While we have met on several other issues, - generally, we have not had to meet too much recently as the review process within the County seems to be working well. However, there are a couple of areas where I still have concerns and after - polling my staff after this latest incident I want to point out a couple of - potential trouble areas. The first area is in plan submittal for. review, it appears that staff is not accepting submittals for review, when in fact the , submittal checklist.is complete. It appears that staff at times has a revisionist - mentality and chooses to require additional information prior to accepting the review. This is unfair. We try very hard to submit a complete submittal, and at times, I wi11 admit that minor items may be missing and we take the - submittals back and make them whole. At the same time though, when the submittals are 100°!o complete, staff still rejects them stating that they must have this or that. This practice is unfair and 1 would ask that you check into this. The second item is not as quantifiable as the first, but stiii comes up on almost every project and that is a requesUrequirement from staff for items or changes in policy. This is in my opinion what occurred on Riverwalk 10ch 1 do not believe, that it is staff s responsibilifiy to verify access for construction, as the Spokane County Code does not support their position. Access, is and only should be a requirement for platting. Most construction access agreements within the private sector are a phone call with no true agreements settled on until the platting is ready to go. f hope that you will take this item under advisement and indicate to staff that permission to cross ' land to build private improvements does not require an easement, much like 'accessing private_ land from a public road does not require an approach Pianning permit until the improvements are ready to be opened to the public.
