Fire Department approval of road/driveway access is required prior to commencement of any
combustible construction. Failure to comply will result in a stop work order and removal of any
combustible construction.
The grass area proposed on the site plan in the front yard setback satisfies SARP 2.2.6.5 to landscape
the front setback area. Therefore landscaping must be complete prior to issuance of certificate of
occupancy by either placing sod, or hydro seeding.
SARP 2.2.6.5 also requires the addition of at least one large tree within the front yard setback. A
minimum of one shade tree shall be planted in the setback area. The tree shall not be less than 2"
caliper at the time of planting.
The pathway connecting the door to the driveway shall be a minimum of 5' wide pursuant to SARP
2.3.2.3.c..
Private open space shall be provided as a concrete patio placed at the rear of the unit and shall be
constructed as proposed (15' W X 10' Deep).
SARP 2.4.2 requires a minimum of 1 parking space /2 br + units. The hardpaved parking area proposed
is adequate.
In order to satisfy the SARP 2.5.4.c of 20% glazing of the streetwall area, the windows on the second
floor shall be increased in size to 5'X5' as indicated on sheet 3 of 6 - Second Floor Plans.
The garage door shall be essentially as shown on sheet 1 of 6 — Exterior elevations with not less than
6.5 sq. ft. of windows on each door to satisfy the 20% glazing requirements per SARP 2.5.4.c
A top element shall be required at the top of the uppermost floor of the streetwall and sidewalls of the
structure. The top element shall be as shown on the detail submitted 1/26/10
A final inspection by Planning shall be conducted prior to issuance of certificate of occupancy from the
Building Division.
The garage is acceptable as proposed due to the ambiguity of the SARP code and the connection of the
building to public streets. This issue is currently being reviewe4d by staff for future implementation.

NOTICE
It is the responsibility of the applicant/permittee to see to it that the use described on the front of this permit complies with applicable codes and
requirements and that required inspections are requested. Failure to request inspections as listed below and obtain the necessary approvals before
progressing beyond the point where inspections are required may necessitate removal of certain parts of the construction at the applicant's/permittee's
or property owner's expense. At a minimum, the following inspections ARE REQUIRED by County Code:
1. FOOTING - all structures, including manufactured homes when forms and reinforcement are in place and prior to placement of concrete.
NOTE: This inspection includes review of the structure's setbacks from property lines. Minimum setbacks are established by County zoning
regulations. Front, flanking, side and rear yard setbacks are measured from property lines. Curb lines and fence lines are not necessarily indicative of
property lines. In some residential areas, the County can own as much as 20 feet of right-of-way between your property and the actual improved street/
curb. The responsibility to comply with applicable setback provisions lies solely with the permittee—neither Spokane County nor its authorized
representatives assume any responsibility for the verification or location of your property lines. Please verify their location prior to locating your
structure. Failure to properly locate the structure may require its relocation at the owner's/permittee's expense.
2. FOUNDATION - when forms and reinforcement are in place and prior to placement of concrete.
3. FRAMING - after all framing, bracing and blocking is in place, plumbing, mechanical rough -in inspections have been approved, and prior to
concealing.
4. INSULATION - prior to the installation of drywall.
5. PLUMBING - after rough -in, before covering, and final.
6. MECHANICAL - rough -in of piping, before covering, metal chimneys before concealment, and final.
7. FINAL - all permits - when complete when complete and prior to occupancy and/or use. Please provide 24 hours notice.
NOTE: In addition to inspection of the structure, this inspection includes review of site improvements (typically depicted on the approved site
plan) required by ordinance or as a condition of approval of this permit. Items such as the installation of fire hydrants, fire department access,
on-site drainage ('208 swales"), road improvements, parking, and landscaping are common requirements of a permit/site plan which
must be completed prior to final approval of a building or issuance of a Certificate of Occupancy.
8. MANUFACTURED HOMES - foundation inspections prior to pouring pads, inspection of Blocking/Tie-downs, when completed per manufacturers
installation instructions. Final Inspection approval prior to occupancy: stairs, handrails, skirting, etc., installations completed WAINSTag(s) must be
affixed to the home, completed inspection record card and manufacturer's installation instructions must be available on site.

PERMIT EXPIRATION
Unless otherwise noted, building, plumbing, fire and mechanical permits will be considered null and void by limitation if the work authorized by
the permit is not commenced within 180 days or is stopped for a period of 180 days, unless a written request for an extension of the permit is received and
approved by the Building Department prior to expiration. At a minimum an inspection should be requested at least once every 180 days to assure the
validity of the permit. Please call if you have any questions.
REFUNDS
All requests for building permit refunds must be made in writing by the applicant/permittee (shown on the reverse) no later than 180 days after the
date of fee payment. Refunds of not more than 80% of the permit fee paid may be authorized when no work has been done under the permit. No
refunds may be authorized more than 180 days after fee payment. Please contact the other agencies with respect to their refund policy on all other permit
types.

Dear Mr. Chubenko,
I have completed my review of the foundation only permits referenced above for the duplex units located
at 306, 308, 310, and 312 S Union Road. Your project is located within the Sprague and Appleway
Corridors Subarea Plan (SARP). This means that special regulations apply beyond those identified within
the Municipal Code. It appears that these regulations were not considered in the design of your project. I
am not able to approve the foundation only permit until the following issues have been addressed:
1. The sideyard setback in the Community Boulevard zone district is a minimum of 5' if there are
no living space windows (SARP 2.1.4). Pursuant to SVMC 19.40-1 Residential zone
dimensional Standards (3) setbacks, when adjacent to a private road or driveway easement, are
established from the inner edges of the road or driveway, and stipulates that the minimum setback
from a flanking road is 5'. The unit proposed on 306 S Union must be relocated such that it
provides a 5' setback from the inner edge of the easement along the west property line.
2. Pursuant to SARP 2.5.4.l.j garage and parking structure doors for all single—car wide garage
facades shall be set back a minimum of 6' behind the front wall of the primary building mass.
Please revise the site plan and plans accordingly for each building permit.
3. Private open space is required at a ratio of 60 square feet / per unit, which in this case means that
minimally you must provide 120 square feet of open space. Required setback areas shall not be
counted towards Private Open Space Provision requirements. Private open space shall be
provided in the form of yards, balconies, or patios. The minimum dimensions for private open
space in any single direction shall be four (4) feet if provided as part of a porch or balcony, and
eight (8) feet if provided as a deck, yard, terrace, or patio. Please indicate how this requirement
will be met by identifying this on each site plan. Note the materials that are proposed, i.e. wood
deck, concrete patio, grassy area, etc... (SARP 2.3.2.2.c)
The following details must be met prior to receiving a building permit for construction of the duplex
units. It is important that you are aware of these issues at this time, since they affect the site plan, and the
structure design.
4. Front setback areas shall be landscaped with plantings along the entire property frontage,
excluding hard paved driveways and shall include at least one large tree. Since this is a residential
use and your entry way is considered a stoop, you must provide one of the following edge
treatments (SARP 2.2.6.5).

a. Fenced Edge Treatment: A Fenced edge treatment is characterized by a low decorative
fence constructed at or very close to the edge of the public sidewalk (in this case 5' from
the access easement).
b. Terraced Edge Treatment: An edge treatment characterized by a raised, planted front
yard and decorative low retaining wall at, or very close in, the edge or the public access
easement.
c. Flush Edge Treatment: A landscaped front yard which is built at sidewalk grade ( in this
case paved access) and extends to the edge of the public sidewalk(paved access
easement).
Identify on each site plan the area to be landscaped, the landscaping materials to be used, and the
chosen edge treatment. If the edge treatment requires fencing or retaining walls note the location and
materials on the plan. Chain link fences may not be utilized in the front yard setback area.
A pathway connecting the public sidewalk to the front door and to any parking areas is required.
Since access to the site is via a private access easement, and a public sidewalk does not exist, a
pathway shall extend from the front door to the hardpaved parking area, or may extend from the
front door directly to the hard paved driveway. The pathway shall be a minimum of 5' wide.
(SAPP 2.3.2.3.c) Please revise the site plan.
A top element is required along the streetwall and sidewall of the building. This means that a
horizontal articulation (cap) shall be applied at the top of the uppermost floor of the facade, to
result in termination of the face that provides an attractive completion of the upper fagade
composition. The "cap" shall be architecturally integrated with any sloped roof volume that
occurs above the eave line. Please revise the building plans or provide a detail.
Per 2.5.4.c Overall wall composition for streetwalls shall contain at least 20%, but not more than
80% glazing in order to provide daylight into tenant space. This does not apply to side or rear
walls. Based on the dimensions provided on the elevation plans the streetwall area is 816 square
feet. Twenty percent would equal 163 square feet. It appears that the window area is
approximately 114 square feet. Please revise the plans to show how the minimum of 20 %
glazing requirement will be met.
