Dear Mr. McKassen:
Transmxtted herewith are the resuIts of the resilient modulus tese that we conducted an the samp3e of
sa:3 that you subrnieted to our daboratoiy. Per yaur directions, the test sample was remolded to a target
dry dansity of 133.5 pcf at 6.5% rnaisture -
Resilient rnadulus testing was performed in accardance with the AASHTO T 2741T 292 procedure
using the WSDC3T test protocol, except that testing was not conducted at deuiator and confuniag stress
combinations which eesult in a deviator to cvnfining stress ratio greater than Z.D. This exception was
taken to avaid shear Failure of the sample since it is non-cohesive. The test specunen was condi[ioned
by applytng 1,240 cepetitions at $ psi deviatqr stress and 6 psx confirung pressure After conditioning,
200 regetitions weare appiied aC each of the fallawing deviator and canfining pressure stress skates:
1. 2, 4, 6, 8, 10, arad 12 psi deviatar stress at 6 psi confining pressure
2. 2, 4, d, and 8 Fsi deviator stress aC 4 psi canfining pressure
3. 2 and 4 psi deviator sfress at Z psi cflnfining pressure
The test results are shawn on the enGlased data sheet and on the aktached p30t of resilient rnodulus vs.

1. The swale lacated atong the nvrth of 7th Cvurt dQes not appear tv hav€ been huift accarding tQ
plan due to the additivnllocation of driveways. 7he existing portion of the swale is at the Iow
point. The resident at this Eocataarr recently contacted the City with a stvrmwater complaint
regarding the amount of standing water in the swale (please see attached phatos). Please
Verify the remaining portion of the swale has sufficient area tv for treatrraent and address the
standing water.
2. The swales along Wilbur Court arrd Tth in frant of the residence located on the 51E corner are
not camplete and the fabric is still in ,place vn the drywells.
3. The swales Iocated west of Wilbur Court, alDng 8th ►4venue, have not been completed and
cvntaira dehris.
4. The drywel@ located in front of 704 S VVilbur Cvurt appears to still have fabric under the grate.

Ivisited t.his site on 4128106 and found the follawing items vf cvncern: '
1. The sw+ales aFong Wilbur Caurt and 7t' in frnnt of the residence located on the SAE corner are not
carnplete and the fabric is stiil in place vn the drywells.
2. The swale located west of Wi1bur Ct, along $th AVe., has nvt taeen cvmpleted and cvntains debri.
3. The drywe111ocated in front of 7(]4 S. Wilbur Ct. appears to still haue fabric under fihe grate.
This project was constructed between T]ecember 2002 and .Tune 20[]3 by Eller Corporativn. The file cvntains a
~avings Assignrnent for Cvnsin.tctiQn Performance in the amount of $149,$00.00, issued by Sterlang Savings
Bank, Na. 39990383713. There is a letter fram .1ohn Hohhinan, releasing fi.his bond after it was replaced wrth a
warranty bond. This letter is dated 1018103. The warranty band, pn the fiie, is far $29,[][]0.00 and was issued by
Safeca Insurance Campany af America, dated 1016103, T'here is no release in the f le fox the warrranty bond.
The warranty periQd was to expire on 1 Q16105. I called Safeca and was to1d that the warranty bond was still
actiVe.
There are two sidewallc pazzeLs that have hairline cracks, but shvuld not be a tz-appzng hazard.
The frle Gvntains a Certificat'ran Package and Record Drawings.
Re~orruraendation: Since the swale corn,pletion is probably €ied to the new hQmeS that were built, notify Elpex to
