REASONS:
May 29 and June 5, 1961
1. The use of the trailer as a residence is of a temporary nature as the applicant
wishes to have someone living on the property that can assist in the remodeling of
two existing houses and can act as caretaker during the remodeling.
CONDITIOrTS:
1. The trailer shall be located on the property in question in accordance with
the requirements for a single family dwelling as prescribed in Chapter 4.04 of Title 4.
2. The installation of the trailer shall meet all conditions of the County Health
Department including water supply and sewerage facilities.
3. This permit is granted to June 15, 1962 at which time such permit shall become
null and void if substantial improvement has not been made on the houses to be
remodeled.
4. The house which is on the same lot as the trailer shall not be occupied until
the trailer is removedfrom the property.

We, the undersigned, are reaidents of the Spokane Valley living
adjacent to, or near, the corner of Shannon and Pines Road.
We ask that the Spokane County Planning Commission either deny
the application of Mr. Cliff ord Nordhagen to use a trailer as a
residence on property described as Section 10, Township 25 N.,
Range 441. E.W.M.. Tracts 166 an8 167, Pinecroft Second Addition,
or to at least postpone a hearing onyi the eLpplication scheduled for Monday.
May 29, 1961.
Some five years ago, prelimi.nary to the construction of the Spokane
Valley Freeway, Mr. Norchagen caused two fra.me houses to be moved on
property alleged to be owned by him, facing Pines Road and in f,ill
view of the corner of Pines Road and'Shannon. Since that time, no
attempt has been made to complete th'is project or to iraprove the
appearance of these old houses. The'y have remained boarded up, a fire
hazard, an eyesore, a p8bential deathtrap for children, and a decided
liability to the appearance and real estate values of our neighborhood.
And, it is our belief, that there is nothing in Mr. Nordhagen's present
petition to assure or guarantee us in any way that there Nill be any
fmprovement in thie ver9 unhea2thy condition. His promises are not
en ough.
We suggest that this application be denied, or postponed until surh time
as Mr. Nordhagen presents a definite plan for property improvement and
posts a performance bond for its successful completion. And that the
Planning Commission do everything in its pocrer to correct, as soon as
- posaible, the deploralle an8 disgraceful situation that now egists.
