I visited the site on 3/16/06 and noted that no work has been done on this project to date.
The file contains a letter from the City of Spokane Valley, dated 6/3/05, approving a-request
for an extension of time for Preliminary Plat Approval which was to expire at 5:00 p.m.
December 31, 2005. Their reason for the request was they needed time to obtain a letter of
credit. A Letter of Credit was in t11e files, dated 12/2/2004, with Spokane Teacher's Credit
Union. Called STCU and talked to Ms. Vicki Steen who told me that the funds were still
frozen for this LOC.
Recommendation: Do nothing further until status of project determined.
PE-1860 Keystone Meadows
1 visited this site on 3/16/06 and noted the following items of concern:
1. The longitudinal joint on 4th Avenue had not been sealed.
2. At the east corner of 4th and Morrow Lane the inlet was broken.
3. The first inlet east of Morrow Lane on 4th was broken.
These two inlets had broken at the wings of the inlet and don't seem to be causing any
problems with runoff to the swales.
The bond for this project is for $77,600 and the bonding company is Indemnity Company of
California. The bond was dated 10/03/00. The file contains "Record Drawings" and
Certification Package. Called bonding company on 3/17/06 and bond is still active.
Recommendation: Require pavement joints on 4th Avenue be sealed and once this is done
send letter releasing bond and close project.
PE-1848 Bradley Heights
I visited this site on 3/17/06 and noted the following items of concern:

1. The drywells located along Mission Avenue still have the filter fabric in place on the
frame and grates.
2. The swale on the west side of Edgerton Court has not been constructed.
The warranty bond for $2900.00, with Washington Trust Bank, is still in effect. The date
this bond was taken out was 2/4/03. This project was constructed in 2002 and contains a
note that 208 swales are to be sodded or seeded when adjacent lots are completed. They are
in the process of building houses on the west side of Edgerton Court, therefore swale on that
side not done yet. I could not tell if drywell had been installed in this swale due to spoils
pile in this area.
Recommendation: Send letter to Jim Mahar Homes, the developer, to remove fabric from
drywells along Mission Ave. with a reminder to complete swale construction before
warranty bond can be released.
