' EXPIAES Dean Franz, P.E. . 1 GENERAL ' The proposed plat of Carnahan Crest, Phase 2 is a development of 4 duplex residential lots located east of Carnahan Road, south of 17' Ave., and within Spokane County, Washiagton. The proposed plat is located in Sec. 26, Township 25 N.,Range 43 E., W.M. The plat is approximately 1.8 acres, with approx. 0.6 acre for the residential duplex units, the remained is designated for open space. The plat will utilize the road and drainage facilities which were designed for Carnahan Crest, and approved by Spokane County on May 4, 1990. The site will be accessed through the use of private roads, and Grassed Percolation Areas (GPA) for stormwater treatment a.nd disposal. The site consists primarily. of dryland native grasses with some scattered trees. The site generally drains to the northwest, towards Camahan Street. Slopes vary from nearly flat to about 2%. A location map/soils map has been included within the appendix of this document for reference. There are no natural or man-made drainage channels located on-site. The drainage facilities serving both Carnahan Crest and Carnahan Crest Phase 2, are all located within the Carnahan Crest plat. Presently, the approved drainage design for Carnahan Crest provide for GPA. Some of the GPA areas will be modified and enlarged to accommodate the addition of two duplex units. PURPOSE The purpose of this Drainage Report is to present a drainage design approach which is planned to be used in the course of site development. The Drainage Plan is prepared to be in conformance with design standards of the Spokane County C'ruidelines for Stormwater Management. ANALYSIS METHODOLOGY d'c DESIGN Spokane County Guidelines for Stor»rwater Management (GSIv) specify the site analysis for . stormwater pond retention and disposal is to be analyzed using the Bowstring Method. The design , storms are: 10-yr on-site only, and the 50-yr storm event for on-site plus off-site area. The worse- case scenario is to dictate the design. The Bowstring calculations are provided in the Appendix. The analysis demonstrates that two Type `B' standard drywells are needed. A third Type `A' drywell has been added to provide an additional factor of safety. SUBSURFACE SOIL CHARACTERISTICS The Spokane County Soils Survey map (Sht. 74), see Exhibit `B', shows the site consists of preapproved soils Marble Sandy Loam (McB), which is pre-approved for standard drywell discharge, per Spokane County dra.inage sta.ndards C'ruidelines for Stormwater Management (GSM). Spokane County conducted an on-site subsurface investigation in 1989. Three borings were dug on the project site to a depth of approximately 20 ft. The soil logs confirmed the presence of a very granular soil to the depths investigated. See the Appendix for a copy of these soil logs. Inland Pacif~cc Engineering Co. Runoff flows onto the site by sheet flow. The contributing off-site area is 1.66 acres. DRAINAGE MAINTENANCE The present plat of Carnahan Crest has ma.intenance responsibilities of the drainage facilities designated to the CARNAHAN CREST OWNERS ASSOCIATION, in a Covenant recorded on July 10, 1990, per Auditors # 9007100278. The same homeowners assoc. will be responsible for maintainiag the dra.inage facilities. A drainage easement will be granted to Carnahan Crest Phase - 2 property for the use of the drainage system. Drainage Summary Storm Ponds for Basin A(qer Basin Map) . The plat of Camahan Crest Phase 2 will have access from the private roads in Camahan Crest, first phase. Therefore, a portion of the drainage facilities in the first phase are to be modified. The modifications are limited to the drainage basin which will be impacted by the second phase, which is Basin A. The subdivider/sponsor will construct the private roads and associated drainage facilities in conformance with the apprvved plans on file in the County Engineer's Office. 2. A lot is served by the private road when: (a) the only road frontage for the lot in the Development is on the private road; or (b) a lot having frontage on more than one road (public or private) constructs an approach to the private road. 3. THE CARNAHAN CREST OWNERS ASSOCIATION or their successors in interest shall maintain the private roads and associated drainage facilities in canformance with the approved plans on f ile in the County Engineer's,Off ice. . 4. The owner(s) of any lot created by the Development or alteration thereof and served by a private road shall be responsible for f inancing the maintenance of said private road including associated drainage facilities. 5. Maintenance f inancing of the private roads and associated drainage facilities shall be in a manner determined by THE CARNAHAN CREST OWNERS ASSOCIATION or their successors in interest. 6. Should THE CARNAHAN CREST OWNERS ASSOCIATION be terminated for any reasons, the successors in interest shall be the individual lot owners, or their successors in interest, who are members of THE CARNAHAN CREST OWNERS ASSOCIATION at the time of said termination. , 7. In the event such private road including associated drainage facilities is improved to Spokane County standards for public streets, and the'County is willing to accept the dedication of such road and drainage facilities, each lot owner shall execute any ' documents necessarY to accomplish such dedication. 8. Owners of lots within the Development who are served by such , road, may sue and recover damages and attorneys' fees from any owner of any lot within the Development which is similarly served who refuses to participate in the road and drainage facilities construction, financing, and maintenance. 1 . . . . . . . . . . . . .r ti,.. ' ~ . . .l 9. -WARNING: Spokane County has no responsibility to build, , improve, or maintain or otherwise service the private roads and associated drainage facilities contained within or providinq service to the property described in this Development. By accepting this development or subsequently by allowing a building permit to be issued for property on a private road, Spokane County assumes no obligation for said private road and the owners hereby acknowledge that the County has no obligation of any kind or nature whatsoever to establish, examine, survey, construct, alter, repair, improve, maintain, provide drainage or snow removal on a private road or its associated drainage facilities. 10. Whenever THE CARNAHAN CREST OWNERS ASSOCIATION or their successors in interest fail to maintain the drainage facilities in conformance with the approved drainage plan, a notice will be given to THE CARNAHAN CREST OWNERS ASSOCIATION or their successors in . interest by the County. If not corrected after 10 days, the County has the right to correct the maintenance failure or have it corrected at the expense of THE CARNAHAN CREST OWNERS ASSOCIATION or their successors in interest. . 11. Spokane County daes nat accept the responsibility of maintaining the drainage course on private lots within drainage easements or f loodplain areas, nor the responsibility for any drainage, whatsoever, including but not limited to inverse condemnation to any properties due to deficient construction and/or maintenance of drainage courses in drainage easements on private property. 12. This covenant and agreement shall run with the land and shall be binding upon the owner, their heirs, successors~or assigns, including the obligation to participate in the maintenance of the private road and drainage facilities as provided herein. Dean, ` The County Engineers have performed a cursory review of the road and drainage plans for this project. The drainage plan and calculations, as submitted, appear -to meet the standards as they are set forth in the C'ruidelines for Stormwater Management, with one exception. This is discussed below. The road plans previously approved by the County for Phase 1 are not acceptable. As you are aware, these plans were approved by the County on May 4, 1990. Section 2.02, Paragraph A, Clause 3 of the 1981 Spokane County Road Standards states that plan approvals are effective for two years; therefore, these plans expired on May 4, 1992, over six years ago. . Because Carnahan Crest Phase 2 requires access through Carnahan Crest Phase 1 via roadways that are not constructed and do not have approved plans on file with the County, the County Engineers must require the resubmittal of the road and drainage plans for these roads. Specifically, the. roads in question are 17`hLane and Viewcrest Lane. fllso, Section 2.021 Paragraph A, Clause 3 of the 1981 Spokane County Road Standards states that expired plans shall be revised to reflect current standards. As such, the plans that are resubmitted must conform to the 1995 Spokane County Road and Sewer Stcnrdacrds for Construction, as amended. With this in mind, it appears that there are at least three deficiencies in the expired plan. First, adequate turnarounds have not been provided at the termini of Viewcrest Lane. Second, the intersection return radii at 17" Lane and Viewcrest Lane do not meet the current 30' standard. Third, an erosion and sediment control plan must be submitted to 1026 W. Residential net densities in the Urban category should range between 1 and 17 units per acres. The proposed density of 2.1 units per acre is in accord with the density range suggested by the Urban category. 2. Arterial Road Plan: The proposal has direct access to 17th Lane and Viewcrest Lane which are designed as private roa.ds and are not designated arterials on the Arterial Road Plan. The nearest arterial is Carnahan Road which is located approxi.mately 300 feet west of the proposal, The Arterial Road Plan designates Carnahan Road as a Minor Arterial with a recommended right-of-way width of 80 feet. 3.. County Parks Plan: The Spokane County Parks and Recreation Plan identifies Dishman Hills Natural Area and Edgecliff Park as the nearest park facilities. : Edgecliff Park is designated as a Neighborhood Park and is located approximately 2 miles southeast of the proposal at Eighth Avenue and Park Road. The Dishman Hills Natural Area is designated as a Conservation Area and is located approximately 3 miles southeast of the proposal,,just south of Sprague Avenue and Sargent Road. (See Item S). C. Site Characteristics: The site is presently undeveloped, vacant and reladvely flat. Evergreen trees, natural ground cover, and rock outcroppings are located throughout the site. D. Neighborhood Characteristics: The surrounding area is developed with single family residences to the north, east and wesL Most of the area to the south consists of large acreage tracts, some with single family residences. E . Zoning Analysis: Prior to the implementation of the Spokane County Zoning Code on January 1, 1991, the site and surrounding area was zoned Agricultural Suburban (AS) under the, now expired, Spokane County Zoning Ordinance. Most of the area which has been developed, was developed consistent with the density and development standards under the Zoning Ord.inance. There has not been any recent zone reclassification'requests in the surrounding area. A Homeowner's Association will be created to own and maintain the common open space. As designed, the common open space serves as buffer between the existing residential developments located to the north and east of the proposal. I. Density: The net density is approximately 2.1 units per acre which is consistent with the Urban Residential-3.5 (UR-3.5) zone and the density guidelines suggested by the Urban category of the Comprehensive Plan. J. Drainage: A drainage plan is required. The Planning Deparanent has detennined that "No probable significant adverse impacts" wofild result from the proposal being developed and has issued a Determination of Nonsignificance ("DNS"). I The "DNS" was circulated to 14 other agencies of jurisdiction and other agencies/deparnnents affected by the future development for review and comment. The "DNS" comment period ends November 15, 1994 and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by norice on a sign posted on the proposal site. The Hearing Examiner may consider additional environmental related testimony at the public hearing. IV. PLANNING DEPARTMENT SUMMARY AND RECOMMENDATION The preliminary plat and planned unit development is consistent with, and implements the Goals, Objectives, and Decision Guidelines of the Urban category of the Comprehensive Plan . The subdivision, as proposed, generally conforms to the development standards of the exisang Urban Residennal-3.5 (LTR-3.5) and Planned Unit Development (PUD) zones. As conditioned, the preliminary plat/planned unit development makes appropriate provisions for parks, open space, public water, schools, and other services as required by Revised Code of Washington (RCVV) 58.17.110. The Planning Department recommends approval, as conditioned. V. CONDITIONS OF APPROVAL i. All conditions imposed by the Hearing Examiner Committee shalt be binding on the t' Applicant", which terms shall include the owner or owners of the property, heirs, assigns and successors. ii. The conditions of approval apply to the preliminary subdivision of record., I SPOKANE COUNTY PLANNING DEPARTMENT , 1. The proposal shall comply with the Urban Residential-3.5 (UR-3.5), Aquifer Sensitive Area (ASA) and Planned Unit Development (PUD) Overlay Zones, as amended. 2. The final plat shall be designed substantially in conformance with the preliminary plat of record. No increase of density or number of lots shall occur without a change of condition application submittal and appmval. 3. The Planning Director/designee shall review any proposed final plat to ensure compliance with these Find.ings and Conditions of Approval. 4. No building permit v;ill be issued for any lot within the final plat until certified by a Washington state-licensed engineer that "the water system has been installed pursuant to the approved Water Plan for the final plat" including a signed license stamp. The certification may be in the form of a letter, but is preferned to be certified on a copy of the Water Plan as a schematic map showing the "as-built" water system , , 15. The Water Plan and the above four (4) conditions of approval regarding the Water Plan may be waived by the Planning Director/designee upon receipt of letters from the appropriate water purveyor and fire protection d.istrict stating that simple connections to an existing, approved water system will provide adequate domestic and fire protection water to ensure the public health, safety and general welfare. 16. A survey is required prior to the filing of a final plat. 17. The final plat dedication shall contain the following statement "The private roads and/or common areas shown on this plat are hereby dedicated to the homeowners association created by document recorded under State document no. 18. The dedicatory language of the final plat shall state "The private roads and/or common areas cannot be sold or transferred, regardless of any provision in the covenants to the contraiy, and shall be considered subservient estates for tax purposes to the other':lots created herein." 19. The PUD final plat shall indicate all exterior boundary setbacks, as well as setbacks from roadways and individual lot lines. 20. A copy of the homeowners/property owners' association articles of incorporation and/or bylaws andlor covenants and restrictions, together with any other provisions for maintenance of common areas and facilities, shall be submitted for review and approval to the Planning Department prior to finalizing. 21. The final plat dedication shall include: "No detached single-family dwellings or manufactured homes are allowed on any lot. All tracts with any lot line designated Center Duplex Lot Line shall be restricted to one common-wall -dwelling unit (one-half [ 1/2] duplex), provided the common wall is aligned over or with the Center Duplex Lot Line, and provided that each unit (hal fl is totally on its. side the of center lot line when said lot line is extended vertically beyond the- roof line." 22. The final plat is to identify the duplex common-wall lot line as center duplex lot line, and the line is to be drafted as a continuous "dash-dot-dash." 23. The final plat dedication shall include: "The owners, heirs or assigns of each dwelling unit of each duplex structure do hereby agree to retain the color, texture and type of materials of the duplex exterior, and further agree that any 'change' to said exterior shall have the written mutual approval of both owners of each half of the duplex prior to initiating construcrion of any such 'change' to the exterior. The word "applicant':' shall include the owner or owners of the property, his heirs, assigns and successors. ~ 5. To construct the road improvements stated herein, the applicant may, with the approval of the County Engineer, join in and be a willing participant in any petition or resolution which purpose is the formation of a Road Improvement District (RID) for said unprovements, pursuant to RCW 36.88, as amended. At such time as an RID is created or any Road Improvement Project is sanctioned by Spokane County, the improvements required (curb, sidewalk, drainage control and paving to existing pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees and assigns. This provision is applicable to Carnahan Road. 6. As an alternative method of constructing the road improvements stated herein, the applicant may, with the approval of the County Engineer, accomplish the road improvements stated herein by joining and participating in a County Road Project (CRP) to the extent of the required road improvements. DESCRIPTION OF WORK Inspection by STI Northwest personnel or other agency personnel shall not relieve the contractor of his responsibility to construct the facilities covered by this agreement to the line and grade shown on the approved plans or as staked by the engineer. This contract agreement does not include construction management, scheduling activities, or preparation of irrigation "Record Drawings" as required by Spokane County for final acceptance of the street and drainage plans. 1. The scope of these construction engineering services includes: A) Periodic observation and reporting of specific construction activities on this project which include; Subgrade, Bases, Pavement, Storm Drainage, and Material Testing; B) Maintenance of all construction records related to construction activities outlined in paragraph "A" above, which may include; daily inspection reports, manufacturers' certifications, material test reports, and correspondence; C) Assurance that the construction of the roads is according to the approved plans accepted by the Spokane County Engineer, Spokane County General Provisions, the Standard Specifications, and applicable portions of the WSDOT Construction Manual; D) Development of Post Construction Record Drawings for Street and Storm Drainage Facilities; it is understood the facilities inspected by firms other than STI Northwest will be certified by those firms in a form acceptable to Spokane County; E) Coordination of the testing of construction materials for compliance to the plans accepted by the Spokane County Engineer, Spokane County General Provisions, the Standard Specifications, and applicable portions of the WSDOT Construction Manual. 2. Prior to acceptance of the roads and drainage facilities by Spokane County, the Engineer shall submit all construction records and the Record Drawing to the Spokane County Engineer. 3. The effort to complete inspection and certifications in accordance with Spokane County requirements varies widely and is closely related to how well your contractor plans his activities, communicates with our inspection staff, and the quality of his work. A pre- construction meeting with the contractor, project sponsor, and STI staff is strongly recommended prior to commencement of any construction activity. This meeting will be held to determine the schedule, client contact, owners representative, and payment responsibility for re-inspection charges for incomplete or inadequate work. Inspection page 3 STI Northwest will provide as much soil and materials testing in house as possible, but will not hesitate to use outside consultants where their specialty is required. We feel we can provide better service in quality control, and streamline the inspection process as required by Spokane County. The soil and material testing is billed on a time and expense basis. A monthly invoice will be prepared and sent to you for the inspection and materials testing. The amount of testing is impossible to anticipate, and will require your contractor and construction manager to coordinate with our inspection department. The services described herein will be performed as needed and billed on the basis of time and expense as outlined in the maximum hourly billing rates by job classification included in the Work Authorization. We estimate the cost of inspection services as outlined above to be approximately $1,425.00. We also estimate the cost of soil and material testing to be approximately $965.00. Ted Clark agrees to provide certifications to STI, or arrange for appropriate certifications from other firms. Ted Clark shall also include provisions in their construction contracts to back charge their contractor for the cost of STI services which may be required for re-inspection or re-testing of facilities which failed to meet the required standards. Billings for said re-inspections will be carefully identified on STI's billing to Ted Clark. Ted Clark will be responsible to back charge their contractor. It is also understood that no work shall commence within any portion of the proposed Spokane County Right of Way without first obtaining a written permit and approved plans from the County Engineer.
