Per your request, I have received an estimate from our traffic section for the traffic signal ; upgrade of the Barker/Appleway intersection. That signal upgrade will allow protected north and southbound left turns from Barker Rd. The estimated costs for the signal upgrade are $100,000 and represent signal work and equipment only and do not include any amounts for the paving of any turn lanes. Based on the condition of approval #34 for the Turtle Creek preliminary plat, you will need to provide $10,000 (10% of the signal upgrade) to the escrow account. The applicant shall provide grading and erosion cona-ol plans prior to finalization of any phase of the proposed development. 36. 1`he private roads as shown on the preliminary plat are not acceptable to the County Engineer. Redesign of a private road would be required prior to approval of any final plat for this proposal. SPOKANE COUNTY DIVISION OF UTILITIES 1. WA 99201 RE: Turtle Creek Third Addition Dear Frank, - Thank you for sending me the information to show that the above-mentioned plat is outside of the regulated 100-year floodplain. All lots are above the base flood elevations as shown on the Federal Insurance Rate Map for that area. None of the lots in Turtle Creek Third Addition will require floodplain development permits from this office prior to construction. The language on the face of the plat requires only those lots that are impacted by the floodplain to meet the , requirements of the National Flood Insurance Program, and chapter_ 3.20 of the Spokane County Code. Because none of the lots are associated with land within the floodplain, none of the lots will be impacted by floodplain regulations. This includes that purchasers do not need to be warned of the potential for flooding. It also means that deeds to transfer ownership within Turtle Creek Third addition do not need to carry floodplain information. , I hope this information is helpful, I have let our pernut clerks know that the lots within this plats are free of floodplain regulation. As discussed, there was language required to be placed on the final plat relating to the flood plain. This was drafted onto the final plat and recorded. However 1PEC had previously surveyed in the actual flood zone and it was determined that none of the proposed lots was affected. We now need to eliminate the language from the recorded final plat.
