I received the above referenced project application on Feb. 20, 1997. The Development Services Section of
Spokane County Engineering has determined this application to be technically incomplete for the following
reasons:
• There was no "Agreement to Pay Fees" submitted with the application package as required by Spokane
County Resolution No. 96-0293, Section .050 Determination of Completeness Paragraph (A) (5).
These are the currently adopted administrative rules to implement the requirements that are contained in
Substitute House Bill No. 1724, State of Washington. This resolution went into effect on March 31, 1996.
The relevant section states the following: "Counter complete status may also include applicable fees
and, in the case of the Division of Engineering and Roads, shall include a signed "agreement to
pay fees." I believe we are all in agreement, that the existing fee agreement system for reviews, is very
troublesome to deal with. I am working with other staff and management in Spokane County Public Works
to eliminate these agreements and replace them with a fee of some type that can be paid at the time of
application. However, until this can be accomplished, these agreements are needed in order to
reimbursement the County Engineering office for the services that our section provides. If we do work on
a project that we can not bill, the county road fund loses money that they can use to match with other
grant money. Our net loss for each doilar that we can not bill, could be as high as three to four dollars,
that could have been used to improve our county roads. Therefore, we will be unable to initiate the review
of any of the application materials and any other submittal information until we receive a properly
executed, original signature (not copied or faxed) fee agreement.
• There was no preliminary geo-hazard evaluation submitted with the plat application as required in Section
11.20.070 (D) (2) Geo-hazard evaluation, Preliminary Report. If the proposal also lies in an area that
has a wetland and/or a Fish and Wildlife Habitat, the appropriate mitigation measures and permits, if any
are required from other agencies, will need to be obtained as the plat is being finalized. The identified
mitigation measures must be considered and used in the preliminary plat layout. The design of roads,
utilities, and drainage improvements must properly incorporate any recommended mitigation measures in
the preliminary layout and any concept plans that may be required. The Development Services Section of
Spokane County Engineering will be unable to properly evaluate any applicable land use application, until
this report is received with a valid fee agreement. If the Division of Building 8 Planning's waives the
requirement for a preliminary Geo-hazard evaluation and report, we request immediate notification
with the reason why such waiver is being granted. We will then continue our review of the application
without the above referenced report if we have a fee agreement as stated above.
Please inform the project sponsor of these issues as it is our desire to speed up the review process as much
as we can. Thank you for your cooperation.

Based on the site plan it appears that the proposal is located either in or near a wetland area.
Has this proposal been assessed under the Critical Areas Ordinance due to the wetlands. We
would appreciate a copy of the findings so we can submit complete comments.
If the site is located outside of the wetland area, the applicant still needs to address what (if
any) impacts this proposal will have on the wetlands or visa-versa--what impacts the wetlands
will have (if any) on the proposal. The drainage plans will have to incorporate this issue.
Basement flooding has been a problem in the area. Enough geotechnical analysis needs to be
performed to determine if basements should be allowed in this development.

The Spokane County Division of Building & Planning accepted the above-referenced
preliminary plat as a"counter-complete" application on February 11,1997. Acceptance
of the preliminary plat application and designating said application as "counter complete"
vests the application for review with respect to current regulations and for review to
determine technically complete status. The County now has 28 calendar days to circulate
application to affected agencies for their review. Additional information may be
requested by affected agencies allowing the County to determine if the application is
technically complete. If additional information is requested, the 28 day time period will
be suspended until adequate information is received. For this application, the "design

Subject: Vesting of Type III Application (PE-1839-97: Sunrise Haven)
Dear Mr. Leland: This letter is to inform you that your appfication PE-1839-97 for the preliminary plat of
Sunrise Haven has been deemed `Counter Complete.' Acceptance of the preliminary plat
application and designating said application as 'Counter Complete' vests the application for
review with respect to current regulations and for review to determine technically complete
status. The County now has 28 calendar days to circulate the application to affected
agencies (i.e.: County Engineering, Health District, etc.) for their review. Additional
information may be requested, allowing us to determine that the application is technically
complete. If additional information is requested, the 28 day time period will be suspended
until adequate information is received. Once the application packet is deemed technically
complete, a'Determination of Completeness' will be issued to you.
Within,14 calendar days of issuance of the `Determination of Completeness', a`Notice of
Application' will be sent to: the applicant, all property owners within 400' of the project site
and within 400' of any abutting lands owned by the applicant, county reviewing agencies,
other agencies with jurisdiction (SEPA), any organization that the county has an agreement
to coordinate development applications with, and any other person that may be affected by
the application or that has requested notification. .
At least 15 days prior to the public hearing, a'Notice of Hearing' sha11 be sent to ail those that
received the `Notice of Application', the site needs to be posted, and a legal notice is sent to
the newspaper. Specific details about the contents of the notices and other requirements of
the 'Notice of Application' process and the `Notice of Hearing' process are contained in
Resolution #96-0293, "P.rocedural Administrative Rules Prepared to Implement ESHB-1724."

Purpose of Checklist:
The State Envimnmental Policy Act (SEPA) chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An Environmental Impact Statement (EIS) must be
prepared for all proposals with probable significant adverse impacLc on the quality of the environment. The purpose of
this checklist is to provide inform,ation to help you and the agency identify impacts from your proposal (and to reduce
or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required.
Instructions for Applicants: .
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies
use this checklist to determine whether the environmental impacts of yow proposal are significant, requiring
preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best
description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really
do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply."
Complete answers to ihe questions now may avoid unnecessary delays later.

The site area of 5.97 acres is proposed for 16 lots to be developedc for single family, detached
residences. They will be served with an existing public water system - S.P. District No. 3 and on-site
individual septic tank drainfields until Spokane County public sewer selvice is extendeti to the

The proposed Preliminary Plat is located in the Ponderosa area of the Spokane Valley, south of
Dishman-Mica Road, Schaeffer Road, and is an extension of Sundown Drive, located in Section 33,
Township 25 North, R.ange 44 East.

Approximately 2 percent.
c. What general types of soils are found on dle site (for example, clay,
sand, gravel, peat, muck)? If you know the classification of agri-
cultural soils, specify them and note any prime farmland.
According to the 1968 SCS Soi! Survey, the site soils are
classified as Clayton sandy loam (CuB). This soil typically
has a deep surface layer of sandy loam 36-48 inches deep.
This soil is very well drained and works fairly well for
development, as evidenced by adjacent development. It has a
moderate to low resistance to erosion, high shear strength for
trafficability, moderate water holding capacity, and is easy to
establish vegetation on.

d.' Are there surface indications or history of unstable soils in the
immediate vicinity? If so, describe. No. ' .

The quantity of excavation is unknown; however, should be
minimal since the site is fairly flat and excavation will only
, be done to provide for basements, utilities, and streets.

This soil rype could erade under excessive stormwater runoff,
but can be prevented wiin good preventative measures, both

g. About what percent of the site will be covered with impervious sur-
faces after project construction (for example, asphalt or buildings)? .
Approximately 23 percent of the site v-rill be in impervious
areas - buildings, driveways, and streets.

Erosion control measures will be employed both during and
after constroclion as permanent improvements which will
include grassy swales, landscaping of all graded areas, and
forntal lawn areas, and an on-site stormwater management
system. Measures during construction will include
nunimizing the dme graded areas are uncovered and utilizing
straw matting, etc. for temporary ground cover prior to
revegetating after the construction period.
2. AIR
a. What type of emissions to the air would result from the proposal (i.e.,
dust, automobile, odors, industrial, wood smoke) during construction
and when the project is completed? If any, generally describe and give
approximate quantides if known. During construction, grading and construcdon equipment will
emit dust and exhaust. Upon completion, the project will
generate emissions from vehicles and from individual homes
with potential of fireplace facilities.
b. Are there any offsite sources of emissions or odor that may affect your

Yes. Subdivisions adjoining the site to the north and
northwest and nearby arterials, i.e., Schaeffer Road and
Dishman-Mica Road generate traffic volumes, both of which
emit exhaust and smoke. Dust from nearby farming activities
to the south during geriods of high wind may impact the site.
c. Proposed measures to reduce or conVol emissions or other impacts to
air, if any:
Dust will be controlled with dust abatement methods during
• construction, and air emissions will be nunimized by the code
requirements for the installation ' of proper fireplace
equipment.

3. WATER
a. SURFACE:
(1) Is there any surface water Uody on or in the immed.iate
vicinity of the site (including year-round and seasonal streams,
saltwater, lakes, ponds, wetlands)7 If yes, describe type and provide

Plouf Creek exists offsite (500 to 1,200 feet) to the north and
runs generally from the southeast to the northwest along
Dishman-Mica Highway.
(2) Will the project require any work over, in, or adjacent to

(3) Estimate the amount of fill and dredge material that would be
placed in or removed from the surface water or wetlands and indicate
