Street and Drainage Plan Conditional Acceptance
The Civil Plans and Drainage Report and other supporting documents for the above-
mentioned project, which Development Engineering received on date, have been
reviewed and found to be consistent with pertinent development regulations and thus
have been accepted provided the minor corrections described below are done.
Prior to Development Engineering signoff on the grading permit, the following items
shall be addressed:
1. Prior to submitting the mylars, please email to me pdf s of the plans showing the
following minor corrections for review:
a. Standard Note #1 — refer to the 2001 not 2003, Spokane County Standards
for Road and Sewer Construction
b. Street Section for Station 6+73 to 7+08 — Change note so it reads
Pavement width varies from 20 feet (not 19') ...
c. "NO Parking — Fire Lane" signs shall be installed on the east and west
sides of the temporary turnaround.
d. Note 15 in Sheet C2.1 — shall refer to the Figure D103.6 of Appendix D of
the 2006 International Fire Code for sign configuration and requirements.
e. The lot plans should include all applicable swale dimensions and a cross
section drawing as per Appendix 3C.
2. The project engineer must submit Mylars with the corrections for signature.
3. The City has available in AutoCAD 2006 a plan acceptance construction stamp.
This stamp may be placed on the Mylars. If you would like this stamp, please
contact Development Engineering via email. If you are going to include the
stamp on the mylars, please include the following information:
a. Project #: SHP 10-09 (100000258)
b. Project Name: Marshalkin Short Plat
c. Date Accepted: March 12, 2010
d. Acceptance Expires: March 12, 2012

4. Once signed by Development Engineering, the project engineer must make five
paper copies of the signed Mylar. The original Mylar and the paper copies must
be returned to the Permit Center to then be forwarded to Development
Engineering.
5. Revisions shall be noted on a copy of the approved final civil plans and shall be
labeled Record Drawings.
6. A pre -construction conference is required. Please contact Rod Pegram, the
Development Engineering Construction Inspector, at 720-5324 to schedule this
meeting. Attendees shall include the Project Engineer, the Applicant/Developer,
the Contractor, the Onsite Inspector who will be certifying the project and, if
known, the subcontractors for concrete and asphalt. Meeting will not be held if
these people are not able to be present. Prior to the meeting, it should be
determined who will supply the weekly reports, the certification package and who
will perform the testing.
Next steps:
7. Contact the Planning Department (Martin Palaniuk/720-5031) for additional
conditions that may exist.
8. Contact the Permit Center (720-5240) for other requirements and needed permits
(e.g. right-of-way obstruction permit).
9. Final Plat —
a. Prior to final plat submittal, please contact Wayne McGavran at
wmcgavran@spokanevalley.org or 509-720-5323 to obtain plat language
from Development Engineering.
b. A maintenance agreement is required. An example is available upon
request.
c. The O&M Manual needs to be accepted prior to final plat approval. Make
the following revisions:
i. Homeowners are responsible to maintain the stormwater swales in
perpetuity. The property owners are responsible to maintain the
stormwater structures (i.e. drywells) and street infrastructure until
such time when Olive Avenue is widened to its full width and the
City accepts the improvements. At that time, the City will take
over the maintenance of the drywell and street infrastructure.
ii. Under Maintenance Plan -4th paragraph: temporary turnaround
easement is in effect until the street is extended and turnaround is
not deemed necessary by the City and the Fire Department.
iii. Indicate that swales need to be mowed periodically and vegetation
kept alive.
iv. Make a note that drywells should be vactored if significant
material builds up within the barrel.
v. The O&M indicates that just the temporary access easement is
required to be kept clear of snow for emergency access. The Fire

Lane and entire is required to be kept accessible for emergency
vehicles.
d. Prior to acceptance, the applicant or successors in interest shall submit:
i. Drywell registration records
ii. Per Spokane Regional Stormwater Manual methods, a qualified
licensed engineer shall evaluate, classify and document the soils in
the excavated drywell infiltration zone and estimate their
infiltration rate prior to installation of the filter fabric, drainage
rock or drywell barrel and shall submit a copy of the
documentation to the City of Spokane Valley Development
Engineering. If the engineer determines that the soils in the
drywell infiltration zone will be unsuitable or incapable of
infiltrating storm water at the design flow rate or that a condition
exists preventing the drywell from functioning as designed, the
design engineer shall be notified and the design revised to meet
existing conditions. Any revisions to the design shall be submitted
to the City of Spokane Valley for review and acceptance.
iii. Improvements are to be either constructed and accepted (by the
Development Engineering Construction Inspector) or covered by
surety or a combination of both. For sureties, the City only accepts
Letters of Credit or Cash Savings Assignments.
