Tfie C'rty of Spokane Valley recently received a complaint frvm a prvperty vvvner in the
new Third Editian of Midilami East. The owner is concemecl ahvut excessive cracking
of the new sadewalkS arid curbing. After afield Visit with myself, L}ick Thiel, and L7on
Ramsey it was determined that steps shall be taken to fix the sidewalk and curb cracking.
It is aur understanding your oiFf'ice performed the project inspection and certifica#ion. We
would be happy to meet in the field ta indicated noted problem areas. C3tatil these issues
have been resalved, the City of Spokane Va11ey and Spokane County will not release the
perforrriance bond. The warranty period sha11 also stay ogen uza¢il such time as the
sidewalks and curbing have been fixed.

Attached for your review are the following documents:
1. Revised Mylars for Knox Avenue East Extension Project - Sheets 1, 2, & 4. The changes made
inciude a note which defines that these plans are a combination of the plans from BSP-38
amendment #2 and #4. Also included is a clarification of the drainage swale and the curb
revisions made as a result of the construction of Discovery Lane (BSP 38F). A note has been
added which stipulates that these changes will be clarified as part of th BSP 38F As Constructed
plans.
2. Revised Mylars Liberty Lake Center Project Sheet 7 of 15. The changes made to these plans
includes the as-constructed information for the swales located at the intersection of Madson and
Knox. Please note that the swale located on the southwest corner of this intersection is smaller
than the original design but was redesigned as part of the Knox Avenue West project to account
for pass by flow. This design confirmed that the size is more than adequate.
You had inquired about the omission of sheet 8-B from the "as-constructed" submittal. This plan sheet
was for information concerning the horizontal location of the swales. Since the actual as-constructed
swale information is shown directly on the remaining as-constructed drawing, Sheet 8-B is no longer
required.
Hopefully, this addresses any fiiial concerns that you have on this project and we can finalize the County
approval. However, if you have any additional questions, please do not hesitate to call our office.
