Dear Mr. Huggins:
The purpose of this letter is to register an objection against the volume of dust
which is presently being generated at a gravel crushing operation locatEd on
the 01d Diamond Match plant site at Broadway and Fancher.
The dust being created drifts to the east in the prevailing wind and clouds not
only our operation but all other business and homes in this area as well.
The dust is offensive in all respects. Some of our employees complain that the
contaminated air affects their breathing and lungs. The dust settles on merch-
andise which is stored in our yard and the abrasive effect causes damage to the
surface when it is moved. The dirty effect it has on our stock causes customer
complaints and rejection of shipments. Further the dust settles on automobiles
parked in the area which brings more complaints from both employees and
customers.
The contaminated air is harmful to health and it is damaging to businESS and

facility. We feel this unhealthy dust will deter other quelity buildings

restrictiong placed on Lhe operatore of such a plant.
There is however, another very iIDportant factor that snould
cQrtainly heve been conQidered before an approval was granted,
namely, the hemvy blasting simllar to what ie existing at the
Union Sand and (;ravel pit, west of Yardley. To permit tnie
plant to destroy land, rendering it useleas in the future, has
been clagaified by the people of the county as one of tne worat
cases oi di$grace and atiame to come upon a commiesion handling
the peoplea' businees.

The follo-wing recomnendations on restrictions to be imposed on the prn-
posed asphalt plant are being submitted to you for revision or inclusion in
the germit, as you see fit.
It is aelt that an aspha3t plant moving in to an area can reasonabl;r
be expected to meet thesE requirements. Compl.iance tirith these reetrictions
is no guarantee that tiu3 dust problern wi.ll be entirely abated, bFUt it -will.
provide £or a cleanQr operation than is experienced in many of the plants
you have observed.
I am not fam7.liar with the wording you commonl;y- use in granting condi-
tional permits so no attempt has been made to present the atta.ched require-
ments in a final.ized form.
You iai11. note that the requirement for certified emission reports speci-
fies "on request only." Periodic testing, i.e, each ty'ro months, may prove to
be a financial burden to the compan,y and would not be necessary if a problem
is not being caused. I would suggest a test at the start of the operation
and thereafter, as neoded.
We may anticipate problems arYSi.ng in the illuture which may require
further act3.on. These could include:
1. Dust from raW materials storage pile which may require enclosures
or wetting agents.
2. Additional stack hezght may be desirable. However, extensive test-
ing would be necessary to predict an actual effect of this. For
that reason, a minimum stack height was not included in the att.ached
requa.rements.

3. Dust may escape from the plant at points that are not specified £or
control in requirement 1. An example of this would include the
overflow bin returns aridthe conveyor belts. Additional covering and
venting might be needed in the flxture. Type of control equipment irras not speci..fi.ed in 1-.he requa.rements. There
is a wide variety of equipment that could adequately do the 3ob and it is felt
to be the responsibility of the plant to seZect the specific devices to meet
the emission stanclards. I hope that the plant takes advantage of the profes-
sional engineering advice that is availab].e to them through comganies hand-
ling the control equiprroent. Past, experi.ence has short,m that home-ma.de scrubbers
are usually i.nadequa,te and matiy not meet the emission requi,rements in paragraph
2. Although the particle size varies with the specific aggregate used, the re
is usual]y a relatively large percentage in the size range beloW 10 microns.
Most home-made scrubbers cannot adequate],y handle these small particles.
Although I ao not feel that wE can demand the use of natural gas in
these installations, it has been found tro be a desirable replacenent for oil.
Recent research done in I,os Angeles revealed that stack emissions were 5 lbs/hr
hYgher when the dryer was oil fi-red rather than gas fired. The plant may be
able to meet the emission requirsment even urith the use of heavy oil, so require-
ment 6 was included gp a strong recoimnendation on],y. I feel that the oi1 com-
panies woul.d take issue with a requirement for the use of natural gas.
It is also awe11-laiovm iact that the best cont,rol equipment tai].1 not
perform adequ~L-l:.ely unless it is properly main-tained. The type and frequency
of maintenance is certainly a decision for the plant operators to make but it
t,rill be a factor in how frequently emissian reports may have to be submitted
to the Health I}epartanent.
I appreciate the concern you have shown in a possible air pollution
problem from this type of source. Our office nas a7.zrays felt that an appzoach
to ai'r pollution control through pZanning is one of the best methods available
to limit the contamination of the atmosptkere.
