RE: Master Composter/Recycler Program
Dear Ms.Major,
Thank you for making the Master Composter/Recycler Program available to residents of the City of
Spokane Valley. We are in the process of modifying our Coordinated Prevention Grant(CPG)through
the Washington State Department of Ecology to use CPG fund to pay for the costs of up to three
Spokane Valley citizens to attend the Master Composter/Recycler classes each year in 2016 and 2017.
Perinformation provided by Mr.Bill Wedlake,the City of Spokane Valley will be invoiced a total of
$467.00 per participant based on actual number of participants,up to a total of three participants in 2016
and three participants in 2017.

The$467.00 per participant includes the following:
• Training
o Six lecture/discussion/hands-on sessions taught by Master Composters/Recylers and
SCRSWS staff,plus the Compost Fair at Finch Arboretum's Arbor Day celebration.
• Supplies
o Books
o Manual
o Shirt
o Brochures and handouts
o Nametags
o Misc.class supplies
• Coordination of volunteer opportunities and completion of required 40 volunteer hours to staff
composting/recycling education events in Spokane Valley(Events at Spokane County
Fairgrounds qualify)
• Documentation of participants' names and contact information and fulfillment of volunteer
commitment
• Copies of CPG metrics reported as attributable to this program for the reporting years of 2016&
2017
• Invoice and reports of metrics to be submitted no later than two weeks after the end of the
quarter in which training was provided to:
