FOUNDATION - when forms and reinforcement are in place and prior to placement of concrete. (Blocking for a manufactured home is required to be inspected prior to the installation of skirting.) 3. FRAMING - after all framing, bracing and blocking is in place, and prior to concealing. 4. INSULATION - prior to the installation of drywall. 5. PLUMBING - after rough-in, before covering, and final. 6. MECHANICAL - rough-in of piping, before covering, metal chimneys before concealment, and final. 7. From: Manson, James Sent: Thursday, May 22, 1997 1:55 PM To: Reinhardt, Laura Subject: RE: Call from Grant Rice about building requirements Your comments do offer a different perspective-it was our understanding from Mr. Rice that the upstairs may eventually be rented out as a separate unit and in our conversations he expressed no concerns in doing what was necessary to classify the building as a duplex-as a matter of fact he stated he would be doing some of the requirements anyway,e.g.separate electrical panels,the outside entrance,etc. We had previously advised him that the ceiling height was acceptable as were the main floor ceilings; he was installing a new heating and electrical systems regardless and we were reviewing the other issues. The code does provide for modification and given Mr. Rice's circumstances it would probably be in order, especially in light of the fact that it's one family living in the structure. I believe we can accommodate his proposal without making it complex To be equitable it would probably be appropriate to place a notice on the permit/title to the extent that the building was not sanctioned as a duplex should questions arise in the future. The process for applying the code to create exception,and we do this quite often, is normally a relatively easy administrative process. To go beyond that, however,any amendments to codes at a local level that effect 1-4 family dwellings need to be approved by the State Building Code Council prior to implementation. The intent is to provide uniform and consistent requirements for these structures throughout the state. If you don't have any problem with the direction we're taking as discussed above I will proceed. Please advise at your earliest convenience. He is grateful for all the work you have done, but his family cannot afford to make all the changes to convert the house to"duplex standard",even if the county waives the ceiling height and wall &ceiling texture. Kate has a couple of questions. -We would like to know if there are any provisions in the code for handicapped persons, elderly,family, other extenuating circumstances. What about the in-law quarters we so often hear of? -Kate knows you only enforce the laws and codes but thinks this situation has brought up another example of messive bureaucracy. So if there are no meptions to the codes like the ones I asked about above then she wants to know how we can go about changing county code to allow for meptions, (understanding that we will need to see where the county has authority and where we are Page 1 regulated by the State).
