The soil and material testing is billed on a time and expense basis. A monthly invoice will be
prepared and sent to you for the inspection and materials testing. The amount of testing is
impossible to anticipate, and will require your contractor and construction manager to
coordinate with our inspection department. As you know, there are some soil and material
testing guidelines required by Spokane County, but the requirements are only the minimum and
additional testing may be required. STI Northwest requires 24 hours notice prior to any
construction activity.
The services described herein will be performed as needed and billed on the basis of time and
expense as outlined in the maximum hourly billing rates by job classification included in the
Work Authorization. We estimate the cost of inspection services as outlined above to be
approximately $12,055.00. Northwest Regional Facilitators shall also include provisions in their
construction contracts to back charge their contractor for the cost of STI services which may be
required for re-inspection or re-testing of facilities which failed to meet the required standards.
Billings for said re-inspections will be carefully identified on STI's billing to Northwest Regional
Facilitators. Northwest Regional Facilitators will be responsible to back charge their contractor.
It is also understood that no work shall commence within any portion of the proposed Spokane
County Right of Way without first obtaining a written permit and approved plans from the
County Engineer. It is also understood that any project facilities constructed without adequate
inspection and documentation by STI Northwest will be removed and reconstructed in
accordance with approved project plans and Spokane County Specifications, or STI will not be
, responsible for project certification or submission of record drawings to the County Engineer.
