Scott, P.E., Director January 12, 1994 Richard and Diane Ellingwood 2904 N Ella Road Spokane, WA 99212 RE: Building permit for 7715 Skyline Drive Dear Mr. and Mrs. Ellingwood: Lot 12, Block 6 of Beverly Hills First Addition has significant drainage problems. For years this lot has received drainage from property above. Care needs to be taken in building on this lot to ensure that runoff coming onto the site can be adequately handled. Because a home built on this lot could be damaged by flooding, we will require that certain conditions be met before we sign off on the building permit. These conditions must be met: The applicant shall have an engineer licensed in Washington evaluate the amount of water expected to come onto this property from a 50 year storm. The engineer shall design a facility for transporting the 50 year flow across the site without damage to the proposed structure or drainfield or to the county road and right-of-way. The plan shall be submitted to the County Engineer's Office for review and approval along with a legal description for a drainage easement to contain the proposed drainage facility. The applicant shall ensure that the facility is constructed according to the plan and that the approved drainage easement is recorded with the County Auditor on the property in the location of the facility for transporting the 50 year flow. These measures are needed to show that you have considered the flooding potential and will be building the house so that it will be reasonably safe from flooding.
