Civil Plan Acceptance
The Civil Plans for the above-mentioned project, which Development Engineering
received on October 28th, 2009, have been reviewed and found to be consistent with
pertinent development regulations and thus have been accepted.
Prior to Development Engineering signoff on the grading permit,the following items
shall be addressed:
1. The project engineer must submit Mylars for signature.
2. The City has available in AutoCAD 2006 a plan acceptance construction stamp.
This stamp may be placed on the Mylars. If you would like this stamp,please
contact Development Engineering via email. If you are going to include the
stamp on the mylars,please include the following information:
a. Project#: SHP-15-08
b. Project Name: McManus Short Plat
c. Date Accepted: 10/30/09
d. Acceptance Expires: 10/30/11
e. Development Engineering Designee: (Development Engineering
signs/initials)
f. Project Lane Miles Public: (Applicant's Engineer fills in)

3. The project engineer must make five paper copies of the signed Mylar. The
original Mylar and the paper copies must be returned to the Permit Center to then
be forwarded to Development Engineering.
4. Submit a full set of lot plans.
5. Revisions shall be noted on a copy of the approved final civil plans and shall be
labeled Record Drawings.
6. A pre-construction conference is not required. Contact Rod Pegram regarding
certifications and project close-out.

Review Comments for Submittal#3
Development Engineering has reviewed your submittal of the Civil Plans for the above-
mentioned project. In the process, there were items that we found needing additional
attention. For us to continue our review,we request that the following be addressed:
1. Show both sides of the Valleyway Avenue ROW. Our initial ROW and Border Easement
dedication requirements were based on the Valleyway Avenue ROW corresponding with
the centerline of the street. It appears that may not be the case.
2. Obtain approval from the Spokane Valley Fire Department. They had not received the
latest submittal, and may require additional radii off of Nixon Avenue to make the
current proposed configuration work.
3. Address future maintenance of the shared driveway. If a Homeowner's Association is not
planned to be formed,provide a Maintenance Agreement.
All submittals must be submitted to the Building Department Permit Center located at 11703
E Sprague Avenue, Suite B-3.

Dear Mr. Brodwater:
The Spokane Valley Fire Department has the following requirements for SHP-15-08:
1. Dead end fire apparatus access roads/driveways longer than 150 feet shall have
• an approved turnaround per IFC 2006—Appendix D,
2. Private driveway shall meet current driveway standards. (Minimum 20 foot
driving surface and 28 foot turning radius.)
3. Fire apparatus access road/driveway less than 26 feet wide and turnaround shall
be posted on both sides as"No Parking—Fire Lane."
4. Addresses for Lots 2 3, and 4 shall be posted at the entrance of private drive so
they are visible from Mixon during and after construction. Numbers shall be a.
minimum 4"tall and contrasting to background. An arrow shall be used to
indicate the direction of the addressed property.

5. One new fire hydrant needs to be installed at the following location:
On the corner of Nixon and Adams
a. Hydrants shall stand plumb. The traffic breakaway flange is to be set at
the finished curb/grade elevation with the lowest outlet of the hydrant no
less than 18 inches above the curbrade. There shall be a clear area
around the hydrant of not less than 36 inches as measured from outside
edge of the barrel or outlet ports,whichever is greater,for clearance of a
hydrant wrench on both outlets and the control valve.
b. All fire hydrants shall have a minimum of three outlets one 4-112 inch
inside diameter pumper outlet and two 2-1/2 inch inside diameter outlets.
Threads on all outlets shall be National Standard Thread(NST).
• c. The pumper port shall face the street. Where the street cannot be clearly
defined or recognized, the port shall face the most likely route of
approach and location of the fire apparatus while pumping, as determined
•by the local fire protection authority.

Review Comments for Submittal# 1
Development Engineering has reviewed your submittal of the Civil Plans and Drainage
Report for the above-mentioned project,which Development Engineering received on July
9th,2009. In the process,there were items that we found needing additional attention. For us
to continue our review, we request that the following be addressed.
1. Expand the project limits to show the portion fronting Valleyway Avenue, and include
the requirements from item# 1 of our May 23rd, 2008 Pre-Application Memorandum.
2. Provide a Maintenance Agreement for the shared driveway and associated drainage.
3. Placement of the proposed shared driveway will change an existing sheet-flow condition
into a concentrated flow condition onto Lot 4. From Section 2.2.5 of the Spokane
Regional Stormwater Manual: "Stormwater runoff shall not be concentrated onto down-
gradient properties where sheet flow previously existed and shall not be diverted to points not
receiving stormwater runoff prior to development."
4. Apply for a Grading Permit.
5. Provide Lot Plans.
