The Examuner hereby adopts and ulcorporates such analysis by reference hereui as findulgs of
fact
23 The proposal has been condinoned for comphance wrth the understanduig reached
between the apphcant and the owner (Gordon Churchill) of the property lying duectly north
of the srte, across e Avenue, regarchng the design of the fence A resident (Jeremy Foster)
of land lyuig east of the site, along 7`h Avenue, expressed support for the proposat As
conditioned, there was no pubhc agency or pnvate opposition to the proposal

24 The proposed vanance, as condihoned, will not have any significant adverse unpact on
neighboruig properties
Based on the above findings of fact, the Hearuig Examiner enters the followuig
II. CONCLUSIONS OF LAW
1 Because of special cucumstances apphcable to the property, stnct apphcation of the
maanmum fence height requirements of Zonuig Code 14 810 020 (1) creates practical
difficulties and depnves the property of nghts and pnvileges enjoyed by other properhes in
the vicuuty and similarly zoned
2 A,s conditioned and modified, granting of the subject vanance wdl neither be
detnmental to the pubhc welfare nor injunous to the property or unprovements in the vicuuty
and the Urban Residennal-3 5(IJR 3 5) zone m which the site is located
3 The proposal, as condrtioned, conforms to the GMA Comprehensive Plan
4 The proposal, aside from the deviances requested by the proposed vanance, comphes
with the Zomng Code and other apphcable development regulations
5 The vanance apphcation, as conditioned, meets the cntena for approvuig a vanance
under Chapter 14 404 of the County Zomng Code Approval of the vanance apphcahon, as
condittoned, is appropnate under section 11 of the County Heanng Examiner Ordwance,
adopted by County Resolution No 96-0171
IIL DECISION
Based on the Findings of Fact and Conclusions of Law stated above, the apphcation for
a vanance from the maximum height requirements for a non-sight obstructmg, residential
fence contauned in Section 14 810 020 of the County Zorung Code, is hereby approveg
subject to the condinons of approval hsted below
Any condihons of pubhc agencies that have been added to or significantly revised are
rtalicraed
Failure to comply vvith the conditions of this approval may result m suspension or
revocation of the vanance by the Hearing Examiner

On July 2, 2002 a public hearing was held on your application for variances from the
front yard setback requirements of the UR-3.5 zone, for non-sight obscuring fencing. At
the conclusion of the hearing, I left the record open to allow you to try and resolve the
concerns of a neighbor, Gordon Churchill, on the design of the fence.
On July 3, 2002, I received your letter to Mr. Churchill, which described how you would
address Mr. Churchill's concerns, and which letter was signed by Mr. Churchill as
agreeing to such proposal.
I will approve the application as proposed, subject to the conditions of approval attached
to the staff report and subject to the design of the fence as described in your letter dated
July 2, 2002.
This oral approval is subject to the entry of formal written findings, conclusions and
decision consistent with this letter. I will not be adding any other new conditions,
although there will be some minor rewording of certain conditions. The appeal period
will nin from the date such written decision is entered.

Description of the Site:

dimensions are 200' X 260'. The lot is flat. Site improvements include an existing 40' X 50' shop and an
existing four (4) foot non-sight obstructing cyclone fence that spans the entire length of the north, south, and
west property lines and a portion of the east or °rear" property line.
Havana Street, an Urban Arterial Street with a 60' right-of-way is located west of and adjacent to the site.
The City of Spokane is located west of Havana Street. 6'hAvenue, an Urban Local Access Road with a 60'
right-of-way is located north of and adjacent to the subject site. Developed single-family parcels are located
north of 60 Avenue. 7`h Avenue, an Urban Local Access Road with a 60' right-of-way is located south of and
adjacent to the subject site. Developed single-family parcets are located south of 7 'h Avenue. Developed
single-family parcels are located east of the subject site.
Project Description:
The subject site is legally described as Carnhope Addition to Spokane Falls Lots 3,4,5,6,7,8,9, & 10. The
subject site consists of four (4) tax parcels of record. The four tax parcels of record are owned by Glad
Tidings Church. The applicant, the Oaks School, is leasing the property from the Glad Tidings Church while
they prepare to build their own facility on a separate piece of property south of town. The Oaks school is a
private school with an enrollment of 206 students in grades K-11. The Oaks School is located entirely within
the City of Spokane. The playground is located entirely within Spokane County, south of 6`h Avenue, north of
7cn Avenue and east of Havana Street. The playground is utilized by grades 1-6, which have a total of 22
recesses per day, and grades 7-8 which have three (3) P.E. classes per week. An existing four (4) foot non-
sight obstructing fence is constructed along the north, south, west property lines and a portion of the east or
"rear' property line.

standards and performance standards.

specifically address variance requests as pravided fvr in Chapter 14.404 of the SpoKane Caunty Zoning
Code,
Concurrency:
Pursuant to Section IV (B) {d} (iv) of the Phase I Development Regulatians, the subject application is exempt
fram Transportation Concurrency requirements. Pursuant to Section {V (F) of the Phase I Qevelopment
ReguiatiQns, the sua;ect application is exempt farm Water and Sewer Concurrency review.
Clear View Triangle RequirementslSite Distance Analysis.
Seetion 14.810,020 (2) of the Spokane County Zoning Code states that neither residential, cammercial ar
industrial fencing, nor any sight abstructian which canstitutes a hazard to the traveling public as determined
by the County Engineer, shall be permitted an aray carner 6ot in any zone within the area designated as the
"Glear View Triangle". ThFS area can be determined by measuring four hundred (400) feet a1ong the
centerline of the arterial street and thirty-two {32} feet along the centerfine of fhe lacal access street, then
connecting the two points with a straigh# line forming the hypotenuse of the cfear view triangle. !n cases in
which the "Clear View Triangle" wi[l not provide adequate sight distanice, the Planning Director and County
Eragineer shall determine the required area needed to reduce hazards to the travefing public.
The original site plan of record dated March 8, 2002 was revised to show the correct parcel dimensforts and
roadway right-af-way widths. In addition, the Spokane Caunty Livisian of Engineering and Rvads required a
Shte Distance Analysis. On April 15, 2002 the applicant submitted a revised site plan of recQrd and Site
Distance Analysis. The revised site plan of record dated April 15, 2002 iClustrated the correct rvadway right-
of-ways widths and appeared to demonstrate cvmpliance with the Cfear 1Jiew Triangle requirements of
Chapter 14.810, Figure 2 of Yhe Spokane Gvunty Zaning Cade. The Site Distance Analysis canc1uded that
the fence as prvposed on the site plan of record would provide adequate site distance. Hawever, parcel
dimensions were still nat cvrrect, and after re►riewing the revised site plan of record and Site Distartce
Analysis the Spokane County Divisivn of Engineering of Roads determined the "C1ear View Triangle" wvufd
not provide adequate sight distance and required a revised Site Distartce Ana[ysislsite plan of rec4rd. On
April 25, 2002 a rewised Site Dis#ance Analysis was submit#ed to the aivisian of P6anninglDivision of
Eng`neering and Raads for review. The revised Site Distance analysis concluded that the prvpased fence
would need a greater setback along the intersections of 5th Avenue and Havana and 7th Avenue and
Havana. The Division of Engineering and Roads accepted the reVised Site Qistarrce Analysis and prvvrded
commentslconditions. The secand revisivn of the site plan still illustrated incarrect parcel dimensians. In
response, the applicant prQVided a third revision of the site plan that illustrated the carrect parcel dimensians
dated May 17, 2002.
Zoning Code:
Section 14,404.081 of the Spakane County Zoning Code perkaining to Variances and Canditional Use
Permits recvgn'tzes that eircums#ances may exist such thaf strict applicativn of the pravisions of the Zoning
Code may cause practical difficulties regarding the use of the property. Upon demonstration to the Hearing
Examiner by the property owner of circumstances, which create practical difficulties, the Hearing Exarrainer
may grant a variance from the provisions of the Zoning Cade. In arder for a variance request to receive
approval, compliance with Section 14.404.082 (1-3) of the Spokane County Zpning Code must be
dernvnstrated by the applicant. Any variance ftom the terms of the Zaning Cade shall be subjec# ta fhase
canditions specifical{y identrfied in Section 14.404.082 (1a &b). Analysis of the propvsal with Section
14.404.082 (1 a& 1 b) is as follows:
Respense to 74.404,082(?a): It would appear that the primary "special circumstance" affecting the subject
site is project lacation. The subject site (ocated north of and adjacent ta 7'h Avenue, south of and adjacent to
51' Avenue and east of and adjacent to Fiavana Street. As a result, strict appiicatian of the Spokane Caunty
Zoning Code only allaws a maximum four (4) foat non-sight obstructing fence along frorrt and flanking street

yards. Strict application of tnis 5tandard may create practical difficulties reiated to the safety and security of
children and the traveling public.
Response to 14.404.082(1b): The requested variance, as conditioned, does not appear to be materially
detrimental to the public welfare nor injurious to the property or improvements in the vicinity and zone in
which the property is located. Fencing is an allowed use pursuant to Chapter 14.810 (Special, and
Modifications to, Development Standards) of the Spokane County Zoning Code. Adjacent property owners
and reviewing agencies did not submit any written comments in opposition to the proposal.
The following analysis of Section 14.404.082(2 & 3), while not to be considered as sole
substantiation, shall be considered in the granting of a variance:
Response to 14.404.082(2a): Strict application of the Zoning Code standards may create an unreasonable
burden on the applicant in that compliance with the Zoning Code would likely prevent the applicant to assure
the safety and security of children and the traveling public.
Response to 14.404.082(26): Relaxation of the Zoning Code standard will not allow a more environmentally
sensitive, energy conserving design or result in the adaptive reuse of a historic property.
Response to 14.404.082(2c): It would appear that a broader community need would be served by the
granting of this variance request. An approved variance to increase the fence height to eight (8) feet would
improve safety and security for both children and the traveling public.
Response to 14.404.082(3a): The applicant does not rely on any neighboring illegal or non-conforming
circumstances to justify approval of the proposal. The granting of the variance will not be based upon a
precedent established by illegal or non-conforming circumstances.
Response to 14.404.082(3b): No precedent will be established which will adversely effect the zoning
concept for the existing neighborhood or the County as a whole.
Response to 14.404.082(3c): The applicant states on the Burden of Proof form that the proposed Variance
request is not substantially based upon a lack of reasonable economic return or a claim that the existing
structure is to small.
Response to 14.404.082(3d): The proposed variance does not appear to be inconsistenr with the purpose
and intent of the Spokane County Comprehensive Plan.

Hearing Process and Appeals: The hearing will be conducted under the rules of procedure adopted in
Spokane County Resolution No. 1-0700. All interested persons may testify at the public hearing, and
may submit written comments and documents before or at the hearing. The Hearing Examiner may limit
the time given to speakers. A speaker representing each side of the issue is encouraged. Any appeal of
the Hearing Examiner's decision will be based on the record established before the Hearing Examiner,
pursuant to County Resolution Nos. 96-0171. Environmental appeals will follow the same procedural
route as the underlying action. All hearings will be conducted in facilities that are accessible to persons
with physical disabilities.

Dear Steve
The purpose of this letter is to document a sight distance analysis as requested by
Spokane County m conjunction with the approval process for instalimg an eight foot high
fence for a school playground located befinreen e and 7`hAvenue east of and adjacent to
Havana Ptease see the attached sde plan for proposed location of the fence
Two sight distance concems were evaluated in relation to the proposed fence At 6'
Avenue, the concem wdh the proposed fence is related to the westbound traffic on 6~'
Avenue havmg adequate sight distance to the south to make a nght tum without impeding
the northbound traffic on Havana or havmg adequate sight distance to the south to cross
the traffic at Havana At 7th Avenue, the concem with the proposed fence is related to the
westbound traific on 7th Avenue havmg adequate sight distance to the north to make a left
tum without impeding the southbound traffic
The two intersections were analyzed usmg the sight distance requirements from the
guidelmes as detaded m AASHTO's manual, "A Policy on Geometnc Design of Highways
and Streets" Piease refer to pages 658-670 from the Fourth Edition (2001) The three
cases to consider are Case B1, Left Tum from Stop, Case B2, Right Tum from Stop, and
Case B3 Crossing Maneuver Attached is a copy of tables Iisbng the sight distance
requrrements from AASHTO's manual Using a 35 mph design speed, the required
intersection sight distance for left tums is 390 feet to the nght of the cross street and the
required intersection sight distance for nght tums or crossmg maneuvers is 335 feet to the
left of the cross street
These two intersections, the fence location, curb lines and the pamted centedme on
Havana Street were put on a 1 30 scale map The County has mdicated that they plan to
stnpe this section of Havana in the near future The future stnpmg was also added to this

The purpose of this letter is to document a sight distance analysis as requested by
Spokane County in conjunchon with the approval process for installing an eight foot high
fence for a school playground located between 6"' and r Avenue east of and adjacent to
Havana Please see the attached site plan for proposed location of the fence
Two sight distance concems were evaluated m relation to the proposed fence At
Avenue, the concem would be related to the westbound traffic on 6"' Avenue having
adequate sight distance to make a nght tum without impeding the northbound traffic on
Havana and having adequate sight distance to the south to cross the traffic at Havana At
r Avenue, the concern would be related to the westbound traffic on r Avenue havmg
adequate sight distance to make a left tum without impeding the southbound traffic
Spokane County's Zoning Code has a guideline for "Clear View Tnangle" for artenals In
this guidelme d shows that at a distance of 32 feet from the centedine of an artenal on a
local access road, you must be able to see the centerline of the artenal 400 feet away At
e Avenue, 32 feet east of the centedine of Havana, there will be well over 400 feet of sight
distance looking to the south wdh the proposed fence in place At the 7"' Avenue, 32 feet
east of the centerline of Havana, there will be well over 400 feet of sight distance looking to
the north wdh the proposed fence in place Using Spokane County's guidelines, the "Clear
View Tnangle" requirements will be met wdh the proposed fence in place
Another way to analyze the srght distance requirements at these two intersections is to use
the guidelmes as detailed m AASHTO's manual, "A Policy on Geometnc Design of
Highways and Streets" The three cases to consider are Case 81, Left Turn from Stop,
Case B2, Right Tum from Stop, and Case B3 Crossing Maneuver Attached is a copy of
tables listing the sight distance requirements from AASHTO's manual Using a 35 mph

Purpose For Variance
The Oaks is a pnvate school with an enrollment of 204 students We currently provide
grades k-11 We lease space from Glad Tichngs Church wlule prepanng to build on
donated property south of town The playground area is utilized by grades 1- 6 wluch
have a total of 22 recesses per day We also have 3 P E classes per week for grades 7th
and 8th.
We are seeking a vanance for fence height around our playground for the followuig
reasons
1) If cturent gmdeluies were followed for this area, the maxunum fence height could
only be six feet, and would have to be set back so far into our play area, we would lose a
good portion of rt The area remauung would be too srnall for a usable playground
2) Cwrrently we have a four-foot cyclone fence, which is the maximum height allowed
around the penmeter The children's play acrivities include the use of balls, which
frequently go over the fence They then have to be retneved from Havana, a busy artenal
An eight-foot fence would greatly reduce this problem
3) Our playground attendants have noticed transients walking around the play area. A
taller fence would add security for the cluldren
This facihty and play area is temporary wlule we raise funds to build at the above-
mentioned location The fence can be removed in 3 to 5 years For the above reasons,

l. Reimburse Spokane County for project review and inspection fees as specified in Chapter 9.14 of
the Spokane County Code. The fees will be based on actual salary costs incurred by Spokane

A. ADDITIONAL FEE REQUIREMENTS
In order to assist you with your financial planning regarding this application, please be advised
that other departments and aqencies with which you are required to consult may charqe you an
additional fee. The fees charged by the Division of Planning only partially defer our
administrative costs and are not shared with other departments or agencies.
B. Preliminary Submittal
Prior to filing an application, the project sponsor shall become familiar with the current
procedures and forms. Division of Planning personnel are available for advice on current
procedures, past actions which may affect the proposal and the Zone Code requirements.
C. SCHEDULING AND APPLiCATION FOR PUBLIC HEARING
Completed applications received the Division of Planning will be scheduled for public hearing on
the earliest possible date. A completed application includes fees; but may be later rejected if
found to be substandard or otherwise lacking in data or required information. Division
personnel will contact the applicant approximately 28 calendar days prior to the public hearing
and provide the information needed to fulfill the notification requirements outlined in "E" below.
Occasionally, excessive and unpredictable workloads in the Division may cause scheduling at a
later date.

F. NOTIFICATION REQUIREMENTS
The applicant is to provide legal notification. More detailed instructions are provided when the
notification packet is picked up at the Division. You will be notified when to pick up the packet.
STEP 1: All property owners and taxpayers within four hundred (400) feet of the property,
including all additional contiguous ownership or optional land by the owner or agent for the
owner and any easement lands providing access shall be notified by the proponent. Utilizing a
list of such property owners and taxpayers obtained from a title company and copies of the
Agenda Notification prepared by the Division, the applicant shall accomplish notification by
mailing the agenda notification as directed by the Division personnel.

STEP 2: The applicant shall provide the original of the mailing list prepared by the title
company, Affidavit of Mailing, all returned mailings (addressee unknown, etc.) and certain other
information to the Division at least two (2) days prior to the public hearing for inclusion in the
file. Failure to do so may jeopardize the hearing process.
NOTE: The address list obtained from the title company must be dated no more than thirty (30)
days before the hearing date. When you plan to pick up your mailing packet from this division
please allow one (1) week for the title company to prepare the address list and time for you to
do the mailing by the deadline date.
G. PUBLIC HEARING
THE APPLICANT OR REPRESENTATIVE MUST BE PRESENT AT THE PUBLIC HEARING. If the owner is

NOTICE
It is the responsibility of the applicant/perrr not Spokane County, to see to it that the use c ed on the front of this permit complies with
applicable codes and requirements and that required inspections are requested. Failure to request required inspections and obtain the necessary
approvals prior to progressing beyond the point where inspections are required may necessitate removal of certain parts of the construction at the
applicanYs/permittee's or property owner's expense. At a minimum, the following inspections ARE RE(aUIRED by County Code:
1. FOOTING - when forms and reinforcement are in place and prior to placement of concrete-all structures, including manufactured homes.
NOTE: This inspection includes review of the structure's setbacks from property lines. Minimum setbacks are established by County zoning
regulations. Typically, side and rear yard setbacks are measured from property lines, while setbacks for yards abutting streets are measured from
the property line or the center line of the roadway right-of-way, whichever provides the greater setback from the center line of the roadway right-of-
way. Curb lines and fence lines are not necessarily indicative of property lines. In some residential areas, the County can own as much as 20 feet of
right-of-way between your property and the actual improved street/curb. The responsibility to comply with applicable setback provisions lies solely
with the permittee-neither Spokane County nor its authorized representatives assume any responsibility for the verification or location of your
property lines. Please verify their location prior to locating your structure. Failure to properly locate the structure may require its relocation at the
owner's/permittee's expense.
2. FOUNDATION - when forms and reinforcement are in place and prior to placement of concrete.
3. FRAMING - after all framing, bracing and blocking is in place, and prior to concealing.
4. INSULATION - prior to the installation of drywall.
5. PLUMBING - after rough-in, before covering, and final.
6. MECHANICAL - rough-in of piping, before covering, metal chimneys before concealment, and final.
7. FINAL - when complete and prior to occupancy and/or use. Please provide 24 hours notice. All permits require final inspection.
NOTE: In addition to inspection of the structure, this inspection includes review of site improvements (typically depicted on the approved site plan)
required by ordinance or as a condition of approval of this permit. Items such as the installation of fire hydrants, fire department access, on-site
drainage ("208 swales"), road improvements, parking, and landscaping are common requirements of a permiUsite plan which must be com-
pleted prior to final approval of a building or issuance of a Certificate of Occupancy.
8. MANUFACTURED HOMES - Final inspection required when complete, stairs, handrails, skirting, etc. installed, and prior to occupancy; completed
inspection record card must be available on site.

10. RIGHT-OF-WAY/APPROACH - prior to placement of concrete, or, if gravel approach, after completion.
In addition to the above, any plumbing or mechanical systems or material which would be concealed by framing, drywall, concrete, etc., must be inspected

PERMIT EXPIRATION AND REFUNDS
Unless otherwise noted, this permit will be considered null and void by limitation if the work authorized by the permit is not commenced or is stopped for
a period of 180 days, unless a written request for an extension of the permit is received and approved by the Building Official prior to expiration. At a
minimum an inspection should be requested at least once every 180 days to assure the validity of the permit. A permit may be renewed within one year
of the date of expiration for one•half the original fee, subject to certain limitations-please call us if you have any questions.

Traffic Engineering has reviewed documents provided to us and discussed the proposal with the
proponent. The project lies outside of the City limits, b-u,t fronts or Nmmra St!'Pet. ? City minor
arterial. We have the following comments and concerns:
1. We support the variance to allow for construction of an 8-foot high cyclone fence for safety
reasons. However, construction of the fence at 6th Avenue and Havana Street must not
obstruct the clear view zone.
2. Cooperatively, the City and County staff will require appropriate signage and markings for the
school crossings. This was begun with the permitting process.

The Spokane County Division of Engineering and Roads is requesting a sight distance
analysis be prepared for the intersections between Havana Street (Urban Minor Arterial)
and both 6' & 7' Avenues (Local Access Roadways). The applicant's proposed fence
alignment may need to be modified to provide for adequate site distance at these
intersections. The site distance analysis shall be performed by a Washington State
Licensed Engineer utilizing guidelines set forth by the American Association of State and
Highway Transportation Officials (AASHTO). The site distance analysis shall receive the
County Engineer's acceptance prior to the application being considered complete.
Please contact Steve Stairs at 477-3600, for further information on the site distance
analysis.
The applicant will also need to update the site plan of record to identify the right-of-
ways for both 6`h and 7'h Avenue at 60 feet rather than 30 feet.
The application is incomplete at this time. Conditions of approval will be prepared upon
acceptance of the site distance analysis.
