The submittal generally did not conform to the requirements of the Spokane County Standards for Road and Sewer Construction or the Guidelines for Stormwater Management. We are therefore unable to accept the plans for construction at this time. Our review comments are listed below. These comments are not to be construed as a comprehensive list. Tract A: Multiple drywells are typically tacated at a 30' center-tacenter spacing 2. Sheet 2: The plans appear to indicate about a 2-foot wide break between the start of paving for this phase, and the end of paving for the previous phase. If this does in fact exist, who will provide the connection? 3. Several of the pipe velocities are below the 4 fps required in the GSM. If the pipes cannot be adjusted to meet this velocity, then an adequately justified Design Deviation should be submitted to the County Engineer for approval. If a Design Deviation is pursued, it will need to be a{aproved prior to the next plan submittal. Re: Hanson Center East 2"d Street and Storm Drainage submittal ' Dear Bill: We are in receipt of your recent comments on our first submittal for the above referenced project. The response to your comments is in the same order as received. A copy of your letter is included for easy reference. GENERAL 1. We spoke on August 21, 2000 regarding the maintenance of the ponds. Our client will provide establish a property owner's association for the proposed plat. Drew Bodker, our client's attorney, has been requested to process the necessary paperwork and file the association documents with Washington State prior to final ~ plat approval. 2. An O& M manual and replacement cost analysis is enclosed, based on Appendix C.5 of the Spokane County Guidelines for Stormwater Manaaement. 3. Two copies of the plan set were submitted, and two revised sets are enclosed for your review. PLANS F 1. The concrete inlets have been changed to WSDOT grate inlets, in order to better capture gutter flow along Indiana Avenue. The grate inlets accept the 18" and 24" inch pipes designed. 2. The grading of the access road in the vicinity of the pond had been designed at a 5H:1 V, but not specified. A note has been added to the plans to clarify the minimum slope required for the access road. 3. All storm water structures and pipes have been added to the profiles. 4. Profiles of the stormwater pipe system has been added to the plans. Planning 5. The proposed contour elevations have been revised, and 5H:1 V slopes Engineering incorporated into the design to meet minimum, access road standards. Temporary cul-de-sac: ' 6.1 The station and offset of the radius point have been revised. 6.2 A note has been added to the plans to provide a metal beam guardrail at the plat boundary. 6.3 Enclosed is a copy of the approved water plan, with the Fire District's signature. 6.4 At this time, Spokane County and our client have been in negotiations for some time over the ownership of the former Railroad R.O.W.. To expedite the approval of the final plat, our client has opted to provide the turnaround within his property boundary. Perhaps by the time the actual street improvements are constructed next spring at the earliest, resolution of the ownership will allow our client to exte.nd the turnaround outside what is presently being platted. - 7. We don't anticipate slope easements at this time, as the property has been graded to allow a haul road for clearing of hundreds of boulders off the property. Removal of the boulders has reduced the deeper cut/fill areas to within two feet of future finished grade. 8. Details of the maintenance access curb openings has been added to the plans. Stationing and elevation information has been added to the profile. 9. A striping and channelization plan has been added to the plan set. 10. There are no special specifications for pipe bedding needed for the PVC pipe at the indicated depth of cover. Enclosed are shallow bury calculations for your reference. 11. The road section does provide a 10' grassed section behind the curbline. The use of the 10' for storm drainage was not used for a number of reasons: A. After preliminary design was completed, use of the 10' area for drainage was found to be unsuitable because of the design roadway slopes being greater than 1% in most areas, which would necessitate either losing swale volume if the swales were graded at the same slope as the road, or deeper swales along many portions of Indiana Avenue, reducing the cross sectional area to a point that the volumes required could not be met. B. Past maintenance and operation issues for swales have presented ongoing difficulties for both Spokane County and individual land developers. C. Maintenance of the drainage facilities is the responsibility of our client or a suitable association, as both the swale areas and the proposed ponds are partially or wholly outside of the County right-of-way. D. The 10' grassed strip continues to be part of the roadway section. E. We have worked with a number of projects, along with other engineering firms in this area, on projects with swales designed parallel to the roadway, most noticeably Mission Avenue west of Molter Road in Liberty Lake. The land adjacent to Mission Avenue, like Indiana Avenue, is zoned for commercial/industrial use. That means a number of driveways eventually will be designed, crossing the swale area, which in turn necessitates a revised submittal to Spokane County for the public street drainage. With 24 lots in the Hanson Center East plat, we do not believe any purpose would be served by repeating what is happening out on Mission Avenue. Permanent ~ Spokane County Engineer's Office Hanson Center East submittal September 22, 2000 Page 3 drainage facilities, accessible, operated and maintained by the an entity acceptable to Spokane County, seems to be a longer term solution with less opportunity for maintenance problems. F. With a 34.5' wide roadway section, the 10' wide grassed area provides significant snow removal area, without taking away from storm drainage volume requirements. (Note: Per our conversation this morning, our client has agreed to establish tract areas for the ponds. That is reflected on the plans.) CALCULATIONS 1. The profile at the east end of P1504A indicates a continuous grade at the east end of that plat. It is assumed that the drainage design for P1504A provided for full containment of the project's runoff. A curb inlet and drywell were designed at the east end of that project. We have indicated on our plans that the 1.4' curb inlet indicated on the enclosed plan/profile should be replaced with a minimum standard 4' wide curb inlet and that a berm is to constructed just east of the drywell in the same vicinity. It would not seem to be our client's responsibility to capture or treat flows from an adjacent property, but our client will construct these two items to allow the drainage for P1504A to more easily be removed from the roadway and into the swale and drywell. 2. Calculations for ponding widths have been provided. I have also included a copy of Figure 27 from the Spokane County Guidelines for Stormwater Management. As I read the table for Non- Flood Zone Width, the roadway width to remain flood-free for a minor arterial is 24' total. The road section of Indiana Avenue from face of curb to face of curb is 69'. Looking at a half section of roadway, it appears that one-half 69' = 34.5' minus 12' flood free zone = 22.5' allowable ponding depth per half street section. I am not sure where the 6' ponding restriction mentioned in the review comments came from. The 22.5' maximum allowable width does not overtop the 6" curb, as shown on the calculation sheet included in the drainage report appendix. 3. The Pre-Design meeting notes state that the pavement design will be done per AASHTO . Enclosed are AASHTO pavement calculations, done by then Spokane County plans reviewer Dean Franz, P.E. and forwarded to Simpson Engineers. We request that the pavement section be accepted as designed for the previous sections of Indiana Avenue, rather than repeat the same calculations for adjacent roadway sections with the same Garrison soils. 4. Separate hydrographs are provided for the pervious and impervious areas. 5. Riprap/outfall calculations are included. ° 6. Junction head losses due to a bend in one area have been included in the pipe calculations. 7. Future flows to Basin B are not anticipated. The construction of Indiana Avenue cuts off flows from the south, topographic information indicates that flow across the north property is to the northwest, and the area to the northeast is in places 10' below the existing ground at the east end of the plat. Our design includes a high point at the eastern end of the project, to contain our flow on site. Should the adjacent property owner extend Indiana Avenue in such a manner as to continue our grade, we would again anticipate that flows would need to be contained within that project. ~ . Our client is anxious to finalize this plat and begin construction. He had questions about two areas, one of which was the pavement design and the other a pipe size versus catch basin knockout limitation. Ed agreed to accept for pavement design a cover letter, signed, stamped and dated by a licensed engineer, stating that the pavement calculations previously approved for the sections of Indiana Avenue west of the Hanson Center East project, and to which we are connecting, have been reviewed and submitted officially as our pavement design. Such a cover letter is enclosed. The second item, which is the 24" (I.D.) HDPE pipe called out for the most downstream section of the pipe systems to both Ponds A and B has an outside diameter larger than the maximum knockout size on the WSDOT specifications. That is in fact the case, so a specific type of HDPE 24" outside diameter pipe has been substituted, and the revised calculations are included for the smaller pipe size. wi ~I am not aware of any other comments from Ed at this time, and am seeking final approval as quickly as I can. I there anything else that needs to be addressed, to your knowledge? ; I have made the necessary changes to the plans to reflect the pipe size revisions, . and need to know if there is anything further before moving ahead with a final submittal. Associates, Inc. 707 W. 7th Avenue, Suite 200 Spokane, WA 99204 (509) 458-6840 . 1.00 PURPOSE This document is intended to provide general operations and maintenance guidelines for the drainage ponds and other drainage facilities located within the Hanson Center East final plat, which are located outside of the County road rights-of-way. The property within the plat is zoned for commercial use, and therefore the development of the individual lots will include onsite drainage design. The information and recommendations contained herein are intended for the roadway improvements necessary for Indiana Avenue only. Implementation of these guidelines will insure that the drainage facilities installed will function as intended in the design. 2.00 INTRODUCTION Generally, the drainage system is intended to collect upstream onsite stormwater runoff and convey it to the various drainage ponds. The drainage facilities consist primarily of a series of onsite drainage structures, storm pipes, treatment/storage ponds and drywells. It is of the utmost importance to provide adequate operations and maintenance activities to insure that the drainage facilities remain silt or dirt free, as this silt or dirt loading will affect the performance of the storm pipes, ponds and drywells. If these facilities were to become completely clogged, the only remedy would be to reconstruct the drainage facilities. Therefore, periodic maintenance is a must. A full set of engineering drawings is available for review at Spokane County Public Works under County file P-1504B. 3.00 GENERAL OPERATIONAL CHARACTERISTICS The drainage facilities for Hanson Center East are generally very simple, functional, and have low maintenance requirements. A periodic visual inspection of the facilities will identify any required maintenance. Most maintenance will consist of keeping the pipes, structures and ponds free of debris and sediment. A specific inspection schedule should be followed. See Section 4.0 for recommended maintenance schedules. 3.10 Drainaqe Structures and Storm Pipes The drainage system within the plat includes catch basins and pipes, which conveys flow to the ponds located at the lowest point of each drainage basin. The drainage structures within the ponds include 3 Spokane County Standard Type B drywells. CLC Associates Hanson Center East G 3.20 Drainaqe Ponds Drainage ponds are located at or near the low point of each drainage basin. Site maps showing pond locations are provided as Exhibit A, attached to this document. Each pond has an eight-inch stormwater treatment depth (208" treatment) and is enclosed within earthen berms. The floor of a 208" pond includes the level portion of the floor of the swale and the side slopes up to the outlet elevation. The soil located in the floor of the pond shall be a medium to well draining material, with a minimum infiltration rate of 0.5 inches per hour. Two ponds provide "208" treatment to the eight-inch depth and overflow into the outlet structures. Pond volumes and outlet structures were designed to address the design storm volumes for the 10-year storm event. Pond characteristic information is provided in Table 3.20A. A copy of the Spokane County Standard Plan B-1 a Precast Drywells Placed in Swales is provided in the appendix for reference. These structures consist of a grated inlet, perforated concrete barrel sections, and buried washed drain rock, wrapped in porous filter fabric. The grate inlet elevation is set eight inches above the pond bottom to provide "208" treatment storage. The barrel sections and washed drain rock provide additional storage during infiltration. 4.00 MAINTENANCE REQUIREMENTS AND SCHEDULES Below is a maintenance description for each of the drainage system elements contained within the Hanson Center East development, including the drainage structures, pipes and CLC Associates Hanson Center East . ponds. All drainage facilities located outside of the County road right-of-way, are expected to be maintained by the property owners association. The property owners association shall provide to the Spokane County Engineer the name, address, and 24-hour phone number for the entity responsible for performing routine and emergency maintenance, inspections and repairs. This information shall be confirmed on a yearly basis. The property owners association shall provide notice of any changes to the Spokane County Engineer within 15 days of said changes. General Proper maintenance procedures are necessary for the continued functioning of the drainage facilities. Improper maintenance, or lack of attentive maintenance measures, may result in negative drainage impacts. It is strongly recommended that the property owners association designate an individual who will be responsible for making sure the maintenance measures are implemented. Generally, maintenance personnel are to conduct a visual inspection of the drainage facilities immediately following a substantial rainfall event or snowmelt event. Substantial events include: ► Noticeably hard rain for a short period (30 minutes or more), ► Steady rain for a long period (6 hours or more), or ► Significant rainfall and/or snowmelt when the ground is frozen. For long duration storms, longer than 24 hours, maintenance personnel are to inspect the drainage facilities during the storm event to identify any developing problems and correct them before they become major problems. 1. Inspect all drainage structures (pipes, catch basins and drywells) to ensure they are clear of debris and obstructions. 2. Inspect all pond berms for breaches. Immediately repair any berm breaches with native sandy soil, compacted in place. The above noted storm related visual inspections are in addition to the maintenance schedules noted for each item. 4.10 Drainaqe Structures and Storm Pipes Culverts, catch basins and pipes should be inspected every 3 months, or after every significant storm event (1/2"of rainfall ) and/or snowmelt event, whichever is more frequent. Visually inspect the pipes, inlets and outlets, making sure they are clear of debris and checking that the pipe is in good condition, without breaks or cracks. If there is any obstruction present it should be removed immediately. CLC Associates Hanson Center East A flow test in the pipe can be used to readily detect major obstructions or breaks in the pipe. This test requires a water source (hydrant or water truck) and a person at the downstream end of the pipe observing the flow exiting out of the pipe section. All catch basins should be cleaned (vacuumed) every 3 months. 4.20 Drainaqe Ponds The drainage ponds should be inspected every 3 months, or after every significant rainfall and/or snowmelt event, whichever is more frequent. The ponds consist of earthen depressions constructed from native soils, enclosed within soil berms. Each pond should be sodded or hydro-seeded with a dryland grass mixture, at a minimum. A lawn sod can be used if regular irrigating is implemented. Routine maintenance and inspections of the pond will include removal of any accumulated debris, such as leaves, weeds and trash. Any obstructions which would not allow water to flow freely from the ponds via the outlet structures should be removed or repaired. Additionally, the berms of the ponds should be inspected to insure that they are in good repair and structurally competent and that no outflow has occurred other than through the outlet structure. The property owners association shall be responsible for replacement of any grass turF and underlying 1-foot depth of soil in ponds whenever the vegetation appears to indicate a problem due to contamination. The turf and underlying soil shall meet Spokane County requirements for permeability and cation exchange capacity/organic content in effect at the time of replacement. The Spokane County Engineer requires soil tests where average pond depths are greater than six inches. One test each for cation exchange capacity and soil organic content per pond bottom area 1500 square feet or less is required. Tests shall be performed on a well-mixed composite sample consisting of the top six inches of soil from at least four cores uniformly distributed over the percolation area. If the average cation exchange capacity of the soil is 15 milliequivalents or more per 100 grams, or the soil is 2% or more organic carbon, the soil will be considered suitable for stormwater treatment. 4.30 Infiltration Structures The infiltration structures should be inspected every 3 months, or after every significant rainfall and/or snowmelt event, whichever is more frequent. These structures consist of a grated inlet, perforated concrete barrel sections, and buried washed drain rock, wrapped in porous filter fabric. During routine inspection, if standing water is found 72 hours or more after the last significant rainfall event, the infiltration structure is most likely clogged due to silt and sediment. The structure shall be vacuumed of standing water and sediment. It is assumed that 1/2 of the pipe and 2 of the 3 drywells will need to be replaced within 20 years. The estimated annual maintenance costs and recommended annual set-aside costs are listed below in Table S.OOA. It is recommended the property owners association set-aside these amount of funds annually, to ensure that adequate maintenance and replacement measures of the drainage facilities will be implemented. This expiration of the plan approval, along with all the proposed revisions submitted by your office, has brought the structural pavement section under new scrutiny. The structural pavement section includes the asphalt course and underlying rock courses down to subgrade. The cuarent methods accepted by the County for structwal pavement design includes a more rigorous design approach than what was used in the desig.n of the previously approved plans. Consequently, Spokane County has just completed an analysis and design of the structural pavement section, utilizing the A.ASHTO design procedure. Based upon our wor1:, we have determined that the original design thicknesses, of the asphalt and rock courses, are adequate. Therefore, no change is needed in the course thiclrnesses from wbat was originally approved, with the eYCeption of the class of asphalt to be used. A copy of what was originally approved is attached for your ready reference. Spokane County would like to change the class of asphalt used in the pavement. In accordance with the County's current practice of utilizing di.fferent grades of asphalt for each of the two lifts, the asphalt lifts are to be: top lift: 2" of Asphalt Conc.
