Dear Sir:
I have readjusted the trailer court plan for CUE-28-61 to provide
26 stalls approaimately 50 feet wide and 75 feet in depth. (3,550
square feet) Eight trailers had been established in the trailer
court in accordance with the previous plan.
The first stage of expansion shall consist of installing stalls
numbers 25, 16, 17 and 18, and retaining stalls numbers 2, 3, 4,
59 6, 79 8 and 9. The North 420 feet of the trailer court access
road shall be oaved by July 1, 1972 to serve the first stage.
The remaining roadway shall be paved or assured for paving prior
to occuoancy oP the additional stalls.

COATDI'i'IONS :
l. The trailer court plan be redesigned ae indicated by Plan CUE-28-61.
2. Each Lrailer space sha11 be not less than 3000 square feet in area.
3. Minimum spacing of trailers side-to-side shall be not less than 15 feet, end-to-
end shall be not less than 10 feet.
4. No trailer shall be located closer than 35 feet frorn any existing right-of-way
and not less than 10 feet from any property line.
5. Every trailer stall shall have one off-street parking space of not less than
200 square feet.

6. All areas used for access and egress, parking and circulation, shall be paved
in a manner and standards prescribed by Spokane County.
7. Al1 areas other than acess and egress, parking and circulation, and service
buildings shall be completely and permanently landscaped.
8. Each access road shall conneat with a street or higheay; and have a minimum wi.dth of not less than 25 feet; and shall be wg11-1ighted at night and we11-
marked in the daytime.
9. Surfaced and lighted walkways shall be provided to all service buildings. .
10. Each trailer stall shall abut on a drivewa}► or other clear area with unobstructeri
access to a public street.
11. Al1 rules and regulations of the Waehington State Board of Health (Part 17,
Book V) and the Spokane County Health Departrnent shall be complied with; provided,
however, where rules and reguloLtions of the Spokane Cour,ty Planning Commiesion
are greater than those required by other agencies, such rules and regulations
of the Planning Corrunissfon shall prevail.
12. In order to protect surrounding property and t.o prevent interference Frith county
or etate highway department traffic control devices, all signs advertising the
proposed trailer court shall meet the following conditions:
a. Not more than one sign shall be pernitted. b. That the sign shall be not rnore than 4$ square feet in area and not more
than 30 feet in height.
c. Illumination of said sign shall be of an indirect nature only.

' SANITATION MOBILE HOMES APTD A40BILE HUN1E PARKS
Definitions
.76.001 The following definitions shall apply in the
interpretation and the enforcement of these Rules and Regu-
lations :
(1) Mobile Home Park. "A2obile home park" shall mean any
plot of ground upon which two or more mobile homes,
occupied for dwelling or sleeping purposes, are
located. '
•(2) Mobile Home Space. The term "space" shall mean a
plainly marked plot of ground for the placing of a
mobile home.
(3) Nlobile Home. The term "mobile home" shall mean any
vehicle used, or so constructed as to permit its
being used, as a vehicle upon the public streets or
highways and duly licensable as such, and constructed
in such a manner as will permit occupancy thereof as
' a dwelling or sleEping place.
(4) Dependent fdobile Home. The term "dependent mobile
home" shall mPan a mobile home dependent upon the
sanitary facilities as provided in a service buildinq.
• (5) Independent Mobile Home. The term "independent
mobile home" shall mean a mobile home independent gf
those facilities provided in a service building. '
(6) HEalth Officer. The term "health officer" shall mean
the State Di.rector of Health, or the city, county or
district health officer, as defined in Sections
. 70.04.030, 70.06.020, and 70.04.020 of Revised Code
of Washington, or his authoriaed representative.
(7) Permit. The word "permit" shall mean a written per-
mit issued by the health officer allowing the mobile
home park to operate under these Rules and Regulations.
(8) Person. The word "person" shall mean a person, firm,
corporation, partnership or association.
(9) ServicE Buildinq. The term "service building" shall
mean a building having toilet facilii:ies for men and
women, with laundry and bathing accommodations.
.76.010 ReQuirements for parkinq mobile homes outside of
mobile home parks. No mobile home shall be parked and occu-
pied outside of an approved mobile home park unless adequate
sanitary facilities are provided and approved by the health
officer.
• the mobile home park. In new.construction, each mobile home
space shall contain a minimum of 1200-square feet.
No mobile home shall be parked so that any part of such
mobile home will obstruct_any roadway or walkway.
No occupied mobile home shall remain in a mobile home park
unless a mobile home space is available:
Surfaced access roads shall be provided to each mobile home
space. Each access road shall connect with a street or high-
way; have a minimum of twenty (20) feet; and shall be well
marked in the daytime and adequately lighted at night.
Surfaced and lighted walkways shall be provided to all
service buildings.
Adequate clothes drying facilities adjacent to, or in, the
service building shali be provided.
..76.040 Supervision. The permit holder shall be respon-
sible for maintaining the park and its facilities and equip-
ment in a clean and sanitary condition.
.76.050 Service Buildinqs. Every mobile home Dark shall
be provided with one or more service_buildings adequately
equipped with flush-type toilet fixtures, lavatories, showers
and laundrv facilities, for the use of dependent mobile homes.
(1) Location: Service buildings shall be conveniently
located not more than 200 feet £rom any dependent
mobile home space and not less than 8 feet from any
mobile home space.
(2) Construction and maintenance:
(a) Service buildings shall be of permanent construc-
tion wit2z an interior finish of light colored
moisture-resistant material which will stand fre-
quent washing and cleaning.
(b) The floors shall be of water-irnpervious material,
easily cleanable, and sloped to floor drains con-
nected to the sewage system. The service build-
ing shall be maintained in a clean condition at
all times.
(c) The buildings shall be well-ventilated; all
exterior openings fram toilEt rooms shall be
covered with 16-mesh screen during fly seasons.
Toilet rooms shall be provided with self-closing
doors.

(2) The development of an independent water supply to
serve the mobile home park shall be made only after
expressed approval has been granted by the health
officer. Such supply shall meet the minimum
standards as prescrib@d by the health officer.
.76.070 Sewaqe Disposal.
(1) All plumbing in the mobile home park shall comply
with State and local plumbing laws and regulations.
(2) Each mobile home space shall be provided with at
least a 4-inch sewer connection. The sewer con-
nection shall be provided with suitable fittings so
that a watertight connection can be made between the
mobile home drain and the sewer connection. Such
individual home connections shall be so constructed
thzt they can be closed when not linked to a home,
and shall be trapped in such a manner as to maintain
them in an odor-free condition. Adapters, allowing
for a tight, physical conriection shall be on the
mobile home, or provided by the mobile home park
operator for the use of mobile homes.
(3) Sewer lines shall be constructed in accordance with
the recommendations of the health officer.
(4) Where the sewer lines of the mobile home park are not
connected to a public sewer, a sewage-disposal
system approved by the health officer shall be pro-
vidEd. The disposal system shall be located and
maintained where it will not create a nuisance or
health hazard to the park or to the ownEr or occu-
pants of any adjacent property. The approval of the
health officer shall be obtained on i:he type of
trcatment proposed and on the design and construc-
tion of the disposal system. '
.76.080 REfuse Disposal.
(1) The storage, collection, and disposal of refuse in
the court shall be so managed as not to create
rodent harborage, insect-breeding areas, health
hazards, or nuisances.
(2) All refuse shall be stored in clean, fly-tight,
watertight, Yodent-proof containers, of at least
20 gallons capacity, and not more than 30 gallons

.76.120 Miscellaneous.
(1) Reporting of Communicarle Diseases. Every owner,
operator, attendant, or other persons operating a
mobile home park shall notify the local health
officer immediately of any suspected commur_icable
or contagious disease within the mobile home park.
(2) A copy of these regulations shall be available to
iche mobile home park operator. Each operator shall
be familiar with the provisions of these Rules and
Regulations.

Reference Mr. Jefferies proposed trailer ceurt et 14908 East Sprague Avenue which was to
be constructed in ite entirety before use, which is located next to my home.
I should like to malce a renort on the progress of this project. The fo2lowing are the
accompliahments to date:
1. Four cement "launehing pads" have been laid.
2wo are occupied, one by his oyrn treller, and one by a used trailer,
which he purchased and is now renting.
2. A Iiomemade Trailer Court sign hea been put in place in front of the
property on East Sprague. It is iiltuninated at night with lights.
3. A large used meflbox hae been put in place for tenant-s' use.
4. The "temporary building" which has been moved next to our hQme is still
in place and is being used for storage of used uiaterials.
A. Behind this building and v-ith 10 fest of thia building
atacks of garbage and used "tbeat-up" materials are being
acciaatulated.
8. This building is a fire-haz8rd beceuse garbage is being
burned fn an open barrel within 1C feet of the huilaing.
C. T"his building is within 6 to ? feet from ot:r property lirie.
5. A stack of used roofing has been moved in to evideat~y be used on
one of the 1Pnaw buildinge" to be eventuelly constructed.
6. No utility facilities are avai7.able other than thcsse in tre duplex uhich
are obviously to be used by trailer court rentsrs.
7. Ten$nts and the Jefferiee family as well, are ueing our land as a short-
cut when going to the nera shcpping center, or to the Vera Kindergarten
building to play. There is sorne pleygrouncl equipnent there.

A gravel road has been spread from East 5pregue Avenue to the four
Launching Pads.
From the abovo accompliahments you cen readily see that this will not be the
beautiful landscaped trailer court which was to be conetructed.

Fe'e would like to ask that our names be remove,d from the petition which we signed giving
approval for the abov e-mentioned property to bQ re-zoned from Agriculture to Mul-tiple
S1lburban Dwe211ng.
Nirs. Rs3ding, the £ormer owner, who came with tke petition aasured us that they were
plannin; to construct a four-unit Motel, with the units ba3ng on the EJest side of the
duplex which ie now on the property. The property was and etill is a"mess". We knew
that to be a succeas, a Nlotel would have to be an attractive one. We said ue had m
obJections to a A'Iotel, feeling that the 3mprovement o£ the groperty in this mamer
would benefit the whole area, but thet we certainZy didntt want a Trailer Court. She
a,sured us, as she put it, "we arontt Trailer Court peopl.e". And we aigned. We want
our names reraoved beeause the method used to obtain our sign aturss certainly was not
honest.
Xe elso feel that another hearing on the granting of a permit for the con8truction of
a Treiler Grnxrt by Mr. Jeffreys on this property ia in order. We celled the PlanrLtng -
Boarrl and learned that the permit had been approved. A£ter attending the hearing an
June Stt►, it was our tutideretendirg that another hearing would be he1.d before the per-
mit was approved, end everyone aDncerned would be mti.fied.
Also we learned that the required fence botween our property and the above-mentioned
progerty wou.ld not have to be constructed before a year's time. In tha black beyond
our property on the East side is a shopping center, and bus stop. We know fram past
exporience anyone living in the duplex at 11f908 East Spragua does not go arowad and
walk up the highWay when they can "cut through" our property. Also We know we can b~
held re3ponsible should an injury occur to aryone our our property, even should they
trip over the garden hose. Our property extends back from Sprague Avernie 270 feet,
and this traffic will be ap=pblem. We do £eel the construction of a fence should be

We know that a plan for the Trailer Court was to be worked out with the help of
Planning Board architects, but what asaurance do we have that the plans will be
followed? 4Te have seen the mar~y trailer courts along Sprague Aven ue, and they
all leave much to be desirad. We feQl that there are many other locations already
zoned for business which yrould be much better for the construction of a Trailer

Reference plans to sllow e permit to be issued for the establistrment of a
trailer court at 14908 East Sprague Avenue, adJoining my property at
14916 East Sprague Avenue.
I don't approve this plan and I would like to explain why. Initially the
property was re-zoned to a limited cammercial zone, an,d I have to admit that
my wife and I uere the first to sign the petition tu ought around by Mrs.
Redding, the previous awner. We were given the impression that everyone
in our block had been interviewed by Mrs. Redding and they approved. This
approval was supposedly also made by the church, which is edSoining our
property on the East side. As a residence, the property was a mess, and
We thought that the proposal as presented to us would be an asset to onr
property. The next door awner drew aketches for us ehowing how they would
build a beautiful motel, vhich according to their sketches wou'd have heen
an asset to the comrminity. After the rc-zoning was aparoved, we waited and
waited to see this dream-hovse motel materialize, but netlaing happened.
The property was not improved in azW way, but allowed to flurther deteriorate.
Then one day we were confrnnted with another request to allow a permit to
be issued for the establisbnent or a trailer ca urt. At this time we began
inquiring around, arid fnuncl that we initially hed bs-en uaed for bait in
the re-zoning of the property. Mrs. Redding had not interv.Iewed 8ryone be-
fore us and uaed the fact that we had signed to get the balance of the resi-
dents to approve the re-zoning. To try to prevent the pemit being granted
ta Mrs. R.edding we visited what neighbors we could bafore the hearing and
obtained tuo or three lettera of protest, but at the hearing our pleas were
ineffective. A day or tro after the permit was granted a beautiflillg painted
Real Estate eign appeared in front of the property, expounding the £act that
the property was comanercielly zoned, inclwdizig tne m ost recont pera►it that
had been grantetl.

Now the theory. that is being preBented to us is that through the iasvanae of
thia trailer court permit, our property will be greatlq improved from a cosn-
mercial aspect. Maybe this is true, but just WhaL does thia mean? I'm under
the impression thet East, Sprague Avenue is a trouble spot for the plaiming
commission. That there are commercielly zoned properties between Veradale
and Spokane, but that most gre being heZd for too high a price. Obviously,
from the amount of wide land with Real Estate signa attacheri, that is avail-

Maybe my property's comnercial value will be increased with the establish-
ment of a trailer aourt outside npr windows.. but is is worth the $12,000
or more, commerciallq, that it is worth as a reaidence at this time?
To preserve tiie value of my property I object to a tra.iler court being
established next door. But sincs I objeated hefore, to no avail, I would
like to ask that within the rulea granting the permit, that%ix-£oot
sight-obacuring fenae surrounding ay property be conatructed. I also
would like to ft,sk that the nwnbor of trailers be limited. I'm under the
impression that the trailer court plans include sites for 28 trailers
nou, and additional trailer sitea as time goes on. This is quite a group
of people to be compraesed in approximately ;4 to 3 aBres of lsnd.
Mr. Je£frey in diacussing his plans with me, volunteered the information
that he planned to build a six-foot fence srouizd el.l of his property
eventually. I would like this plan of a fence around the two sides of
uy propez°tyjthat are exposad,to be incorpvrated in the initial permit,
and I wauld like the construction of this fence to precede any tenaney.
