Mr. Kennaly expressed concern for the adverse effect of increased traffic
on existinq travelways and the uncoordinated manner in which the site
was designed. Specific concerna involved the use of a substandard right
of way widths, poorly coocYiinated access points, and the need for noised
channelization. Mr. Kennaly requested additional study be directed to
projecting daily traffic flows, peak hourly flow, origin-destination of
traffic, travelways impacted, and the overall impact on existtng travel-
ways,

ivtr. Frank expressed concern for the fncreased carbon monoxide resultfng
fram added vehicle traffic. He was a2so concerned about the increased
congestion on existing travelways whlch would accelerate carbon
monoxide production. Mr. Frank indicated that as a result of earlier
investigatfon in the area for a complex source permit on the Red Lion Inn,
estimated background levels of carbon monoxide were to he marginal,
just below air quality standards. He further stated that development of
this center would probably result in vfolation of the Federal air quality
standard but not enough data was available to estimate resul[ing con-
centrattonst . Mr. Frank recommended that further studies be undertaken
to help evaluate the impact of carbon monoxide from incrQased vehicle
traffic. He also requested that the proponent consider certain mitigating
measures Lo reduce the generation of carbon monouide.

Mr. Emacio indicated that he believed the SEPA Guidelines, WAC 197-20,
established a mandatory affirmative threshold determination in uses such
as this. (This statement was made without the benefit of a copy of the
guidelines for Nir. Emacio to review. In actuality, there is no prov3sion
in WAC 297-10 for mandatory affirmative threshold detc;rmination in any
case of an action under SEPA.) This statement appeared to weigh
heavily on tho Commission members as evidenced by statements made by
Mr. Quigley, to the effect that he didn't wish to second guess counsel
regarding thE Iegal requirements of SEPA.. This discussion may have been
the sfngle maior factor influencing the Commission's request for an EIS.

Mr. Huggins suggested that this proposal may have significant environ-
' mental effects simply because of its size. He also Stated another factor
may be the dissimilarfty of the proposed use with surrounding land uses
• in the immediate area. (Often a proiect receives an affirmative threshold
determina[ion because of its magnitude alone rather than its actual
potential for impacts. This is an erroneous approach to threshold
determina[ions which should be baserl only on factual evidence of
potential for significance or insignificance.)

Mr. Black posed two important questions to the Commission in the course
of his presentation. These questions, we felt, should be answered
satisfactorily before a requirement for an EIS was made. Essentially
these questions were: 1) As the Spokane Valley develops, will there be
the need for a regional shopping center with an eastern location?; 2) If
this need will in fact exist, is the proposed site appropriate for this
development?
