CONNECTION REQUIREMENTS
The following requirements must be met before a sewer permit can be issued for the
connection of 8211 E. South Riverway to the Town of MiUwood's sewer system:
The owner and his /her contractor must meet with the Spokane County Division of
Utilities, the Town of Millwood, and, if needed, the City of Spokane Valley to submit a
plan demonstrating as to how the connection will be made. The plan will require
approval from the Spokane County Division of Utilities, the Town of Millwood and, if
needed, the City of Spokane Valley.
The "Documentation Of Sewer Connection Requirements" and all other necessary
easements, operation & maintenance agreements, hold harmless agreements, franchise
agreements, lease agreements, and other permits needed to facilitate the connection must
be on file and, if needed, recorded with the Spokane County Auditor's office.
All applicable fees must be satisfied.

DOCUMENTATION OF SEWER CONNECTION REQUIREMENTS
This document shall serve to document the conditions under which Spokane County
Division of Utilities will allow an interim connection of the residence on Parcel No.
45063.9031 to the Town of Millwood's sewer system.
1. The owner of the property may construct an interim sewer service connection
that will connect to the Town's sewer system near the Town's westerly limit
along South Riverway. It shall be the property owner's responsibility to secure
the needed private easement(s) across adjacent property and/or permits from the
appropriate jurisdiction for use of any public right-of-way.
2. Construction of the service line shall be in accordance with the requirements of
Spokane County Division of Utilities, and shall be inspected by the Division of
Utilities. Inspection shall be scheduled through the Division of Utilities at least 24
hours in advance.
3. Upon connection to the Town's sewer system, the property owner will pay the
sewer General Facilities Charge to Spokane County Division of Utilities.
4. The property is located within the boundary of the Orchard Avenue Sewer Project
(the Project), which is currently scheduled for construction in 2005. The Division
of Utilities shall provide a service stub to the property from South Riverway in
conjunction with the Project.
5. Upon completion of the Project. the Division of Utilities will charge the owner the
Capital Facilities Rate (CFR) established for the project, less the General
Facilities Charge. The owner will have the same payment options for the CFR
that become available to other property owners within the Project boundary, as
set forth in Section 8.03 of the Spokane County Code. Options for payment will
include lump sum, or monthly payments over twenty years with interest.
6. Within one year of the completion of the Project, the property owner shall
reconnect the sewer service line for the residence to the stub provided by the
Division of Utilities, and abandon that portion of the service connecting to the

Town's system. A sewer connection permit shall be required for this
reconnection to the County system.
7. Once the reconnection to the County's sewer system is complete, the property
owner shall commence paying applicable monthly sewer service fees to the
County.
We agree to the terms set forth above by Spokane County Division of Utilities. We
recognize that the connection of the subject property to the Town of Millwood sewer
system will be an interim connection, and connection to the Orchard Avenue Sewer
Project will be required in the future. We further agree to pay all applicable charges
consistent with the charges assigned to other properties within the Orchard Avenue
Sewer Project.
