PM peak hour trips wvuld be accessing Sprague Ave directly Urader fhe propQsed site
plan, 29 trips wiPl access Sprague directly, while 22 access the transportatian system

Nlain Avenue in the Sauthwese 1/4 of Sectran 14, T 25 N, R 44 E,W M. The plat is
apprvximately 3.9 acres in sizae and consists of 12 praposed parGels Eleven of the parcels,
frontmg Qa Best and ~V'Iain, are anticipated tv be duplex units with the remammg parcel
proposed far a future multifamily development, Currently Maw Aw+enue is paved with eurbing
vn bvth sides of the street and Best Road is a gravel access for the adyacent residential uses
Tbe prvpQSed surface imprvvements required by the Canditivns of the glat iaclude the
installation of Best RQad adjacent to the srte. This will cvnstst of a'A width asphalt street
ending rn a cul-de-sac with curbmg alang the east side and also conerete szdewarlk along the
frvntage of the duplex parcels. Drainage facilities including Grass Percvlatzan Axeas with
drywells wi11 be installed ta naanage storrmmwacer for these improvements. Alsv uicluded is the
installation of sidewalk aivng the piat frontage of Main Avenue. Cvnstructivn is amtiezpated to
start as sadn as appravals are obtained.

Staking more than one time of any item above due to continual Contractor
negligence or other reasons beyond Taylor Engineering, Inc.'s control shall be
considered eztra and will be billed to the Contractor on an hourly basis.

■ Geotechnical services will be procured directly by the client and are not
included in this proposal. It is assumed that the geotechnical engineer will
provide suggestions regarding the type and extent of the stormwater disposal
system best suited for this site, as well as pavement section. Material testing is
not included in this contract,
■ The design of the multi family area or arcy "open spaces" is not included in
this contract.
■ Construction management and bidding services are not included in this

Praiect Description:
°The plat of Caelen Place is located on the sautheast corner of the interseGtian of Best Road aad
Maua Avenue in the Soutriwest 1/4 of Sectian 14, T. 25 N., R. 44 E.,W.1Vf. The p1aC is
approximately 3.9 acTes in size and cansists of 12 propvsed parcels. E1even of the parcxls,
franting vn Sest and Main, are anticipated to be duplex uruts with the rema;ning parcel
proposed far a future muTtifamily develapment. Curreaatly Main Avenue is paved with cusbmg
on both sides of the street and T3est Raad is a gravel access faz the adjacent residential uses.
The prvpased surface improvements required by the Conditinns of the piat include the
installation of gest Road adjacent #v the site. This will coxisist of aa width asphalt street
ending in a cul-de-sac with curbing along the east srde and also concrete szdewalk along the
frontage of the duplex parceTs. Dramage facilitres including Grass Percolatiou Areas with
drywells evffi be installed to manage starmwater for these amprvvements. Also ineluded i.s the
irstallatian of sidewauc aivng the plat frantage of Main Avenue Constructian is anfiacipated tv
start as soon as appravals are abtaaned

in accardance with "5oils Survey, Spvkane CountY washingtvn 1998" the sails are identif'red
and categaFized as:
GgA - Garrison gravelly loam, classi~'ied a.s gravelly, medium texiures, somewhat excessbvely
drainage soils formed in gravelly gtacaal depasits.
This svils grvup, Garrison, is elassified 'Iype "B" sQil as per techniGal release 55 and
approved for drywell use as i.n the "GuideTines fmr 5tormwater Nlanagement".

"The majorliy of existuig Main Avenue slopes frona west to east with thhe extreme westerly
partivn draining ta the west. C3n site, the mafarity of the area is relatively flat wrth fsvlated
stoclcpiles of material in the central and westerly partions of t}ae site. There xs alsa a 4'
depression 1n the central partion of the site. Except #'vr those items mentioned abave, there is
generally a 1 to 2' variance in eIevativn acrvss the sYte and there does not apgear to be any
majoz° drainage feaiures on site,

Demograptuc Data:
The site is currently vacant property with vegetation varying from sparse to medium dense.
The area to the south is also currently vacant. The remaining portion of the surrounding area
to the east, north and west are existing residential.
Rainfall Data:
Data used is in accordance with Figure 2, page 6-3 of the "Guidelines for Stormwater
Management", by Spokane County Engineers. A 10-year return frequency event is used since
the basins aze contained within the site.
Methods of Runoff Control:
Runoff control for the proposed improvements will be by overland to the new curb on the east
side of the street which will route the flow to a new curb cut conveymg the flow to the new
drainage swales. The west side of the street installation will include an asphalt apron that will

Methods of Disposal:
Drywells will be utilized for disposal. They shall be Spokane County Standard Type "A" or
"B", as called out on the plans with Spokane County Standard grates. Inlet capacity
calculations, where necessary, are included with the calculation sheets.
Peak Flow, Valume and Disposal Calculations:
a. LRydrology Computation
There are basically 2 drainage basins created with the proposed improvements to Best
Road. The swales were calculated to hold the first ih" of runoff generated by the
required impervious asphaltic surfaces wittun the drainage basins as per the "208"
requirements. Following is an account of the drainage basins and disposal points:
• Basin "A"
This basm consists of the westerly portion of the roadway unprovements to Best Road
together with a portion of the existing adjacent property. The upper end of the basin
begins at an existing drywell and from there it drauis to the south end of the
improvements to a proposed swale.

- cul-de-sac, nevv sidewalk and alsa a strip of the adjaceat property that could licely flaw
toward the street. We assumed 4 driveways at lC' wide would be a portivn of tfie

da-}+well m the return and from t.here it drams to the southeasterly side of the craP-de-sac
and a groposed swale. The drywell is anticipated ta be lvcated wzthin the aight-of-vvay
and therefore subsequent maintenance will be completed by SpQkane Gvunry. The
majarxty of the swale Ys located vn prvperiy and there€ore that partion will be the
respaxsibility of Lot 12 to maintain.
