The Spokane County Division of Engineering and Roads has reviewed the development described above and
has determined that sufficient roadway capacity exists, or is programmed to exist with future road
improvements on the County road system to accommodate the uses and densities shown.
This Certificate of Transportation Concurrency reserves the number of PM peak hour trips indicated above and
is issued only for the development as described above. It shall run with the land and is not transferable to other
development projects or properties.
The Certificate of Transportation Concurrency is valid upon approval of the development permit/application
through the expiration date indicated. The owner or owner's authorized agent shall apply to renew/extend the
Certificate of Transportation Concurrency prior to the expiration date. Spokane County will not notify a property
owner/agent of an expired or impending certificate expiration.

The Spokane County Division of Engineering and Roads has reviewed the above referenced
application. The following "Conditions of Approval" are submitted to the Spokane County Division of
Planning for inclusion in the "Findings of Fact, Conclusions and Order/Decision" should the request be
approved.
Prior to release of a building permit or use of property as proposed:
1. Conditional approval of the Binding Site Plan by the County Engineer is given subject to approval
of the road system as indicated in the Preliminary Binding Site Plan of record.
2. No public road improvements are required for this binding site plan. Roadway improvements to
Sprague Avenue were accomplished per CRP #2676. Roadway improvements to Flora Road
were accomplished per Engineer's Building Permit File #1398040 (see plan K-07).
3. Drainage language will be drafted by Spokane County and provided to the Sponsor's Engineer or
Surveyor for inclusion with the final binding site plan document.
4. This proposed subdivision or development proposal is located within a drainage basin which has
been identified by the Spokane County Engineers and Utilities offices as having stormwater
runoff problems. Since this proposed subdivision or development proposal is affected by or is a
contributor to stormwater flows, property owners should participate in the planning and
implementation of a future basinwide stormwater management system.
5. The following statement shall appear within the dedicatory language of the final Binding Site Plan:

"The owner(s) or successor(s) in interest agree to join in any County-approved stormwater
management program and to pay such rates and charges as may be fixed through public
hearings for service or benefit obtained by the planning, design, constructing, maintaining or
operation of stormwater control facilities."
6. Approach Permits are required for any access to the Spokane County road system.
7. The proposed Binding Site Plan shall be improved to the standards set forth in Spokane County
Board of Commissioners Resolution No. 01-0298, as amended, which establishes regulations for
roads, approaches, drainage and fees in new construction.
8. The applicant should be advised that there may exist utilities either underground or overhead
affecting the applicants property, including property to be dedicated or set aside future acquisition.
Spokane County will assume no financial obligation for adjustments or relocation regarding these
utilities. The applicant should check with the applicable utilities and Spokane County Engineer to
determine whether the applicant or utility is responsible for adjustment or relocation costs and to
make arrangements for any necessary work.
9. The Spokane County Engineer will review this project for transportation concurrency requirements
at the time of building permit application review, when the project is defined with a specific use.
