MICHAEL HUFFMAN being first duly swom on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of

Determination: Pursuant to Title 21 (Envi-
ronmental Controls) of the Spokane Valley
Municipal Code (SVMC), the lead agency
has determined that this proposal does not
have a probable significant adverse impact
on the environment. An Environmental
Impact Statement (EIS) is not required
under RCW 4321C.030(2)(c). This deci-
sion was made after review of a completed
environmental checklist, the application,
SVMC Titles 19, 2.1 and 22, site assess-
ment and comments from the affected
agencies. This infarnation is available to
the public on request. This DNS is issued
using the optional DNS process in• WAC
197-11355. There is no further comment
period on the DNS.

Appeal: An appeal of this determination
shall be submitted to the City of Spokane
Valley Community and Economic Devel-
opment Department within fourteen (14)
calendar days alter the date issued. The
appeal must be written and make specific
factual objections to the City's threshold
determination. Appeals shall be conducted
in conformance with Section 17.90 (Ap-
peals) of the SVMC, and any required fees.
pursuant to the City's adopted Fee Schedule
shall be paid at the time of appeal submittal.
Pursuant to Section 21.20.150 of the SVMC,
appeals shall be limited to a review of a final
threshold determination.
