The subject property is affected by the following land use action: * Final Plat of Ridgemont Estates No. 3 (PE-1437) Specifically, 23rd Avenue is a public Right-of-Way 60' wide with the property line located approximately 9.5' behind the back of street curb. An additional 10' wide non-exclusive Utility Easement is also dedicated by the plat and located' immediately behind the property line. Based upon the plat plans there are no public storm drainage or sanitary sewer facilities within the immediate easement area, except the sewer service stub for the subject lot. Spokane County Utilities should review & approve the grading plan. The Vera water district appears to have no facilities within the affected area, but should be confirmed. 2. There are no on-site drainage ways or off-site drainage issues posed by the grading. There are no site drainage requirements per the Spokane County Guidelines for Stormwater Management. 3. A rough yard pad has already been graded. The existing fill slope to the street is in an "over-steep" condition and encroaches entirely over the utility easement. A grading plan needs to be prepared which shows initial and final contours and any proposed retaining structures. The plan should show how standard 2H:1V slopes(or less) with UBC grading setbacks are achieved within the property and easement limits, or by an alternative retaining wall design.
