Our intention is to be an invaluable resource to the City of Spokane Valley (City) and members of the design and construction team throughout the duration of the project. Our primary anticipated role will include the following: Materials verification and compliance; Documentation of construction activities while on site, and inspection activities and results via Daily Field Reports; Communicating directly with the City of Spokane Valley and other designated project personnel; and Promoting and participating in a SAFE approach to construction activities. Based on STRATA's review of project Civil Plans, dated April 20, 2016, and the Request for Proposal Letter dated June 13, 2016, we anticipate our scope of services on this project will consist of the following: Soil/Aggregate Observation and Testing STRATA will provide a qualified field professional to observe and test compaction of subgrade, utility trench backfill, and crushed surface top course for the roadways, curb, gutter, and sidewalk ramps. We will sample on-site and any imported materials used for backfill and crushed surfacing course, and transport these samples to our laboratory for required testing. Concrete Observation, Sampling and Testing STRATA will provide a field professional to conduct sampling and field testing of concrete, including casting of compressive test cylinders for verification purposes. Our field services will include testing for slump, temperature (concrete and ambient), air content, verification of mix design by batch ticket when the approved design is available, and casting of test specimens. Casting of compressive strength cylinders will occur only at request by the City. Based on our discussions with you, we assume 10 visits will be required to complete the concrete testing. All sampling and field-testing of concrete will be conducted by personnel certified by, at minimum, the American Concrete Institute (ACI). We estimate that 1 set of 5 compression test cylinders for laboratory cure (1 tested at 7 days, 3 at 28 days, and 1 held pending 28 day test results)will be required for each requested test, or once for each day's placement for all concrete placed in the curb, gutter, and sidewalk areas. Upon completion of the 24-hour initial curing period, STRATA will pick up and deliver concrete compression test specimens to our certified laboratory for curing and testing. STRATA will document compression test results and a test report will be sent as required by project specifications. We have based this proposal on the assumption that compliance testing of other materials (i.e. aggregates, cement, etc.) will not be required. Therefore, we have not included these activities in the anticipated scope. If it becomes necessary, we can provide these services for an additional fee. Hot Mix Asphalt(HMA) Observation and Testing STRATA will provide a qualified field professional to observe, sample and test compaction during HMA paving of the previously mentioned roadways. HMA samples will be obtained at the supplier's batch plant and transported to our laboratory for the required testing. We assume 2 visits will be required to perform HMA density testing during paving activities. Project Management Mr. Jacob Westerman, M.S.I. will be the Project Manager and the point of contact in the coordination of our special inspection services. Mr. Westerman will also work with your site representative to coordinate our services. In general, requests for scheduling of our inspections, meeting attendance, and communication processes will be handled through our local Spokane, Washington office (phone 509-891-1904). We request that scheduling calls be made 24 hours in advance in order to allow the appropriate response time for the project. Field personnel will issue an electronic copy of their preliminary daily field reports and field test results while on site at the completion of each day's observations. STRATA's project manager will review the daily reports generated by field staff during construction, and these finalized reports will be summarized and transmitted electronically to the selected project representatives on a weekly basis. Throughout construction, items found in non-compliance with the project requirements will be brought to the immediate attention of the project superintendent, designated design professionals, and your project representative. As re-inspection items can have a serious impact on our budget, our project manager will review the daily progress reports to monitor items requiring re-inspection and the hours involved in these re-inspections. These items will be documented and this information will be forwarded to you periodically for appropriate action and tracking of potential change orders. STRATA's project manager will also conduct field visits in support of STRATA personnel and inspection procedures. Re: Adding Fund 302 funds to pay for Traffic work Broadway St Preservation Project(Sullivan to Moore Rd),CIP 0238 The Broadway Street Preservation Project will resurface Broadway between Sullivan Rd. and 200 feet east of Moore Rd. As design progressed, staff realized that the following additional traffic related work should be included prior to paving: 1. Connect the signal at the Walmart Entrance I Broadway intersection to the existing ITS line on the west side of Sullivan Road. The Broadway corridor between the Walmart Entrance and Sullivan is becoming very congested, and future connection of the two traffic signals is anticipated to occur within the next 5 years. Installing the conduit during this project, while the roadway is under construction, saves future costs to the City, reduces delays to motorists using this corridor, and reduces impacts to the adjacent businesses. The future connection of the traffic signal at the Walmart Entrance is in the City's ITS Architecture Plan. 2. The Walmart Entrance traffic signal currently has advanced loops in Broadway that are located too close to the traffic signal. Since this project is grinding the pavement, replacing the existing advanced loops with new loops appropriately located will aid in the detection capabilities of the traffic signal and provide the City with performance metrics, once connected to the ITS system. 3. The stop bar loops at the Walmart Entrance traffic signal are not located properly in relation to the stop bar and crosswalk. Installing a non-intrusive vehicle detection system to replace the stop bar loops will be the most cost-effective solution with the least construction impact to the public. In addition, the non-intrusive detection system will detect bicycles, which is a federal requirement when traffic signal modification occur and bicycle facilities are present,as they are designed at this location per the Bicycle and Pedestrian Master Plan. These improvements will increase the budget approximately$50,000. The attached budget adjustment will use Fund 302 to pay for the traffic work. The associated patching work will be paid for by a$50,000 increase in the street preservation work. Based upon that they agreed that this should be brought forward to the full Council on July 12 for a motion consideration to award the bid. At the June 28 and July 5 Council meetings, during the City Manager comments, I will make not of this. This is good news since we are trying to get this signal and new crosswalks installed prior to the beginning of school this coming fall. This will help with the elementary school kids that will now be able to walk to Trentwood Elementary School. We are going to ad this Friday and will plan to open bids on Friday, July 8. We would like to award this bid as soon as we can to stay on schedule. Unfortunately,we have two things working against us: 1) We've been told not to go to council with a bid award on a Tuesday immediately following a Friday bid opening because this does not give council enough time to review the bids. This means Tuesday, July 12 is not good. 1 2) The following council meeting on July 19 is for Councilmember interviews only. Therefore, under these two circumstances, we would not be able to award the bid until July 26, which would not allow enough time to complete the project prior to the beginning of school. Is there any chance in this particular circumstance that we could schedule the bid award for the July 12 council meeting so we can get this project started and finished sooner rather than later? Please advise. Thanks, Steve M. Worley, P.E.
