Construction Inspection
STI Northwest W.O. # 98444
STI Northwest will perform Construction Inspection and Material Testing services as outlined
below and charge for said services on the basis of time and expense.
A. ROAD and SEWER CONSTRUCTION INSPECTION OF:
1. Earthwork and subgrade preparation.
2. Placement and compaction of all base material, and pavement.
3. Placement and compaction of sewer backfill.
4. Verification of Side Services, and marker posts.
5. Curb and sidewalk installation.
6. Drywells, inlets, and general facilities.
7. Temporary drainage facilities.
8. Erosion control.
9. Coordination with Spokane County.
10. Preparation and submittal of street and drainage "Record Drawingsu, prepare and
submit sewer "Record Drawings".
11. Soil and material testing for compaction and backfill for items 1 thru 5.
B. Direct Expense
1. Mileage at $0.30 per mile.

STI Northwest will provide as much soil and materials testing in house as possible, but will not
hesitate to use outside consultants where their specialty is required. We feel we can provide
better service in quality control, and streamline the inspection process as required by Spokane
County. .
The soil and material testing is billed on a time and expense basis. A monthly invoice will be
prepared and sent to you for the inspection and materials testing. The amount of testing is
impossible to anticipate, and will require your contractor and construction manager to
coordinate with our inspection department. As you know, there are some soil and material
testing guidelines required by Spokane County, but the requirements are only the minimum
and additional testing may be required.
The services described herein will be performed as needed and billed on the basis of time and
expense as outlined in the maximum hourly billing rates by job classification included in the
Work Authorization. We estimate the Time and Expense charges to be approximately
$4,550.00 for the inspection services outlined above on a one time basis, and you should
budget $800.00 for soil and material testing. Buster Heitman agrees to provide to STI or
arrange for appropriate certifications from other firms and to include provisions in their
construction contracts to back charge their contractor for the cost of STI services which may be
required for re-inspection or re-testing of facilities which failed to meet the required standards.
Billings for said re-inspections will be carefully identified on STI's billing to Buster Heitman.
Buster Heitman will be responsible to back charge their contractor.
It is also understood that no work shall commence within any portion of the proposed Spokane
County Right of Way without first obtaining a written permit and approved plans from the
County Engineer. It is also understood that any project facilities constructed without adequate
inspection and documentation by STI Northwest will be removed and reconstructed in
accordance with approved project plans and Spokane County Specifications, or STI will not be
responsible for project certification or submission of record drawings to the County Engineer.

residential development that were observed during a field inspection performed on December 10,
1998. The items listed below either have not been completed, or are currently in non-conformance
with the approved project's plans and specifications and applicable Spokane County Standards for
Road and Sewer Construction. This letter is based on items observed during a site visit on December
10, 1998 and is limited to areas of the improvements whose adequacy could be visually determined
at the time of our visit. The absence of construction items from this list in no way implies that any
unlisted item(s) have been approved or aze acceptable under current County Standards.

1. A three-ring bound set of inspection and testing reports for the work constructed. Included
within this binder are the following sections which document the scope and nature of the
inspection work provided.

C. Daily Reports
2. A set of mylars and two bond copies for your files. Please note that these mylazs are new
mylars ("Record Drawings") and should replace or supplement the mylars that you currently
have for this project.
It should be understood that this submittal provides certification for the initially constructed items
associated with this project. This certification only implies that the items shown were substantially
built as designed, and only valid the day the as-built survey and visual certification were performed
by this engineer. This certification makes no guarantee that other construction activities associated
with overall plat build out such as home builders or new home owners have not in fact dislodges,
destroyed, filled in or in any manner affected any of the items certified. It should be noted that this
letter does not relieve the contractor or developer from the warranties implied within their bonding
documents.

cubic feet with three Type B dryvvells, or 4,370 square feet of pond bottam area. Therefa$e, `20$'
volume gavens, and Pond J zs required to lave a minimuan of 5,514 square feet vFpond bottom area
to handle the `208' ireatment for basirts 4 M, 0, Q, and R.
Pond J was originally designed to pravide 5,555 square feet of pond bottom area. However, with
cansttruction only 5,155 square feet was pravided, 400 square feet less than designed. Therefore, this

F'vnd K, which was included ui the angunal drainage report to handLe nanoff from Basin S, has been
eIirn.inated from the plans with this phase of development. Therefore, Basin S will be added ta thie
'208' and Bavvstring calculation for Basins H, M, D, Q, and R, and will drain into Pend J.
A new basin has beera added, Basin Z, which is created by the high point o£ Shelley Lake Lane, at
approximate station 36+24. The creatian of this basin decreases the ariginal sizes of Basins S a.nd
Q.
Therefore, tvvo bowstring calculatians are included in this report. The first calcuTatian is for Basins
H, M, C}, Q, R, and S, and the secand is for Basin Z.
The revrsed bawstring ~aleutation far B~in req~uires 2,160 ~bic ~'eef of storage for bvwstrin

r~r~irement, an ~s~ 2,793-cuhic feet of storage is regupred fvr'208' treatrnent. Therefore, 2,793 cubic
feet of volume rnust b~ prvuided in the ~'trst 6" of pond depth, or 5,586 square feet of pond bottom
area must ~ae rovided. Hvwever, as constructed during the initial Shelley Lake P1at construction,
,330 square feet),of storage. Therefore, we propase to
canstruct fow small izaterme6ate p4nds within Basin R and one within Basin Q in the Shelley
Lake V Additian Tocated on Lot 1 and between Lats 2 and 3, 4 aud 5, 7and 8, and 22 a.nd 23.

pands in Basins TZ and Q, the revised Pond J calcuiations to include Basin S, and the addition af

You had seVeral questions. VVe had previausly cnntacted TrB ❑ur pramary funding sou.rce
about £unding far the above signal. They stated they would not fund a signal that was nat
warranted. This signai daes nat have warrants. Yau braught up two issues which have
als❑ been repeated by Tatid Whipple of IPEC.

however tv gv wit'h the condicians in PE 1750 94 Shelley Lake whseh tequire you to mstall a signaT at
Cvnklin when warranted. We will place cvnduit fur the future signal at Conklin m our Sprague
praject.
