The Spokane County Division of Engineering and Roads has reviewed the above referenced
application. The following "Conditions of Approval" are submitted to the Spokane County Planning
Department for inclusion in the "Findings of Fact, Conclusions and Order/Decision" should the request
be approved.
Prior to release of a building permit or use of property as proposed:
1. A Professional Engineer, licensed in the State of Washington, shall submit final drainage plans,
a drainage report and calculations that conform to the April 3, 2001 Edition of the Spokane
County Standards for Road and Sewer Construction, the current edition of the Spokane County '
Guidelines for Stormwater Management, and all other standards and laws that are applicable to
this project. Final drainage plans and a drainage report shall receive the County Engineer's
acceptance prior to release of a construction or building permit.
2. No construction work is to be performed within the existing or proposed public right-of-way until
a permit has been issued by the County Engineer. All work is subject to inspection and
approval by the County Engineer.
3. The proposed Binding Site Plan shall be improved to the standards set forth in Spokane County
Board of Commissioners Resolution No. 1-0298, as amended, which establishes regulations for
roads, approaches, drainage and fees in new construction.
4. "The applicant is advised that there may exist utilities either underground or overhead effecting
the applicant's property, including property to be dedicated or set aside future acquisition.
Spokane County will assume no financial obligation for adjustments or relocation regarding
these utilities." "The applicant should contact the applicable utilities regarding responsibility for
adjustment or relocation costs and to make arrangements for any necessary work."

effect from BSP-0022-88 and BSP-0017-87. Existing parcels 5-9 of BSP-0022-88 are being re-
configured to the new parcels 5 and lots A& B by this Alteration and associated Certificate of
Exemption 116-00. No interior lots remain that need utility and private road access to Euclid
Avenue.

Existing Parcels 5-9 are being re-configured to new Parcels 5 and A& B by this Alteration and associated CE-116-00. No
interior lots remain that need utility & private road access to Euclid. A commercial development by Crown West Realty is
under review by Spokane County for Bldg. S-24 at 16215 E. Euclid, which corresponds to new Parcel A.
This site in the Spokane Valley is pre-approved for conventional drainage systems composed of '208' grassy swales and
standard drywells. The drainage systems for the remaining undeveloped lots will be reviewed & approved by the County
Engineers at the time of the building permit for the individual lot developments.

Dear Mr. Rolinick:
Pursuant to your request for a status report from the County to Pentzer, i asked staff to
advise me of any outstanding items that may still need to be addressed prior to total
approval on issues affecting the park.
~ Any issues related to our sewer agreement will be handled as a separate issue and as
a matter of fact is being addressed as an amendment at the Board of County
Commissioners meeting being held this evening.
It is our understanding that Pentzer is in the final process of consummating an agreement with Crown West Realty, L.L.C. for their purchase of the above referenced
property. We also understand that if there are any outstanding issues, your intent is to
know what they might be so you can share these with Crown West Realty, L.L.C.
As you know, any Binding Site Plan could be referred to as a "living Documentn
in that as each development occurs there may be conditions that would need to be met
that are not a requirement at this time. The intent of this letter is to identify items that
have been constructed but still need to have some effort to allow them to be accepted. The work items that appear to be left affect three of the Binding Site Plans. They are
as follows:
BSP 17
1. Construct concrete wheelchair ramps at all intersections for pathway per plans (note
6 on 15/15).

and berms per plans.

5. Shoulder, pathway and slope have not been constructed per plans, at Euclid and
Sullivan on the right side.
BSP 21
1. Construct Spokane County Specification wheelchair ramps at the intersections for
pathway per plans (note 6 on 15/15).
2. Remove sod at curb drops to provide proper flow into swales and ponds.
BSP 22
1. Construct concrete wheelchair ramps at all intersections for pathway per plans (note
6 on 15115).
2. Ponds on Sullivan needs definition and finish shape of design length, width, depth
and berms per plans.
3. Clean debris form G.I. and drywells on Sullivan (2 G.I.'s and D.W. @
Fairview/Sullivan and G.I. and D.W. @ Euclid/Sullivan).
4. Adjust drywell frame and grate for 6" pond depth.
5. Remove sod at curb drops to provide proper flow into swales and ponds.
Although this list* appears long, some of the items are currently being worked on. There
is also a bond in the amount of $177,500 that needs to be addressed with the property
transfer. When the above items have been completed, by either Pentzer Development
Corporation or Crown West Realty, L.L.C., the County Engineer can certify to the Board
of County Commissioners that all work has been completed on the above referenced
Binding Site Plans and that the roads can be accepted.

This fax is in regard to the Plat Punchlist received for the referenced project Following as
referenced by BSP and Item number are our response to the items:
BSP 17
I Concur, it appears that there are 20 existing asphalt ramps which need to be replace with
concrete ramps.
2. Ponds on Euclid will require some shaping and work based on recommendations your
office should be receiving at the end of the week. This item appears to be 65% compiete.
. .3. The 248 requirements are address in the items above. If the inspector is referring to continuous swales, they are not being used. There may be some areas where drainage is to
be graded from a curb cut to the swale but that wouid be minimal.
4. Frame and grates will be adjusted as necessary based on the record drawings submitted
and approved by the county.
5. This item appears to be rnaintenance, however i# can be done.
6. Shoulder and sideslope appear to be 2:1 in the field as called out on the plans. In regard
to the pathway, there is existing asphalt surfacing all along the right side of the road, and,
if necessary, a piece approximately 20' long could be installed to connect this area to the
Sullivan pathway.
S.This area is across the frontage of Northwest Culvert and they strongly requested that
this be deleted across their frontage and also it does not appear that there is adequate space
for the pathway.
BSP 22
1. See item 1 above.
2. The ponds are shown on the recorad drawings that were submitted, reviewed and
approved by Spokane County. The only item requiring revisions were 2 or 3 frame and
grstes adjusted up.
