Tips for a Smoother Project Application Review
➢ Submit complete, accurate plans and documents.
Extra time may be required for re -submittals as project application reviewers work on multiple applications and it
may be several days before they can look at your new or revised information.
➢ Designate a specific contact person to communicate with the City.
While the person designated as the applicant's contact person with the City can be changed, one individual with the
expertise for dealing with reviewer comments would be the best choice for the entire review process.
➢ Call staff regarding the status of your project only after the target date shown at the top of the page.
Although you should be contacted on or by the target date, please feel free to contact us if you haven't heard from us
by your target date. Staff may contact you before the target date if the initial review is complete. By following this
procedure, you will save time and allow the reviewers to complete the work more expeditiously.
Steps in the Permit Process
1. Counter Complete. Your application has been accepted as counter complete. This means all of the required
documents, as indicated on your Pre -Application Checklist have been submitted or have been approved for deferred
submittal. This does not prevent technical staff from requesting additional information as a result of their technical review.
2. Quality Check. The next step in the process is a quality check to make sure that the application is reviewable and free
from substantive flaws that would prevent technical staff from completing the technical review once it is started. When
this step is complete, your application will be routed to the appropriate staff and remain in their review queue until it
comes up for review.
3. Technical Compliance. Once an application is administratively complete, it is routed to technical staff for compliance
review. Depending on the type of project, technical staff may include multiple reviewers. You should be contacted by
phone, fax, email, or mail by your TARGET DATE once the initial technical compliance review is complete.
4. Permit Issuance. When the technical compliance review of the application is complete, including any subsequent re -
submittals, each reviewer will approve their section of the application and route it to the Permit Center. When all sections
of the application are received, a Permit Specialist will process the application and contact the person specified on your
application for permit pick-up. Information regarding fees and pre -construction meetings (if required) will be provided by
the Permit Specialist at that time.

Dear Mr and Mrs. Sherrill,
You are hereby granted a waiver from the paving requirements contained in Spokane
Valley Municipal Code Section 19.40.020 (B) which states, "All residential driveways
and off-street parking areas shall be paved with asphalt, Portland cement, grasscrete,
paver blocks or other equivalent hard surface material."
This waiver is granted only for 5210 N Keller Rd, Project No. 11001297, a 900 square
foot pole building.
This decision to waive the paving requirement was predicated on the following:
1. Your written statement regarding your anticipated use of the building as storage
and shop use with limited vehicular access.
2. The fact you have a two -car garage attached to your residence used for daily
vehicle storage.
You are required to notify the City of Spokane Valley if any of these conditions change.
This waiver may be revoked at any time should the conditions of use change such that the
City of Spokane Valley determines paving is warranted. At that time you will be
required to obtain the necessary approval and pave the driveway.

VOLUNTARY COMPLIANCE AGREEMENT -
SPOKANE VALLEY MiJNICIPAL CODE
BACKGROUND:
The Spokane Valley Municipal Code 17.100.100 provides authority to enter into a voluntary
compliance agreement with the City of Spokane Valley to address identified violations of the
Municipal Code.
A voluntary compliance agreement has the following key characteristics:
1. It is a written, signed commitment by a person responsible for a code violation who
agrees to abate the violation or remediate the site or mitigate the impacts of the violation
as specified in the agreement.
2. By entering into a voluntary compliance agreement, the person(s) responsible for a
code violation waives the right to administratively or judicially appeal, and thereby
admits that the conditions described in the voluntary compliance agreement existed and
constitute a civil code violation.
3. A voluntary compliance agreement is not a settlement agreement.
4. A voluntary compliance agreement specifies the shortest reasonable time period for
compliance, as determined by the Director.
5. Extensions of the time limit for compliance, or a modification of the required
corrective action may be granted by the Director if the person responsible for the code
violation has shown due diligence or substantial progress in correcting the violation, but
circumstances render full and timely compliance under the original conditions
unattainable. Any such extension or modification must be in writing and signed by the
Director and person(s) who signed the original voluntary compliance agreement.

FAILURE TO COMPLY WITH ALL TERMS OFT THIS VOLUNTARY

Pursuant to SVMC 17.100.120, if the terms of the voluntary compliance agreement are not
completely met, and an extension of time has not been granted, the Director may enter the real
property and abate the violation without seeking a judicial abatement order. The person
responsible for code compliance may, without being issued a notice and order or stop work
order, be assessed a civil penalty as set forth by this Chapter, plus all costs incurred by the City
to pursue code compliance and to abate the violation, and may be subject to other remedies
authorized by this Chapter. Penalties imposed when a voluntary compliance agreement is not
met accrue from the date that an appeal of any preceding notice and order or stop work order was
to have been filed or from the date the voluntary compliance agreement was entered into if there
was not preceding notice and order or stop work order.
