Several basins will need grading plans to ensure that the runoff will be directed to the drywells (e.g., Basins H, O, F, and G,) 12. The drainage report does not appear to address the impacts of increased or uncontrolled runoff from this site directed onto the adjacent properties. Calculations should demonstrate whether or not runoff onto the adjacent parcel to the west is increased (rate or volume); runoff from stub roads should be treated in a temporary 208 swale. If the parcel to the south is controlled by the sponsor for this project, a temporary blanket easement, rather than a detailed metes & bounds description, could be granted for the excess runoff and for the temporary swales. Temporary swales are worded so that they will automatically vacate when the underlying parcel is platted - forms for this are available at the County 13. Basin H: Rational method must be used for areas s 10 acres 14. The pond for the offsite flow is not connected to the Basin H disposal facilities; this area is an independent basin. The retention pond concept is not a standard method described in the GSM, and a design deviation request will be needed. Typical conditions of approval for this concept would include: volume equal to at least twice the 100-year storm event, plus 1' of freeboard; an identified and established overflow route, certified inspection reports and Record Drawings; and maintenance by an entity other than Spokane County, among others. If this is intended as a permanent facility, then drywell disposal might be considered as an option, if the soils are suitable.
