The Spokane County Engineering Department has reviewed the above referenced application. The following
"Conditions of Approval" are submitted to the Spokane County Planning Department for inclusion in the
"Findings of Fact, Conclusions and Order/Decision" should the request be approved.
Prior to release of a building permit or use of property as proposed:
l. This application shall comply with all conditions of approval of ZN 34-
91 and related State Environmental Policy Act documentation.
2. Access to Sullivan Road and Broadway Avenue shall be specifically
reviewed by the County Engineer. The original site plan of record for
ZE 34-91 designated specific locations for ingress and egress. Since
this proposal shall comply with those conditions of approval, Spokane
County Engineering assumes that the access points remain valid.
3. All vested owners shall sign and record reciprocal access road and
parking documents as prescribed by the Spokane County Engineer. These
documents shall be reviewed and approved by the Spokane County Engineer
prior to recording with the Spokane County Auditor. Recording numbers
shall be referenced in the language of the Binding Site Plan.
4. This proposal was approved for 346,452 square feet of retail facilities
per ZN-34-91. Prior to the release of a building permit the applicant
shall demonstrate to the satisfaction of the County Engineer that the
requested permit does not exceed the 346,452 approved per the zone
change. If the proposed permit does exceed the approved square
footage, the applicant shall submit additional traffic information to
the County Engineer for acceptance and perform the required mitigation
prior to the permit release.

5. A Professional Engineer, licensed in the State of Washington, shall
submit final road and drainage plans, a drainage report and
calculations that conform to all current standards and laws governing
stormwater management in Spokane County. Final drainage plans and a
drainage report shall receive the County Engineer's acceptance prior to
release of a construction or building permit, or approval of the land
action.
6. All construction within the existing or proposed Public Right of Way is
to be completed prior to filing the final Binding Site Plan or a bond
in the amount estimated by the County Engineer to cover the cost of
construction of improvements. construction certification, "As Built"
plans and monumenting the street centerlines shall be filed with the
County Engineer.
7. The proposed Binding Site Plan shall be improved to the standards set
forth in Spokane County Board of Commissioners Resolution No. 95-0498,
as amended, which establishes regulations for roads, approaches,
drainage and fees in new construction.
8. The applicant should be advised that there may exist utilities either
underground or overhead affecting the applicants property, including
property to be dedicated or set aside future acquisition. Spokane
County will assume no financial obligation for adjustments or
relocation regarding these utilities. The applicant should check with
the applicable utilities and Spokane County Engineer to determine
whether the applicant or utility is responsible for adjustment or
relocation costs and to make arrangements for any necessary work.

This project lies in an area of approved soils so a concept drainage plan is not required.
I have no knowledge of any critical areas on this site.
I consider this application to be technically complete. I recommend the following condition of approval:

plans, a drainage report and calculations that coaform to all current standards and laws
