We reviewed the following three projects and listed below are our recommendations.

Allan and I visited this site on 3/22/06 and have the following list of concerns:
1. The driveway off Mission Avenue was not conshucted according to plan.
2. No pipe placed under driveway as shown on plan.
3. Drywell in swale along Mission Avenue not located according to plan.
4. Frame and grate for drywell not according to County Standards.
5. Fabric still in place at drywell frame and grate.
There were no `Record Drawings' in the file and so can not confirm whether these changes were
approved in advance.
The file'contains a Letter of Credit in the amount of $61,000.00 which is held by Washington Trust
Bank and was dated 3/12/03. No release was found in the files. WTB was contacted and the Letter of
Credit is still in force.
Recommendation: Request `Record Drawings' and project Certification be submitted. Have developer
remove fabric and replace frame and grate on drywell with one meeting County Standards. Upon
completion of these items, release bond and close project with no further action needed.
PE-1751-B Midilome East 2"d Addition Allan and I visited tlus site on 3/22/06 and checked to see if corrections, as per John Hohman's letter
dated 12/17/03 had been made. We noted that each item listed on the letter had indeed been done. We
further field reviewed the project and found no other obvious areas of concern.
A Letter of Credit, in the amount of $23,000.00 dated 1/21/03 with Washington Trust Bank was in the
file. No release was found in the files. WTB was contacted and their records show that the Letter of
Credit was no longer in force. .
Recommendation: Consider this project closed.

In response to your fax dated 11-19-02 I've enclosed the following to help on the
Mission Avenue issues.
• Letter highlighting to the Sponsor that the latest conditions are good through July
1 St, 2003.
• Current Set of Conditions with the July 1 St, 2003 date highlighted.
• A detail for the revised sidewalk location at Harmony and Mission. As a sidelight
this was changed because the homebuilder built the house in the wrong location
and we/they had to get a variance which resulted in the sidewalk being moved.
• A copy of the Mission Avenue plans from Riverwalk 7th Addition, which matched
the plans from Riverwalk - Phase 1.
• A copy of the Barker Road Improvements, which were also completed as a part
of the Riverwalk 7th Addition.
Hopefully these items will assist you in your evaluation of this project. Should you have

FINDINGS 4F FACT
1. The individual signing below has been properly delegated tlie responsibility for rendering this
decision by tlie Spokane Cotinty Director of Building and Planning,
2. The original development proposal was to sttbdivide approximately 118 acres into 364 lol~g for
manufactured homes, single family residences anci a siqle commercial lot. The original proposal
also included a zone reclassification from Agricultural (A) to Residential Manufactured Home
(RMH) witli a Planned Unit Developmeiit (PUD) Overlay zone and to Coanmercial (C) tinder tlle
now expired, Spokane County Zoning Ordinance. ' 3. The subject preliminary plat, 2one reciassification and Plaiined Unit Development (PUD) were
approved by tlie Hearing Examiner Committee on Apri12, 198,2. The revised preliminary plat and
PUD were approved on JLine 16, 1995.
4. The existing zoning of t(ie property described in tlle application is Urban Residential-3.5 (UR-
3.5) previously establislled as Agricultural (A) zoning in 1957 (ZE-286-57) and redesignated to
Urban Residential-3.5 (UR-3.5) on January 1, 1991 pursuant to the Program to lmplement the
Spokane County Zoning Code. Pursuant to RCW 58.17.195 the proposal does conform to the
requirements of the proposed Urban Residential-7 (UR-7) zone.
5. Spokane County has establislied specific criteria for considering the extension of time for the
. expiration of preliminary subdivisions. These criteria are found in Section 12.100.118 of the
Spokane County Subdivision Ordi►iance and have been used as a basis for this decision.
Section 12.100.116 states, "Approval of a preliminary subdivision, (arge lot subdivisions, shoi-t
subdivisions, and bindins site plans shall automatically expire five years after preiiminary
approval is granted unless z time exreiisioii is approved for the project." and Section I2..100.1 18
follows with "The Director may administratively approve an extension provided there are no

The "Revised Preliminary Plat and Preliminary Site Developrnent Plaii (PUD) of "RIVERWALK"
stamped "Received May 19, 1995," has been administratively approved sliall be the official
preliminary plat of record and shall be the Preliminary Planned Unit Developmeiit. This May 19, 1995
revised plan includes 9.11 acres for a proposed commercial lot and 107.3 acres for a proposed planned
unit development (FM), being a total of 116.41 acres (see said plan map). The PUD proposes 365 ~
single family lots. At the time of each Final PUD site developinetit plaii and Final Plat is submitted for
eacli phase they sliall comply witli all developinent standards for tlle approved zone classifications,
including the Planned Unit Development Overlay Zone, all as ameiided. (see 9. below) Note, at this
point in ticne, no part of the preliminary plat/PUD have been finalized since the original 1982 approval.
5. (Amend 8!5/93 Planning Condition #34.)
The above May 19, 1995 revised plan allows developmeiit phases. These phases may be

13. A final plat name/number shall be proposed before the final plat is filed, such ilame/number to be
