In review of our fil.es, the only msteri.al we have received on the above
project i.s an as-built plan of the existi.ng mobi.I.w hame park and water
system.
The as-built drawing show a si.ng].e well source equipped with two pumps.
The two pumps have a combined pumping capaca.ty of 180 gpm into the system.
Based on our design criteria for residenti.al water systems, the svai.lable
flvw is adequate tor approximately 120 uniCs. The as-built drawi.ng shaws
space foz 134 units now.
We have in our £ile a letter from the Spokane Valley Fa.re Department which
states that hydrant tests made by them are slightly below normal and further •
zecommends.no further development of the paxk on fhe existing waeer sqstem,

2. The trailer court would have ind.irECt access to the arterial systeTr
via i~tontgoi-nery Drive. a seconc':ary arterial servinq an industrjal area.
The site lies on the edgE of a residEntial neighborhood vaith a trailer
court to the east, older h:mes'ites te the north, the railroad tracks
. and a truc°.<ing facility to the s:)uth,, and ~eveloping industrial,pro-
perties to the west. .
The site is situated on the floor of the Spokane 'Jalley between a
' residential neighborhood and a developing' light industrial corriaor.
The conditions of approval will assure proper spacing fn the trailer
court and utility systems and roadways will be designed to protect
the health, safety, and qeneral welfare of the ocupants. Because
surrounding properties to the south and west are zoned Restricted
Industrial, the perfarmance standards of that zone will maintain
environFnental quality f•or the area. The area is served by adequa2e
utility and road systems.
4. The site is within an urbanizing area. The zone 'change pr~poseC
wo,uld have.no greater effect upon the topography, geology, biclogical
and botanical characteristics, atmospheric and aquatic conditions
and other natural development than uses previously established ir.
the area. The C-ommission, therefore, concludes that an environ-
mental impact siatement is not required for the project.
