1) CONTAACT DOCUA7ENTS:

attached sheet or sheets of instruction to Bidders and Contractors,
if any, shall be deemed a part of the contract, and it is intended
that said specificatians an.d drawings shall caver the construction
of the project as shown on the drawings and described herein.
Where these specificatians refer to Oi.vner, it snall be known to be
the 3'raxleRancho Corporation and TraileRancha Co-Owner.
2) EXAP9INATIOn 0F' THE SITE:
The Biddcr shall visit the site and acquaint himself with all exista.ng
conditions which are related io the exscution of the coratract. Faa.ling
to be thus informed, the successful bidder shall not be relieved of the
full responsibili.t,y for the completion of al1 the work as shown on the
draa,rings and described in the specifications, and no claims or extras
t,va.ll be considered which are based on the result of such knov,ledge.
3) SEWER, lJA'.CEFi, ELECTRICTTY:
City sewer connectlon or connections shall be obtained and paa.d t'or by
the contractor. bll water used during the construction shall be paid
by the Owner through the permanemt meter. A7.1 electricity used during
the eonstruction shall bE paid for by the Ov,Tner thxough a temporary
meter. Permaner~t water mcter shall be obtained and paid for by contrac-
tor within 48 hours after being avaarded contract.
4} pERM `CTS AND ZNSPECTI0N:
AlY r_ecessary permits are ta be obtained and paid for by the contrac-
tor or sub-contractor and he shall call for a].l necessary xnspections
and pa,y the fees therefore, if any, pertaining 'to fulfillment of
contracts.
5) SURVEY OF PROPEI3TY :
As shown on Plot Plan, the Owner vaill establish points whereby the
5u'b-contrac-tor can locate the buildings and moba.le home sites.
6) LAyzNG ouT:
The contractor shal•1 correctly locate the work on the prop°rty as
requixed and shall lay out the work in all its deta:i.ls and arran-gemPnts
and shal'1 be responsa.ble for the accuracy thereof.

7) SUPERVI5I0N:
The Sub-contractor must glve the vaork his personal supervision a-yid keep
a responsible foremarn in cnarge. Said foreman shall have full authorit-y
to act for the Sub-contractor ciuring the latter's absence.
8) W08KMANSHIP AV'D LABOA :
All labor shall be esp°cially skilled fQr each kind of vaork, thorough
and first-c2ass in all respects and under the direction of a competent

9) MATEAIALS:
Materials, except vahere specifically srated otherwise, shal1 be rne.v and

10) F?ESPONSIBTLlTY:
Responsibility for all rlsks and casualties shall be assnamed by the
Sub-contractor, and he must replace at his own expense al'1 1ost, stolen
ar damaged materials, fixtures and appliances. The Contractor shall
provide sufficient night lights, barrlcades and other necessary appli-
ances and SafEg4,iaY'Cl life and property.
11} INSURAMCE:
T'he Contractor and each of his Sub-contractors shall carry adequate and
satisfactory liability and cornpensation insurance and shall, if required,
furni5h the Owner a written stateme;nt from tne insurance company to that
effect. Also, the Contractor and each of his Sub-contractors shall take
out, a.nd mai-ntalm during the lig cof this contract, such Public Liability
and Prap°rty Damage Insurance as sha11 protect them and the Owner from
all claims from personal irnjury, incluciing aecidental deaL-h, as vaell as
from a11 claims for property damage arising from operations under this
contract.
12) PATENTS AND AOYALTIES :
ihe Sub-Contractors shall pay for all rnyalties arid. license fees arising
from the use in the prosecution of tneir individ.ual committments of arny
materials, ar-ticles, equipmEnt, etc. if such royalties amd licer-se fees
are required.

Aggregates shall be well, graded arld conform with A.S.T.M. Deslgnation

14) CLEAN InG :
The Contractor and Sub-contractors shall remove fr, o9n the premises a1,1,
rubbish, debris, as well as a1l ki,ndling, shava.rngs, etc. leFt by their
employees, not desirer3 Uy the Owner, and shall 1,cave the premises in a
broom alean cond.ition. Upan final completion, al1 materials and
surfaces, including fl,oors, fixtures, hard.ware and glass, sha-Lb be
mresented ta Owner in a clean, approved condition.
15) ACCEPi$1NG:
The 4Vos'k wi11 be accepted in writing only vaheM it shall have been
con1pleted satisfactorily to the Owrner. Pax't1al payment shall in vo

16) GUARANmLEE:
7'he Sub-Contractor shalY guararitee all work, including all equipment,
fixtures, ete., for one (1) year from the date o#' acceptance by the
Owner.
17) EXTRA-ADDImIONAL -OA OMI'T`1ED WORK - PAYMEivT:
The Owner rnay require changes in additions to, or d-educti.ons from the
work vo be perforrned or the rnaterials to be furnished, pursua~it to the
prQVisions of thbs a;reemnrnt or any other contract documents.

Adjustrnents, if any, in the amaunts to be paid to the Contractor or
Sub-cantractors by reason of any such change, additzan or deduction,
shall be determined by one or more of the following methods:

18) DBAWING:
Figured di.merasions on the drawings shal.l govern, but T,vork not dxrnensioned
shall be accurately sealed. r[`he Sub-contractor to report to the Owner
PROP9PTLX any discrepancy or ammissions in the plans.

19) COMPLErnIOIv :
Upon final compYet,ion, the Sub-con-61'ractor sha11 see that all cloors,
wind.ows, sash, drawers, movable hardware, locks, etc. are complete arid
in good vaorking order. All keys are to be in their proper locks. The
entire premises and a1l cJOrk complete as required shall be turned over
to the Owrper ready for occupancy.

20 ) 0'n1NER' S INSUI3ANCE:
The Ofm.er shall effect anci mai?'itain Fire Insurance upon the entire
structure vn which the work of this contract is to be done i;a ninety
per cent (90%) of the insurable value, therefore, including itcrns of
labor and materials connected therewith whether in or ad jacentto the
structure insured and matera.als in place or to be used as part of the
permanent construction, including su?^plus materials, temporary struc-
tures, or protective fences, miscellaneous materia].s, and supplies
Incidental to the work and such scaffolding, stagang, tovaers, forms
and equipment as are not ov,1ned or rented by tne Sub-contractor, and
the cost of which :i.s included in the cost of tne work.
21) PROTECTIOYV AND GUARDS:
The Sub-eontractor shall protect all existing trees, p1anting, struc-
tures, °quipment, fences, Etc., not indica~ed Lo be rernoved, b,y suitable
barricades satisfactory to the Owner's Representative. Any cement curbs
or paving which are in the route of travel of trucks shall be replaced
as directed by the OvF_ner's Representative.
22) In ease of disputes i,vhxeh might delay the completion of the project,
the Sub-contractor shall da.ligentJ.y proceed with the work as directed
by the 0wner's Representative pend.ing settlemernt of the da.spute as
provided in the contract.
23) DEUAY OF WOF3K :
Should any Sub-contractor at any tirne during the progrESS of the work
became bankrupt, or should apQtition in bankruptcy be filed against
him, or should an attachm°nt or any execution be leva.ed upon the pro-
perty of th€ Sub-contixactor, or should any other legal proceeding be
taken against him which in the opina.on of the Trai1.ePa-ncho Corporation
might tend to interfere with the proper and expeciitious completion of
this contract, or should he refuse or neglect for a period of three
days after demand or notice in writing by Qtivner to supply a sufficiency
of material, or of workmen, or cause any unreasonable neglect or sus-
pension of work, or refuse to followthe drasaings amd specifications,
the TraileFtarncho Corporation sha11 have the power to enter upon and
take possession oi the premises and may at once terminate this contract:
Whereupon all claims of the Sub-contractor shall cease and Owner may
provide material and workmen ~o complete the vaork. The expense of the
notice and the cost of completa.ng the work will be deducted from the
amount of the contract or any part thereof, due or to become due to
the Contractor or Sub-contractor. In such case, no matera.al shall be
removed from the premises as lon.g as the same is needed for the work.

SPOKANE COUNTY
At the lasi nqular meeting the staff was directed to prepare and advartise for
the nsxt regular meeting proposed amendments for trailer courts to the Zoring Ordi-
nante. In preparinA these amendments to the Zoning Urdinance, we have provided
two separate standards. One sei of standaxds and raquirements has been ptepared
for the Commercial, Transient I.iving and Unclassified zones. The oiher set of
standardE and requlrements ts written fot the conditlQnal use section of the Zoninq
Ordinance and would apply in the IiLultiple Family Suburban and Local Businsss
ZGABS. Yi fs felt that the atandacds and requiremerrts illustrated in the following
table will be flexible enouqh to enarile the trailQr caurt operatoss to utilize thelr

we can meet, and in several cases exceed, your proposed minimum
requirements with the exception of items 3, 4 and 5. Our very
extensive past experience in developing mobile home parks through-,
out the United States indicates that these three items are
excessively restrictive. We believe as follows:
The 35' minimum width required in item 3 is excessive for
certai.n types of trailer space layouts, such as Space #81,
for example, as shown on the enclosed Preliminary Design
Study. This layout provides a more roomy and less confining
atmosphere than the other layouts using a 35' width or
wider. Our usual width for this type of layout is 30',
and sometimes 28' is satisfactory in some respects.
The 20' minimum spacing between trailers required in
item 4 would, in most cases, be met. However, in some
space layouts, such as Space #81 asxd especially "pie-shaped"
spaces in irreguJ.ar ereas, this 20' requirement seems
unrealistic as it wou].d limit a trailer park designer's
attempt to use different types of space layouts and would
hinder him in designing appealing trailer parks. In\other
states and municipa7.ities the usual requirement is approxi-
mately 141. The State of California, which is the le,ader
in the mobi].e home field, requires 10' when trailers are

placed side to side, 8' side to rear, and 6' when placed
rear to rear, as shocJn on page 14, Article 2, of the
enclosed California Mobile Home Code.
The 25' and 10' setback requirements called for in item ~
also seems excessive. The setback from a publie street in
nearly all cases in other araas is handled on an individual
basis, depending upon the local circumatances such as the
zoning, the nature of adjacent streets, whether or not
trailer park is ta be fenced, etc. A 25' setback from a
minor side street seems unrealistic especially if a fence
vrere used. The usual setback from a property line with a
fence is approximately 5' and occasionally 3'.

Trailer Park Ordinance.
