Whipple Consulting Engineers, Inc. 2528 N. Sullivan Rd. Spokane Valley, WA 99216 Re: SUB -13-05 Greenacres Valley Estates Shannon Avenue Driveway Approaches - Revisions On September 30, 2008, the driveway approach revisions and drywell fix, as described in your September 18, 2008 letter to Rod Pegram, were observed in the field with the following comments: 1. The driveway approach revisions were not constructed as depicted in the attachments to your letter and also not as per the standard roadway plans. Please correct. 2. The drywell in the approach at 18119 Shannon Avenue — a. The drywell is at the low point of a depression in the concrete. To check the flow pattern, water was poured onto the east side of the driveway approach. The water flowed directly to the drywell lid and started to pond up. The approach needs to be revised so that the stormwater flows positively past the lid to the swale without ponding on the approach (water ponding on the lid results in some stormwater flowing directly into the manhole via the pick holes). b. Since, up until recently, this drywell has been receiving runoff directly from the street, any sediment that has accumulated in the barrel must be removed. Because they are different then designed, for width, and they encroach on the swales, the City needs to have Whipple submit a written acceptance of the changes before the permits can be processed. A quick response would be appreciated so that the permits can be completed. Thank you, Rodney D. Pegram Development Engineering Inspector 11707 E.
