Lead Agency: City of Spokane Valley Community and Economic Development Department Determination: Pursuant to Title 21 (Envi- ronmental Controls) of the Spokane Valley Municipal Code (SVMC), the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 4321C.030(2)(c). This deci- sion was made after review of a completed environmental checklist, the application, SVMC Titles 19, 2.1 and 22, site assess- ment and comments from the affected agencies.
