The Spokane County Engineering Department has reviewed the above referenced application. The
following "Conditions of Approval" are submitted to the Spokane County Planning Department for
inclusion in the "Findings of Fact, Conclusions and Order/Decision" should the request be approved.
Prior to release of a building permit or use of property as proposed:
1. Conditional approval of the Binding Site Plan by the County Engineer is given subject to
approval of the road system as indicated in the Preliminary Binding Site Plan of record.
2. No public road improvements are required for this binding site plan. Roadway improvements to
Sprague Avenue were accomplished per CRP #2676. Roadway improvements to Flora Road
were accomplished per Engineer's Building Permit File #B98040 (see plan K-07).
3. Drainage language will be drafted by Spokane County and provided to the Sponsor's Engineer
or Surveyor for inclusion with the final binding site plan document.
4. This proposed subdivision or development proposal is located within a drainage basin which has
been identified by the Spokane County Engineer's and Utilities offices as having stormwater
runoff problems. Since this proposed subdivision or development proposal is affected by or is a
contributor to stormwater flows, property owners should participate in the planning and
implementation of a future basinwide stormwater management system.
5. The following statement shall appear within the dedicatory language of the final Binding Site
Plan:
"The owner(s) or successor(s) in interest agree to join in any County-approved stormwater
management program and to pay such rates and charges as may be fixed through public
hearings for service or benefit obtained by the planning, design, constructing, maintaining or
operation of stormwater control facilities."

6. Approach Permits are required for any access to the Spokane County road system.
7. The proposed Binding Site Plan shall be improved to the standards set forth in Spokane County
Board of Commissioners Resolution No. 99-0265, as amended, which establishes regulations
for roads, approaches, drainage and fees in new construction.
8. The County Arterial Road plan identifies Flora Road as a 100 foot Principal Arterial. The
existing right of way width of 60 feet is not consistent with that specified in the plan. In order to
implement the Arterial Road Plan it is recommended that a strip of property 20 feet in width
along the Flora Road frontage be set aside in reserve. This property may be acquired by
Spokane County at the time when Arterial Improvements are made to Flora Road.
9. The County Arterial., Road plan identifies Sprague Avenue as a 130 foot Principal Arterial. The
existing right of way width of 85 feet is not consistent with that specified in the plan. In order to
implement the Arterial Road Plan it is recommended that a strip of property 10 feet in width
along the Sprague Avenue frontage be set aside in reserve. This property may be acquired by
Spokane County at the time when Arterial Improvements, are made to Sprague Avenue.
10. The applicant should be advised that there may exist utilities either underground or overhead
affecting the applicants property, including property to be dedicated or set aside future
acquisition. Spokane County will assume no financial obligation for adjustments or relocation
regarding these utilities. The applicant should check with the applicable utilities and Spokane
County Engineer to determine whether the applicant or utility is responsible for adjustment or
relocation costs and to make arrangements for any necessary work.

PARCEL # 45134.1773
SPOKANE ENVIRONMENTAL ORDINANCE
(WAC 197-11-960) Section 11.10230(1)
ENVIRONMENTAL CHECKLIST
File No.
Furpose of Checklist:
The State Environmental Act (SEPA) Chapter 43.21C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before
making decisions. An Environmental Impact Statement (EIS) must be prepared
for all proposals with probable significant adverse impacts on the quality of the
environment. The purpose of this checklist is to provide information to help you
and the agency identify impacts from your proposal (and to reduce or avoid
impacts from the proposal, if it can be done) and to help the agency decide
whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about
your proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an
EIS. Answer the questions briefly, with the most precise information known, or
give the best description you can.
You must answer each question accurately and carefully, to the best of your
lrnowledge. In most cases, you should be able to answer the questions from your
own observations or project plans without the need to hire experts. If you really
do not know the answer, or if a question does not apply to your proposal, write "do
not know" or "does not apply." Complete answers to the questions now may avoid
unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline,
and landmark designations. Answer these questions if you can. If you have
problems, the governmental agencies can assist you.
The checklist questions apply to a11 parts of your proposal, even if you plan to do
them over a period of time or on different parcels of land. Attach any additional
information that will describe your proposal or its environmental effects. The
agency to which you submit this checklist may ask you to explain your answers or
provide additional information reasonably related to determining if there may be
significant adverse impact.
Use of checklist for nonproject proposals:
Complete this checklist for nonproject proposals, even though questions may be
answered "does not apply."
IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT
ACTIONS
(Part D).
SPOKANE ENVIRONMENTAL ORDINANCE
