The subject area begins at the south end of the existing road, about 432' north of 360' Avenue, to the south end of the development, 150' south of 36t° Avenue. We faxed our pavement calculations on July 11, 2001 for your review. The evaluation was conducted in accordance with the 1993 AASHTO Guide for Design of Pavement Structwes, though it also included evaluation of field deflection testing in accordance with the 1998 WSDOT Pavement Guide Volume 2. Data was provided &om the County from Road Rater testing of 32nd Avenue in the vicinity of Woodlawn Drive. Subsurface information is available from 3 test pits excavated by Budinger 8c Associates, Inc. and gradation analysis summarized in a report of June 30, 2000 (Budinger & Associates, [nc. Project Number M00170). One of these test pits was at the intersection of proposed 36`h Avenue and Woodlawn Drive. In this area the subsurface conditions consisted of approximately 1' of silty gravel designated GM by the Unified Soil Classification System (USCS) underlain by well graded gravel designated GW by USCS (Sheet 14 of 16 attached). The Soil Conservation Service mapping of the azea consists of Gamson Series soils throughout the majoriry of the proposed development and a small portion of Springdale Series soils in the far south end. The available subsurface information was used to establish an effective road bed soil resilient modulus, MR as illustrated in Sheet 9 of 16 attached. The WSDOT method was used to back calculate the modulus from deflection data. For the Road Rater data provided, the average is approximately 0.3x 10''" for the sensor tf5 position. The calculation however was based on the highest recorded deflection of 0.47r10"3" since this value is still a relatively low deflection coctesponding to a moderately high resilient modulus. ln our opinion, the Road Rater data are consistent with the test pit and laboratory data described above, as well as the published soil mapping. Anticipated traffic was evaluated in accordance with input provided by Mr. Simpson. We understand that a traffic report predicted as much as 1600 vehicles per day along Woodlawn Drive resulting from complete build out of proposed projects. To reflect this value in the AASI-lT0 worksheet provided in Sheet 2 of 16, a relatively high growth factor of 10% was used on an existing assumed traffic of 600 vehicles per day. The resulting traffic of 12,550,000 cars over the 20 year design life averages out to 1700 vehicles per day. In addition, the traffic analysis included I school bus per day, I moving van per week, and I garbage truck per week. The total design ESAL (equivalent single axle load) was 113,500. F.C.
