Steps in the Permit Process 1. Counter Complete. Your application has been accepted as counter complete. This means all of the required documents, as indicated on your Pre -Application Checklist have been submitted or have been approved for deferred submittal. This does not prevent technical staff from requesting additional information as a result of their technical review. 2. Quality Check. The next step in the process is a quality check to make sure that the application is reviewable and free from substantive flaws that would prevent technical staff from completing the technical review once it is started. When this step is complete, your application will be routed to the appropriate staff and remain in their review queue until it comes up for review. 3. Technical Compliance. Once an application is administratively complete, it is routed to technical staff for compliance review. Depending on the type of project, technical staff may include multiple reviewers. You should be contacted by phone, fax, email, or mail by your TARGET DATE once the initial technical compliance review is complete. 4. Permit Issuance. When the technical compliance review of the application is complete, including any subsequent re - submittals, each reviewer will approve their section of the application and route it to the Permit Center. When all sections of the application are received, a Permit Specialist will process the application and contact the person specified on your application for permit pick-up. Other permits not issued in conjunction with the construction or completion of a building or structure shall automatically expire and become invalid by limitation of time 18 months from the date of permit issuance. The Director is authorized within his/her discretion to grant one (1) extension of time, for a period not to exceed 180 days. A request for an extension shall be made by the permit holder in writing and shall be submitted to and received by the Spokane County Building and Planning Department prior to the expiration date of the permit and shall demonstrate just cause for the requested extension. REFUNDS The building official may authorize refunding: (1) Any fee paid which was erroneously paid or collected; or, (2) Not more than 80% of a permit fee paid when no work has been done under the permit; or, (3) Not more than 80% of the plan review fee paid when an application for a permit for which a plan review fee has been paid is withdrawn or canceled before any plan reviewing is done; or, (4) Any fee paid except on written application filed by the original permittee not later than 180 days after the date of fee payment.
